Tsering Wangchuk (1974 in Leh),is a Tibetan politician and physician serving as the Kalon for Health of the Central Tibetan Administration since 2011.
Dr. Tsering Wangchuk was born in Leh,Ladakh in 1974. He is an Allopathic medical doctor by profession. He completed School education from Central School for Tibetan at Dalhousie and Mussoorie,India in 1993. He received his law degree from the prestigious Campus Law Centre of the Faculty of Law,University of Delhi. He received a fellowship from the Department of Education to study in Warsaw,Poland,where he became Doctor in Medicine,and spent two years of internship at Hospital of Medical University of Warsaw. In 2003 he returned to India and worked as Resident Medical Officer at Phuntsokling Menlha Hospital from 2003 and 2008. From 2008 to 2009 he worked as Medical Officer for the Tibetan Refugee Self Help Center in Darjeeling. Since 2009,he was the Senior Medical Officer at Tsojhe Khangsar Charity Hospital,Bylakuppe. [1]
As nominated by the first democratically elected Sikyong (the Political leader) of the Tibetan People,Dr. Lobsang Sangay and unanimously approved by the Tibetan Parliament,he accepted the post of Kalon and took the oath of office from the Chief Justice Commissioner on 16 September 2011. He officially took the responsibility to lead the Department of Health (Tibetan Voluntary Health Association) as its 15th Kalon on 19 September 2011. He had an honor and privilege to succeed Kalon Chope Paljor Tsering. He look forward to lead the DoH (TVHA) and improve the health conditions of the Tibetan people to the best of his abilities. Since 16 September 2011,under the leadership of the Tibetan Prime minister Lobsang Sangay,he is the minister for Health. [2] [3]
Health Kalon,Dr. Tsering Wangchuk is also the Chairman of the Governing Body of the Tibetan Medical and Astro Institute,Men-Tsee-Khang [4] which is also part of Department of Health of Central Tibetan Administration. During a visit to Taiwan,Dr. Tsering Wangchuk met Chiu Wen-ta,Taiwanese health minister,Hsu Min Hu Director of Bureau of International Cooperation,Department of Health and Lee Ming-liang,Taiwan’s former Minister of Health on 11 April 2012 at Taiwanese health offices to promote support for the health care system in the exile Tibetan community. The Sikyong is the political leader of the Central Tibetan Administration,a Tibetan exile organisation also known as the Tibetan Government-in-Exile based on the 2011 Charter of Tibetans-in-exile. The title was created in 2012 after the 14th Dalai Lama decided not to assume any political and administrative authority as the head of the Tibetan Administration for Tibetans-in-exile.
The Tibetan Parliament in Exile (TPiE),officially the Parliament of the Central Tibetan Administration,is the unicameral and highest legislative organ of the Central Tibetan Administration,the government-in-exile of the Tibet Autonomous Region of China. It was established and is based in Dharamshala,India. The creation of this democratically elected body has been one of the major changes that the 14th Dalai Lama brought about in his efforts to introduce a democratic system of administration.
The Kashag was the governing council of Tibet during the rule of the Qing dynasty and post-Qing period until the 1950s. It was created in 1721,and set by Qianlong Emperor in 1751 for the Ganden Phodrang in the 13-Article Ordinance for the More Effective Governing of Tibet. In that year the Tibetan government was reorganized after the riots in Lhasa of the previous year. The civil administration was represented by Council (Kashag) after the post of Desi was abolished by the Qing imperial court. The Qing imperial court wanted the 7th Dalai Lama to hold both religious and administrative rule,while strengthening the position of the High Commissioners.
Lobsang Sangay is a Tibetan-American politician who was Kalon Tripa of the Tibetan Administration from 2011 to 2012,and Sikyong of the Central Tibetan Administration from 2012 to 2021.

Men-Tsee-Khang,also known as Tibetan Medical and Astro Institute,is a charitable institution based in Dharamshala,Himachal Pradesh,India. The institute was founded by the 13th Dalai Lama,in Lhasa in 1916. The Central Tibetan Administration’s general elections were held for the second time on March 20,2011 to elect the Kalon Tripa of the Tibetan government in exile. This was the third time Tibetans in exile were able to choose their Prime Minister as the office was traditionally appointed by the Dalai Lama. Elections for the 43 Chitue (members) of the Tibetan Parliament in Dharamshala were also held. Some 49,000 of the 83,000 Tibetans registered to vote took part in the election.

Lobsang Dolma Khangkar also called Lobsang Dolma or Ama Lobsang Dolma was a 13th generation doctor of traditional Tibetan medicine. She travelled with the Dalai Lama in 1959 from Tibet to India. She was the First woman to become chief physician of the Men-Tsee-Khang. She and the others carried her daughters on their backs into what is now Dharamsala,India:Tsewang Dolkar Khangkar and Pasang Gyalmo Khangkar,succeeded her in the family line of doctors,the Khangkar.
Namgyal Lhamo Taklha is a member of the Tibetan community living in exile. Between 1988 and 1994 she was elected to the Parliament of the Central Tibetan Administration and held the post of Health Secretary in the Central Tibetan Administration Cabinet based in India.
Lobsang Nyandak,sometimes written Lobsang Nyendak also called Lobsang Nyandak Zayul is a Tibetan diplomat and politician. born in 1965 in Kalimpong,India where he performed his studies in Herbertpur and at Panjab University in Chandigarh. There,he held functions at Tibetan Youth Congress before becoming the founding Executive Director of the Tibetan Centre for Human Rights and Democracy. Member of the National Democratic Party of Tibet,he was elected deputy and was selected as a minister by Samdhong Rinpoche,the first elected Kalon Tripa of Central Tibetan Administration (CTA). He then was the Representative of the 14th Dalai Lama to the Americas and became president of The Tibet Fund.
The Tibetan Election Commission of the Central Tibetan Administration has confirmed that the procedure set for the preparation of the next general elections of 2021 is underway,according to a statement by Wangdu Tsering Pesur,chief electoral commissioner.
Kelsang Dorjee (Kaydor) Aukatsang (Tibetan:སྐལ་བཟང་རྡོ་རྗེ་༼སྐལ་རྡོར༽དབུ་དཀར་ཚང་ is a Tibetan politician and candidate for the Central Tibetan Administration office of Sikyong. Kaydor was a close aide of the previous Sikyong,Dr. Lobsang Sangay,under whom he held various official positions including,the role of North America representative for the Dalai Lama,Chief Resilience Officer of the Central Tibetan Administration and the Director of the Social and Resource Development Fund.
Penpa Tsering is a Tibetan politician. He is the second democratically elected Sikyong of the Central Tibetan Administration. He succeeded the last Sikyong Lobsang Sangay on 27 May 2021. Penpa Tsering was the speaker of the Parliament of the Central Tibetan Administration for two terms between 2008 and 2016.
