A tropical disturbance was first noted in a satellite picture taken on August 30. Soon after, a weak low pressure center associated with the system formed 100 nautical miles (190 km) southwest of Acapulco, Mexico. [2] The system later went through rapid intensification, becoming a tropical depression on August 31 and Tropical Storm Norma later that day. Initially, with a loose organization, Norma continued to organize and strengthen, reaching its peak of 60 mph (100 km/h) on September 2. Satellite pictures showed cirrus outflow was greater in the tops of the feeder bands than in the eyewall chimney. [2] On September 3, Navy reconnaissance reported a 992 mbar pressure, Norma's lowest. [2]

Shortly after the 992 mbar report, however, Norma began to weaken. The same recon that reported the 60 mph (100 km/h) and 992 mbar reading reported back with a mere 40 mph (60 km/h) some time after. Despite the sudden drop in winds, the minimum pressure remained around 994 mbar. The weakening became obvious on satellite presentation, which showed cool inflow and a sheet of stratocumulus clouds around the west semicircle extending under the storm clouds. Norma continued to weaken, degrading into a depression by September 4. At this point, the circulation forced moist and unstable maritime air into Arizona which resulted in disastrous floods during Labor Day along with a slow moving cold front. This system would become known as the Labor Day Storm of 1970. On September 5, a cloud spiral was still visible west of Baja California, but the storm's circulation dissipated, with the remnants of the storm finally dissipating on September 6, just before making landfall on Baja California. [2]

Impact

While Norma did not make landfall while tropical (even though it came close to making landfall on Baja California before dissipating), the circulation introduced unstable air into Arizona and Utah which, along with a cold front, resulted in record amounts of rainfall.

Baja California

For an 800 mi (1,300 km) stretch of the coat, 12 ft (3.7 m) waves were measured. Winds of 60 mph (97 km/h) were recorded at Bahia Tortugas, a village on Punta Eugenia. [3]

Arizona

The rainfall in Arizona produced deadly flash floods which caused over $1 million in damages and killed 23 people, 14 of whom died when Tonto Creek, which was in the vicinity of Kohl's Ranch, became flooded. [1] Other deaths were reported among automobile drivers. [4] Total rainfall exceeded 7 inches in certain locations, with Workman's Creek receiving 11.92 inches (303 mm) of rain. Other amounts were recorded in Upper Parker Creek (9.09 inches), Mount Lemmon (8.74 inches), Sunflower (8.44 inches), Kitt Peak (8.08 inches), Tonto Creek Fish Hatchery (7.12 inches), and Crown King (7.02 inches). [1] There were also reports of injuries by campers in Mogollon Rim and Scottsdale reported significant property damage. As many as 23 lives were lost due to the unprecedented nature of the floods, with 14 deaths reported from flash flooding near Tonto Creek. [5] [6] The major flooding in the state prompted a presidential disaster declaration. [7]

Utah

While the storm was causing floods in Arizona, the lower cities of Utah were also experiencing heavy rainfall. The most noteworthy rainfall total was recorded in Bug Creek, which experienced an estimated 6 inches (150 mm) of rain in a 24-hour period. [8] [9] No deaths or damage was reported in connection to the storm.

Records

When 11.40 inches (290 mm) of rain fell at Workman's Creek in a 24-hour period, it became the highest amount of rain to fall in Arizona in a 24-hour period. [1] The record stood until 1997, when the remnants of Hurricane Nora produced 11.97 inches (304 mm) of rain on the top of Harquahala Mountain. [1]

A similar record was recorded in Utah when 6 inches (150 mm) of rain fell in Bug Creek in a 24-hour period. [9] Unlike the Arizona rainfall record, this record still stands today. [9]

When the rains of Norma caused the San Juan River to flood its banks, a size of 1,090 m3 was obtained, making this the largest flood of the San Juan since 1962, when the Navajo Dam was completed. The most runoff from the storm was downstream from the reservoir. [10]

With 23 associated deaths in Arizona, Norma was the deadliest storm in the state's history. [1]

The hurricane season officially began on June 1, and lasted until November 30. The season had the highest number of systems reach hurricane status – twelve – in a single season, until that record was surpassed in 2005. The season was above-average despite an El Niño, which typically suppresses activity in the Atlantic Ocean, while increasing tropical cyclone activity in the Pacific Ocean. Activity began with a tropical depression that caused extensive flooding in Cuba and Jamaica in early June. On July 25, Tropical Storm Anna developed, the first named storm of the season. Later in the season, Tropical Depression Twenty-Nine caused severe local flooding in the Florida Panhandle and southwestern Georgia in September.

The 1997 Pacific hurricane season was a very active hurricane season. With hundreds of deaths and hundreds of millions of dollars in damage, this season was one of the costliest and deadliest Pacific hurricane seasons. This was due to the exceptionally strong 1997–98 El Niño event. The season officially started on May 15, in the eastern Pacific, and on June 1, in the central Pacific, and lasted until November 30. These dates conventionally delimit the period of each year when almost all tropical cyclones form in the northeastern Pacific Ocean.

The September storm formed off the Pacific coast of Mexico, and aided by waters warmed by the 1997–98 El Niño event, eventually peaked at Category 4 intensity on the Saffir–Simpson hurricane scale.

Tropical Storm Claudette was a 1979 tropical cyclone which was the third-wettest tropical cyclone on record in the contiguous United States. The storm caused significant flooding in eastern Texas and western Louisiana in July 1979. The eighth tropical cyclone and third named storm of the 1979 Atlantic hurricane season, Claudette developed from a tropical wave located east of the Windward Islands on July 16. It gradually strengthened and was upgraded to a tropical storm on July 17 and crossed the northern Leeward Islands later that day. As it neared landfall in Puerto Rico early on July 18, upper-level winds weakened it back to a tropical depression. Claudette remained disorganized and the National Hurricane Center operationally reported that it degenerated back into a tropical wave after crossing Puerto Rico. Late on July 18, the depression struck Dominican Republic, emerged into the Caribbean Sea on the following day. Claudette struck western Cuba on July 21, shortly before reaching the Gulf of Mexico and "regenerating" into a tropical cyclone. By July 23, Claudette regained tropical storm intensity and turned northward toward the Gulf Coast of the United States. The storm made landfall near the Texas-Louisiana border late on July 23 as a moderately strong tropical storm. It weakened slowly and drifted over land, lasting until dissipation in West Virginia on July 29.

<span class="mw-page-title-main">Tropical Storm Grace (2003)</span> Atlantic tropical storm in 2003

Tropical Storm Grace was a weak tropical storm that struck Texas in the 2003 Atlantic hurricane season. The eleventh tropical depression and the seventh tropical storm of the season, Grace was also the weakest storm of the season. On August 30 the storm developed from a long-track tropical wave in the western Gulf of Mexico. Grace remained disorganized throughout its lifetime due to an upper-level low to its west. The weak storm moved northwestward and made landfall on southeastern Texas. Grace quickly weakened over land, and dissipated on September 2 as it merged into a cold front.

<span class="mw-page-title-main">Hurricane Isis (1998)</span> Category 1 Pacific hurricane in 1998

Hurricane Isis was the only hurricane to make landfall during the 1998 Pacific hurricane season. The ninth tropical storm and sixth hurricane of the season, Isis developed on September 1 from an interaction between a tropical wave and a large surface circulation to the southwest of Mexico. It moved northward, striking the extreme southeastern portion of the Baja California peninsula before attaining hurricane status in the Gulf of California. Isis made landfall at Topolobampo in the Mexican state of Sinaloa on September 3, and quickly lost its low-level circulation. The remnants persisted for several days before dissipating over the U.S. state of Idaho on September 8.

<span class="mw-page-title-main">Hurricane Lester (1992)</span> Category 1 Pacific hurricane in 1992

Hurricane Lester was the first Pacific tropical cyclone to enter the United States as a tropical storm since 1967. The fourteenth named storm and eighth hurricane of the 1992 Pacific hurricane season, Lester formed on August 20 from a tropical wave southwest of Mexico. The tropical storm moved generally northwestward while steadily intensifying. After turning to the north, approaching the Mexican coast, Lester attained hurricane status. The hurricane reached peak winds of 85 mph (137 km/h) before making landfall on west-central Baja California. The system weakened while moving across the peninsula and then over northwestern Mexico. Not long after entering Arizona, Lester weakened to a tropical depression, and degenerated into an extratropical low on August 24, 1992, over New Mexico. The storm's remnants later merged with the remnants of Hurricane Andrew and another frontal system on August 29.

<span class="mw-page-title-main">Tropical Storm Julio (2008)</span> Pacific tropical storm in 2008

Tropical Storm Julio was a tropical storm that made landfall on the southern tip of Baja California Sur in August 2008. The tenth named storm of the 2008 Pacific hurricane season, it developed from a tropical wave on August 23 off the coast of Mexico. It moved parallel to the coast, reaching peak winds of 50 mph (85 km/h) before moving ashore and weakening. On August 26 it dissipated in the Gulf of California. Julio was the third tropical cyclone to make landfall in the Pacific Ocean basin during the season, after Tropical Storm Alma, which struck Nicaragua in May, and Tropical Depression Five-E, which moved ashore along southwestern Mexico in July. The storm brought locally heavy rainfall to southern Baja California, killing one person and leaving several towns isolated. Moisture from Julio reached Arizona, producing thunderstorms, including one which damaged ten small planes in Chandler.

<span class="mw-page-title-main">Tropical Storm Becky (1970)</span> Atlantic tropical storm in 1970

Tropical Storm Becky was the second tropical cyclone and named storm of the 1970 Atlantic hurricane season. Becky formed from a tropical depression that was designated on July 19. The next day it organized over the Yucatán Channel and became Tropical Storm Becky. Initially thought to have attained minimal hurricane status, Becky reached peak winds of 65 mph (100 km/h), but the storm began to deteriorate shortly thereafter. The storm made landfall on the Florida Panhandle on July 22, and rapidly weakened over land. Overall, damage was related to heavy rainfall that caused flooding in Tallahassee, Florida; 104 families suffered flood-related losses. About $500,000 in damage was attributed to the storm. Further north, the heavy rainfall swelled rivers. Becky may have been partially responsible for spawning tornadoes that destroyed or damaged several houses.

<span class="mw-page-title-main">Hurricane Raymond (1989)</span> Category 4 Pacific hurricane in 1989

Hurricane Raymond was the strongest tropical cyclone of the 1989 Pacific hurricane season, peaking as a strong Category 4 hurricane on the Saffir–Simpson hurricane scale. Forming out of a tropical wave on September 25, 1989, the tropical depression slowly tracked northwest before becoming nearly stationary the next day. Shortly after, the depression intensified into Tropical Storm Raymond and took a general westward track. Gradually intensifying, Raymond attained hurricane-status on September 28 and attained its peak intensity on September 30, with winds of 145 mph (233 km/h) and a barometric pressure of 935 mbar. Steady weakening then took place and by October 3, Raymond turned northeast towards land. The storm continued to weaken as it accelerated and eventually made landfall on the Baja California Peninsula as a tropical storm late on October 4 and a second landfall in Sonora, Mexico. Shortly after, Raymond weakened to a depression as it tracked inland. The remnants of the system persisted until October 7 when it dissipated over the Central United States.

<span class="mw-page-title-main">Hurricane Irene–Olivia</span> Category 3 Atlantic and Pacific hurricane in 1971

Hurricane Irene–Olivia was the first actively tracked tropical cyclone to move into the eastern Pacific Ocean from the Atlantic basin. It originated as a tropical depression on September 11, 1971, in the tropical Atlantic. The cyclone tracked nearly due westward at a low latitude, passing through the southern Windward Islands and later over northern South America. In the southwest Caribbean Sea, it intensified to a tropical storm and later a hurricane. Irene made landfall on southeastern Nicaragua on September 19, and maintained its circulation as it crossed the low-lying terrain of the country. Restrengthening after reaching the Pacific, Irene was renamed Hurricane Olivia, which ultimately attained peak winds of 115 mph (185 km/h). Olivia weakened significantly before moving ashore on the Baja California Peninsula on September 30; the next day it dissipated.

<span class="mw-page-title-main">Tropical Storm Candy</span> Atlantic tropical storm in 1968

Tropical Storm Candy produced minor impact in the state of Texas during the 1968 Atlantic hurricane season. The third tropical cyclone of the annual season, it developed from a tropical disturbance in the southwestern Gulf of Mexico on June 22. Gradual strengthening occurred, with the depression becoming Tropical Storm Candy on the following day. The storm reached its peak intensity of 70 mph (110 km/h) later that day and made landfall Port Aransas, Texas on June 23. Candy weakened into a tropical depression only hours after moving inland. However, the system remained a designated cyclone until June 26, at which time it completed extratropical transition over the state of Michigan.

<span class="mw-page-title-main">2015 Pacific hurricane season</span> Hurricane season in the Pacific Ocean

The 2015 Pacific hurricane season is the second-most active Pacific hurricane season on record, with 26 named storms, only behind the 1992 season. A record-tying 16 of those storms became hurricanes, and a record 11 storms further intensified into major hurricanes throughout the season. The Central Pacific, the portion of the Northeast Pacific Ocean between the International Date Line and the 140th meridian west, had its most active year on record, with 16 tropical cyclones forming in or entering the basin. Moreover, the season was the third-most active season in terms of accumulated cyclone energy, amassing a total of 290 units. The season officially started on May 15 in the Eastern Pacific and on June 1 in the Central Pacific; they both ended on November 30. These dates conventionally delimit the period of each year when most tropical cyclones form in the Northeast Pacific basin. However, the formation of tropical cyclones is possible at any time of the year. This was shown when a tropical depression formed on December 31. The above-average activity during the season was attributed in part to the very strong 2014–16 El Niño event.

<span class="mw-page-title-main">Hurricane Doreen (1977)</span> Category 1 Pacific hurricane in 1977

Hurricane Doreen was considered the worst tropical cyclone to affect California in 32 years. The tenth tropical cyclone, fourth named storm, and second hurricane of the otherwise inactive 1977 Pacific hurricane season, it developed on August 13. The depression tracked northwestward, intensifying into Tropical Storm Doreen later that day. Further strengthening occurred over the subsequent days, and Doreen attained its peak as a minimal hurricane early on August 15. Executing a turn towards the north-northwest, Doreen made its first landfall as a Category 1 hurricane on the Saffir–Simpson Hurricane Wind Scale near Puerto San Carlos. Drifting offshore, Doreen made a second and final landfall near the northern portion of the Baja California as a tropical storm before rapidly weakening to a tropical depression. The tropical depression dissipated south of southern California on August 18.

<span class="mw-page-title-main">Hurricane Joanne (1972)</span> Category 2 Pacific hurricane in 1972

Hurricane Joanne was one of four tropical cyclones to bring gale-force winds to the Southwestern United States in the 20th century. A tropical depression developed on September 30, 1972. It then moved west northwest and intensified into a hurricane on October 1. Hurricane Joanne peaked as a Category 2 hurricane, as measured by the modern Saffir-Simpson hurricane wind scale (SSHWS), October 2. Joanne then slowed and began to re-curve. Joanne made landfall along the northern portion of the Baja California Peninsula as a tropical storm. The tropical storm moved inland over Sonora on October 6 and was believed to have survived into Arizona as a tropical storm. In Arizona, many roads were closed and some water rescues had to be performed due to a prolonged period of heavy rains. One person was reportedly killed while another was electrocuted. A few weeks after the hurricane, Arizona would sustain additional flooding and eight additional deaths.

<span class="mw-page-title-main">Hurricane Blanca (2015)</span> Pacific hurricane in 2015

Hurricane Blanca in 2015 was the earliest recorded tropical cyclone to make landfall on the Baja California Peninsula. Forming as a tropical depression on May 31, Blanca initially struggled to organize due to strong wind shear. However, once this abated, the system took advantage of high sea surface temperatures and ample moisture. After becoming a tropical storm on June 1, Blanca rapidly intensified on June 2–3, becoming a powerful Category 4 hurricane on the Saffir–Simpson hurricane wind scale; maximum sustained winds reached 145 mph (230 km/h) at this time. The hurricane's slow motion resulted in tremendous upwelling of cooler water, resulting in a period of weakening. Blanca gradually recovered from this and briefly regained Category 4 status on June 6 as it moved generally northwest toward the Baja California peninsula. Cooler waters and increased shear again prompted weakening on June 7 and the system struck Baja California Sur on June 8 as a weak tropical storm. It quickly degraded to a depression and dissipated early the next day.
