The Common Foreign and Security Policy (CFSP) is the organised, agreed foreign policy of the European Union (EU) for mainly security and defence diplomacy and actions. CFSP deals only with a specific part of the EU's external relations, which domains include mainly Trade and Commercial Policy and other areas such as funding to third countries, etc. Decisions require unanimity among member states in the Council of the European Union, but once agreed, certain aspects can be further decided by qualified majority voting. Foreign policy is chaired and represented by the EU's High Representative, currently Kaja Kallas.

Eduard Kukan was a Slovakian politician who served as Minister of Foreign Affairs from 1998 to 2006. He was a candidate in the presidential election held on 3 April 2004, and although pre-election polls had suggested he would come first, he actually came in third behind the eventual President Ivan Gašparovič and former prime minister Vladimír Mečiar, thus preventing him from contesting the run-off. He was elected Member of the European Parliament (MEP) in 2009, a position he held until 2019.

From 2020 to 2022, he was director of the Institute for Peace Support and Conflict Management at the National Defence Academy in Vienna. From 2014 to 2020, he held the position of Security policy director at the Federal Ministry of Defence and was a permanent member of the National Security Council (NSC) and the council for integration and foreign policy.
