Civil defense agencies and organizations are structured differently around the world. Civil Defense is dedicated to protecting civilians from military attacks, as well as to providing rescue services after natural and human-made disasters.

The German civil defense was activated in 1939 as the Sicherheits und Hilfsdienst, it was renamed Luftschutzpolizei in April 1942, when transferred from the aegis of Ministry of Aviation to the Ordnungspolizei.

The Civil Defence Officers and Assistant Civil Defence Officers of the Civil Defence Ireland are paid employees and are appointed by their respective local authority. At the discretion of the Civil Defence Officer, volunteer officers and leaders are appointed to assist in the command and administration of the unit .

Civil defense or civil protection is an effort to protect the citizens of a state from human-made and natural disasters. It uses the principles of emergency operations: prevention, mitigation, preparation, response, or emergency evacuation and recovery. Programs of this sort were initially discussed at least as early as the 1920s and were implemented in some countries during the 1930s as the threat of war and aerial bombardment grew. Civil-defense structures became widespread after authorities recognised the threats posed by nuclear weapons.
The Public Force are the military force of Monaco. However, the country has a very limited military capability and depends almost entirely upon its larger neighbour, France, for defence. In total, there are over 250 people employed as military personnel in some form. There is no conscription in Monaco.
A lieutenant is a junior commissioned officer rank in the armed forces of many nations, as well as fire services, emergency medical services, security services and police forces.
Oberstleutnant is a senior field officer rank in several German-speaking and Scandinavian countries, equivalent to lieutenant colonel. It is currently used by both the ground and air forces of Austria, Germany, Switzerland, Denmark, and Norway. The Swedish rank överstelöjtnant is a direct translation, as is the Finnish rank everstiluutnantti.
The Bundesanstalt Technisches Hilfswerk is the federal civil protection organisation of Germany. It is legally part of Bundesministerium des Innern und für Heimat and controlled by the German federal government. 97% of its more than 80 thousand members (2021) are volunteers.
Each officer rank in the navy of a NATO country may be compared with the ranks used by any military service in other NATO countries, under a standardized NATO rank scale. This is useful, for instance, in establishing seniority amongst officers serving alongside each other within multinational command structures.

NATO maintains a "standard rank scale" in an attempt to match every member country's military rank to corresponding ranks used by the other members. Technische Nothilfe was a German organisation. It began as a strikebreaker organisation after the First and Second World Wars, but developed into a volunteer emergency response unit. During the Nazi period TN became in charge of technical civil defence.
The Danish Emergency Management Agency (DEMA) is a Danish governmental agency under the Ministry of Defence. Its principal task is to manage an operational part who work out of six Emergency Management Centres, and administrative and legalizing part, who supervises the national and municipal rescue preparedness and advises the authorities on matters of preparedness. DEMA works in closely structured co-operation with the EU, UN and several neighbouring countries.
Civil Defence Ireland is the national civil defence organisation of Ireland. It is a statutory agency of the Irish Department of Defence and is administered by local authorities. It was established in 1951 in response to the threat of nuclear disaster posed by the atomic bomb following World War II. Today it is an emergency response and rescue agency whose purpose is to provide aid, assistance and relief in times of emergency or natural disaster. It may also support primary emergency response agencies namely the Garda Síochána, HSE National Ambulance Service, and local authority fire services when requested. Civil Defence Ireland consists almost entirely of volunteers, numbering 2500 as of May 2023.
The Ranks and insignia of Royal Danish Army follows the NATO system of ranks and insignia, as does the rest of the Danish Defence. The ranks are based around German and French military terms.

Erich Hampe was a German Army officer with the rank of generalmajor, who served as Chief of the Department for Technical Troops in OKH during World War II. Previously he was Vice Chief of the Technische Nothilfe as well as an editor and the author of the official history of German civil defense during the Second World War. During the postwar years, he served as the first president of the Federal Agency for Civil Defense.

Some European countries do not have naval forces, either because they are landlocked, such as Austria, Belarus, the Czech Republic, Moldova, Luxembourg, Bosnia & Herzegovina, Kosovo, Slovakia, San Marino and the Vatican, or naval duties provided by another state such as Monaco.
The Royal Danish Navy ranks follows the NATO system of ranks and insignia, as does the rest of the Danish Defence. Outside this ranking system there are physicians, nurses and veterinarians, while priests and judicial personnel wear completely different insignia and are without rank.
The Decoration of the Federal Agency for Technical Relief is a German decoration founded in 1975. It is awarded by the Technisches Hilfswerk (THW) and is approved by the President of Germany.
