According to the Book of Nehemiah in the Hebrew Bible and the Old Testament, Tobiah was an Ammonite official who attempted to hinder Nehemiah's efforts to rebuild Jerusalem after the Babylonian exile, and took over the storerooms of the Temple for his own use.
Tobiah was an Ammonite official [1] (possibly a governor of Ammon, possibly also of Jewish descent). [2] He incited the Ammonites to hinder Nehemiah's efforts to rebuild Jerusalem. [3] [4] He, along with Sanballat the Horonite and Geshem the Arabian, resorted to a stratagem and, pretending to wish a conference with Nehemiah, invited him to meet them at Ono, Benjamin. Four times they made the request, and every time Nehemiah refused to come. Their object was to frighten him from completing the restoration of Jerusalem's walls and to do him some kind of harm. [5]
Tobiah also had married a daughter of Shecaniah, a Judahite leader, and had given his son, Jehohanan, in marriage to the daughter of Meshullam, another Judahite leader, [6] for ostensibly political purposes. Because of this, he somehow gained enough of a Judahite coalition to use the Judahites themselves to send letters to Nehemiah, telling him of Tobiah's "good deeds" in an apparent attempt to weaken Nehemiah's resolve to keep Tobiah out of the rebuilding effort. Tobiah meanwhile sent intimidating letters directly to Nehemiah. [7]
Additionally, Tobiah exploited his relationship with High Priest Eliashib, whose grandson had married the daughter of Sanballat. He persuaded Eliashib to lease the storerooms of the temple to him, so that he could conduct business in the newly constructed temple. These storerooms had been intended for the Israelites' grain offerings, incense, temple articles, and the tithes of grain, new wine and oil meant for the work of the temple and the temple workers themselves. Upon hearing this, Nehemiah, who was then in Babylon serving Artaxerxes I of Persia, requested permission to return to Judah. After returning, he promptly threw all of Tobiah's belongings out of the temple room, purified the room, and put back all that had originally been there. [8]
It is possible, though uncertain, that Tobiah the Ammonite may be related to other Tobiahs mentioned in extra-biblical sources. The Lachish Ostraca [9] mention a Tobiah who is a "servant of the king". Josephus later mentions a rich and influential Tobiad family from around the geographic region of Ammon, [10] which may be descended from or otherwise related to this same Tobiah. [2] Archaeological evidence shows that the site of 'Iraq al-Amir, the seat of the Tobiad family, was occupied during the Persian period. [11]
Ammon was an ancient Semitic-speaking kingdom occupying the east of the Jordan River, between the torrent valleys of Arnon and Jabbok, in present-day Jordan. The chief city of the country was Rabbah or Rabbat Ammon, site of the modern city of Amman, Jordan's capital. Milcom and Molech are named in the Hebrew Bible as the gods of Ammon. The people of this kingdom are called Children of Ammon or Ammonites.

The Tobiads were a Jewish dynasty in Ammon with origins possibly rooted in the First Temple Period, both literary and archaeological evidence point to their prominence during the rule of the Ptolemaic dynasty and at the beginning of the Hasmonean period. They were philhellene, supporters of Hellenistic Judaism, in the early years of the 2nd century BCE.
Nehemiah is the central figure of the Book of Nehemiah, which describes his work in rebuilding Jerusalem during the Second Temple period. He was governor of Persian Judea under Artaxerxes I of Persia.
Qasr al-Abd is a large Hellenistic palace from the first quarter of the second century BCE. Most scholars agree it was built by the Tobiads, a notable Jewish family of the Second Temple period, although the descriptions doesn't mention that. Its ruins stand in modern-day Jordan in the valley of Wadi Seer, close to the village of Iraq Al-Amir, approximately 17 kilometers west of Amman.
Malchijah is a biblical name belonging to several persons mentioned in the Hebrew Bible and means "Yahweh is King" or "the king is Yahweh".
Sanballat the Horonite – or Sanballat I – was a Samaritan leader, official of the Achaemenid Empire, and contemporary of the Israelite prophet Nehemiah who lived in the mid-to-late 5th century BC. He and his family are mentioned in the contemporary Elephantine papyri and ostraca.
The return to Zion is an event recorded in Ezra–Nehemiah of the Hebrew Bible, in which the Jews of the Kingdom of Judah—subjugated by the Neo-Babylonian Empire—were freed from the Babylonian captivity following the Persian conquest of Babylon. In 539 BCE, the Persian king Cyrus the Great issued the Edict of Cyrus allowing the Jews to return to Jerusalem and the Land of Judah, which was made a self-governing Jewish province under the new Persian Empire.
Joiada is a name found from the form "Jehoiada" in the Hebrew Bible and used alternately in English versions.

Johanan, son of Joiada, was the fifth High Priest of the Temple in Jerusalem after it was rebuilt after the end of the Babylonian captivity. His reign is estimated to have been from c. 410–371 BCE; he was succeeded by his son Jaddua. The Hebrew Bible gives no details about his life. Johanan lived in the province of Yehud Medinata in the Achaemenid Empire during the reigns of emperors Darius II and his son Artaxerxes II.
Eliashib the High Priest is mentioned in Nehemiah 12:10,22 and 3:1, 20-21,13:28 and possibly the Book of Ezra of the Hebrew Bible as (grand)father of the high priest Johanan. Some also place him in different parts of Nehemiah including 12:23 and 13:4,7, but this is disputed. Nehemiah 3:20-21 places his home between the area of two working groups constructing the walls of Jerusalem on the south side of the city. He helped with the refortification of this wall. The size of his house indicated his wealth and high socio-economic status. This places him as someone who lived during the time of Nehemiah. In the year 445 BCE, Eliashib was the high priest when Nehemiah returned to Jerusalem in the 20th year of Artaxerxes I.
The Lachish Letters are a series of letters written in carbon ink containing ancient Israelite inscriptions in Ancient Hebrew on clay ostraca. The letters were discovered at the excavations at Lachish.
The temple treasury was a storehouse first of the tabernacle then of the Jerusalem Temples mentioned in the Hebrew Bible. The term "storehouse" is generic, and also occurs later in accounts of life in Roman Palestine where the otzar was a tax-collector's grainhouse.
Geshem the Arabian is an Arab man mentioned in the Hebrew Bible. He was an ally of Sanballat and Tobiah and adversary of Nehemiah. In Neh. 6:6 he is called "Gashmu," which is probably more correct, as an Arab tribe named "Gushamu" is known. When Nehemiah proceeded to rebuild the walls of Jerusalem, the Samaritans and the Arabs made efforts to hinder him. Geshem or Gashmu, who probably was the chief of the Arabs, joined the Samaritans and accused Nehemiah of conspiracy against the Persian king.

From the time he hears about Jerusalem during the month of Kislev (November/December), Nehemiah waited until the month of Nisan (March/April) to petition Artaxerxes I of Persia to be allowed to go and help the rebuilding of Jerusalem. His petition is granted by the king, and although with less authority than Ezra over the officials of "Beyond-the-River", Nehemiah was given an official position with an escort of officers and cavalry.

The Arad ostraca, also known as the Eliashib Archive, is a collection of more than 200 inscribed pottery shards found at Tel Arad in the 1960s by archeologist Yohanan Aharoni. Arad was an Iron Age fort at the southern outskirts of the Kingdom of Judah, close to Beersheba in modern Israel.
