Total defence is a defence policy combining and extending the concept of military defence and civil defence. It entails a high level of readiness of both the state and its society to defend itself in cases of dangers and catastrophes such as war, crisis, or natural disasters. Total defence represents all activities preparing the society for war. It implies that in a state of war or emergency, all functions of society, both military and civilian, are included in the defence efforts. [1] This means that in the event of a crisis, all social institutions, such as army, police, parliament, government and its agencies, local authorities, the health system, civil society organizations, entrepreneurs, and individuals would all be mobilized to defend the state.
The implementation of total defence is not globally uniform; instead, the modalities of its application differ from state to state. Differences can be noticed from the implementing elements. Achieving absolute protection of the population is not possible and requires significant resources and costs, for that reason the states make calculations on how to reach the highest possible level of readiness of the population for crisis situations. They usually opt for certain combinations of elements of total defence, which are adapted to their capabilities and level of threat. Particularly important elements are compulsory military service, territorial defence forces, civil defence, economic defence, and psychological defence. Civil defence efforts might include a compulsory fire service, while economic defence preemptively prepares for a war economy by stockpiling strategic reserves. States applying total defence are also more likely to engage in peacetime tripartite compulsory arbitration in order to maintain essential services. Depending on the country's geography, other aspects of total defence could include the establishment of national redoubts and stay-behind forces, training conscripts in free war tactics, and designing civil infrastructure, such as highway strips, to be easily repurposed for military use.
For example, in Finland, the term (Finnish : kokonaismaanpuolustus) encompasses all measures in civil and military sectors that safeguard the livelihoods and security of citizens against external threats, in order to defend Finland's independence. [2] Similarly in Sweden, the term (Swedish : totalförsvaret) means that civil and military defence activities operate jointly, with the aim of protecting and ensuring socially important functions, such as the Swedish Parliament and the Port of Gothenburg. Conscription, also known as the draft in American English, is the practice in which the mandatory enlistment in a national service, mainly a military service, is enforced by law. Conscription dates back to antiquity and it continues in some countries to the present day under various names. The modern system of near-universal national conscription for young men dates to the French Revolution in the 1790s, where it became the basis of a very large and powerful military. Most European nations later copied the system in peacetime, so that men at a certain age would serve 1 to 8 years on active duty and then transfer to the reserve force.
The Finnish Defence Forces (FDF) (Finnish: Puolustusvoimat, Swedish: Försvarsmakten) are the military of Finland. The Finnish Defence Forces consist of the Finnish Army, the Finnish Navy, and the Finnish Air Force. In wartime, the Finnish Border Guard becomes part of the Finnish Defence Forces.
The Latvian National Armed Forces, or NBS, are the armed forces of Latvia. Latvia's defense concept is based on a mobile, professional rapid response force and a reserve segment that can be called upon relatively fast for mobilization should the need arise. The National Armed Forces consists of Land Forces, Naval Forces, Air Force and National Guard. Its main tasks are to protect the territory of the State; participate in international military operations; and to prevent threats to national security.
The Army of the Republic of North Macedonia is the military of North Macedonia. The army is organized, prepared and trained to conduct armed struggle and combat and other actions to achieve its constitutional function of defending the independence and territorial integrity of North Macedonia. The army consists of the ground forces and the air force, which are further divided into branches and services. Being landlocked, it didn't have a navy. The army has a permanent composition and reserve forces. Since 2005, it is a fully professional defense force compatible with NATO standards. On 27 March 2020, North Macedonia joined NATO as the 30th member.
The Swedish Armed Forces are the armed forces of the Kingdom of Sweden, tasked with the defence of the country as well as with promoting Sweden's wider interests, supporting international peacekeeping, and providing humanitarian aid. It consists of four service branches: the Swedish Army, the Swedish Air Force and the Swedish Navy, as well as a military reserve force, the Home Guard. Since 1994, all Swedish military branches are organised within a single unified government agency, the Swedish Armed Forces Headquarters, which is headed by the Supreme Commander, even though the individual services maintain their distinct identities.
The Baltic states or the Baltic countries is a geopolitical term encompassing Estonia, Latvia, and Lithuania. All three countries are members of NATO, the European Union, the Eurozone, Council of Europe, and the OECD. The three sovereign states on the eastern coast of the Baltic Sea are sometimes referred to as the "Baltic nations", less often and in historical circumstances also as the "Baltic republics", the "Baltic lands", or simply the Baltics.
National security, or national defence, is the security and defence of a sovereign state, including its citizens, economy, and institutions, which is regarded as a duty of government. Originally conceived as protection against military attack, national security is widely understood to include also non-military dimensions, such as the security from terrorism, minimization of crime, economic security, energy security, environmental security, food security, and cyber-security. Similarly, national security risks include, in addition to the actions of other states, action by violent non-state actors, by narcotic cartels, organized crime, by multinational corporations, and also the effects of natural disasters.
Sweden maintained its policy of neutrality during World War II. When the war began on 1 September 1939, the fate of Sweden was unclear. But by a combination of its geopolitical location in the Scandinavian Peninsula, realpolitik maneuvering during an unpredictable course of events, and a dedicated military build-up after 1942, Sweden kept its official neutrality status throughout the war. At the outbreak of hostilities, Sweden had held a neutral stance in international relations for more than a century, since the end of the Napoleonic Wars in 1814 and the invasion of Norway.
The Finnish Border Guard is the agency responsible for enforcing the security of Finland's borders. It is a military organisation, subordinate to the Ministry of the Interior in administrative issues and to the president of Finland in issues pertaining to his authority as Commander-in-Chief. The agency has police and investigative powers in immigration matters and can independently investigate immigration violations. The Finnish Coast Guard has search and rescue (SAR) duties, both maritime and inland. Missions inland are often carried out in co-operation with local fire and rescue departments or other authorities.
The Winter War was fought in the four months following the Soviet Union's invasion of Finland on 30 November 1939. This took place three months after the German invasion of Poland that triggered the start of World War II in Europe. Sweden did not become actively involved in the conflict, but did indirectly support Finland. The Swedish Volunteer Corps provided 9,640 officers and men. The Swedish Voluntary Air Force also provided 25 aircraft that destroyed twelve Soviet aircraft while only losing six planes with only two to actual enemy action and four to accidents. Sweden also provided a portion of the weapons and equipment used by the Finns throughout the war.
Military districts are formations of a state's armed forces which are responsible for a certain area of territory. They are often more responsible for administrative than operational matters, and in countries with conscript forces, often handle parts of the conscription cycle.
In military strategy, a choke point, or sometimes bottleneck, is a geographical feature on land such as a valley, defile or bridge, or maritime passage through a critical waterway such as a strait, which an armed force is forced to pass through in order to reach its objective, sometimes on a substantially narrowed front and therefore greatly decreasing its combat effectiveness by making it harder to bring superior numbers to bear. A choke point can allow a numerically inferior defending force to use the terrain as a force multiplier to thwart or ambush a much larger opponent, as the attacker cannot advance any further without first securing passage through the choke point.
A ministry of defence or defense, also known as a department of defence or defense, is the part of a government responsible for matters of defence and military forces, found in states where the government is divided into ministries or departments. Such a department usually includes all branches of the military, and is usually controlled by a defence minister or secretary of defense.

The Estonian Defence Forces is the unified military force of the Republic of Estonia. The Estonian Defence Forces consists of the Estonian Land Forces, the Estonian Navy, the Estonian Air Force, and the paramilitary Estonian Defence League. The national defence policy aims to guarantee the preservation of the independence and sovereignty of the state and maintain the integrity of its land area, territorial waters, airspace, and constitutional order. Its main goals remain the development and maintenance of a credible capability to defend the nation's vital interests and of the defence forces in a way that ensures their interoperability with the armed forces of NATO and European Union member states in order to participate in the full range of missions for these military alliances.
The International Society of Military Sciences (ISMS) is an international organization whose stated aim is to build a strong network for the creation, development, exchange and diffusion of research and knowledge about war, conflict management and peace support efforts. The ISMS was founded in October 2008. The Austrian National Defence Academy, the Royal Military College of Canada, the Royal Danish Defence College, the Finnish National Defence University, the Netherlands Defence Academy, the Norwegian Defence University College, the Swedish National Defence College and the Baltic Defence College established this society with the intention to further research and academic education in military arts and sciences in the broadest sense.
Nordic-Baltic Eight (NB8) is a regional co-operation format that includes Denmark, Estonia, Finland, Iceland, Latvia, Lithuania, Norway, and Sweden. Under NB8, regular meetings are held of the Baltic and Nordic countries' Prime Ministers, Speakers of Parliaments, Foreign Ministers, branch ministers, Secretaries of State and political directors of Foreign Ministries, as well as expert consultations where regional issues and current international topics are reviewed.
Many countries around the world have civil defense organizations dedicated to protecting civilians from military attacks and providing rescue services after widespread disasters. In most countries, civil defense is a government-managed and often volunteer-staffed organization.
The Territorial Defence Force – TDF is the fifth military branch of the Polish Armed Forces, following Land Forces, Air Force, Navy and Special Forces. The force is made up of professional and part-time volunteer soldiers, forming part of the country's defence and deterrence system. Formed in 2016, it had reached 24,000 personnel by July 2019, and was slated to reach a size of around 53,000 personnel in 17 light infantry brigades by 2021. The creation of the Polish TDF relates to the reforms in the Baltic states' Territorial Defence Forces to provide response during the early stages of a hybrid conflict.
