Ultra Mega Power Projects

Ultra Mega Power Projects (UMPP) are a series of ambitious power stations planned by the Government of India. [1] This would entail the creation of an additional capacity of at least 100,000 MW by 2022. Ultra Mega Power projects, each with a capacity of 4000 MW or above, are being developed with the aim of bridging this gap.

The UMPPs are seen as an expansion of the MPP (Mega Power Projects) projects that the Government of India undertook in the 1990s, but met with limited success. The Ministry of Power, in association with the Central Electricity Authority and Power Finance Corporation Ltd., has launched an initiative for the development of coal-based UMPP's in India. These projects will be awarded to developers on the basis of competitive bidding. [2]

Based on supercritical technology, 16,000 MW of capacity has been contracted through the competitive bidding process for UMPPs. The average tariff for these projects is in the range of 2-3 per kWh which is much lower than the recent cost plus tariffs. The first UMPP, developed by Tata Power at Mundra, Gujarat has been commissioned and contributes 4,000 MW in power to the Western grid.

Special purpose vehicles

Special purpose vehicles (SPV) have been set up as wholly owned subsidiaries of the Power Finance Corporation for each UMPP that will be built. The SPV obtains various clearances, water linkage, coal mine allocation (for domestic coal based projects) etc. for the project. The SPV also initiates action for land acquisition in the name of the SPV, selects the developer through a tariff based competitive bidding process and finally transfers the SPV to the identified developer along with the various clearances, tie ups, etc. [3] The developer is then responsible to build–own–operate (BOO) these UMPP plants.

List of UMPPs

According to the Power Finance Corporation, 15 UMPPs are envisioned. As of July 2012, 12 SPVs had been formed. Currently, two UMPPs have been commissioned. The table below shows the status of the 12 UMPPs for which SPVs have been formed.

Operational costs

The project is being developed with the intention of providing power to consumers at minimum cost. Because of the huge size of these power plants, the cost of the electricity would be lower due to the economies of scale. The plants are estimated to cost roughly 15,000 crores each to set up. [11] The cost of generation per unit is estimated at under 2. [12]

Sterlite Energy Limited (SEL) is an energy company focused on development and operation of power plants in India. SEL is a subsidiary of Vedanta Resources PLC.

Super Thermal Power Stations or Super Power Station are a series of ambitious power projects planned by the Government of India. With India being a country of chronic power deficits, the Government of India has planned to provide 'power for all' by the end of the eleventh plan. The capacity of thermal power is 1000 MW and above. This would entail the creation of an additional capacity of at least 100,000 Megawatts by 2012. The Ultra Mega Power Projects, each with a capacity of 4000 megawatts or above, are being developed with the aim of bridging this gap.

The National Solar Mission is an initiative of the Government of India and State Governments to promote solar power. The mission is one of the several policies of the National Action Plan on Climate Change. The program was inaugurated as the Jawaharlal Nehru National Solar Mission by former Prime Minister Manmohan Singh on 11 January 2010 with a target of 20 GW by 2022. This was later increased to 100 GW by Prime Minister Narendra Modi in the 2015 Union budget of India. India increased its utility solar power generation capacity by nearly 5 times from 2,650 MW on 26 May 2014 to 12,288.83 MW on 31 March 2017. The country added 9,362.65 MW in 2017–18, the highest of any year. The original target of 20 GW was surpassed in 2018, four years ahead of the 2022 deadline.

Adani Power is an Indian multinational power and energy company, subsidiary of Adani Group and based in Khodiyar in Ahmedabad, India. It is a private thermal power producer, with a capacity of 15,250 MW and operates a mega solar plant of 40 MW at Naliya, Bitta, Kutch, Gujarat. Adani Godda Power is implementing a 1,600 MW plant at Jharkhand. The company has signed long term power purchase agreements of about 9,153 MW with the government of Gujarat, Maharashtra, Haryana, Rajasthan, Karnataka, and Punjab.

Mundra Ultra Mega Power Project or Mundra UMPP is a subbituminous coal-fired power plant in Tunda village at Mundra, Kutch district, Gujarat, India. It is the 3rd largest operational power plant in India. The coal for the power plant is imported primarily from Indonesia. The source of water for the power plant is sea water from Gulf of Kutch. The power plant is owned by Tata Power. The special purpose vehicle Coastal Gujarat Power Ltd (CGPL) was incorporated on 10 February 2006.

Mundra Thermal Power Station is located at Mundra in Kutch district in the Indian state of Gujarat. The power plant is one of the coal-based power plants of Adani Power. The coal for the power plant is imported primarily from Bunyu, Indonesia. Source of water for the power plant is sea water from the Gulf of Kutch.

Sri Damodaram Sanjeevaiah Thermal Power Station is located in Nelatur Village, near Krishnapatnam and at a distance of 23 km from Nellore city of Andhra Pradesh. The power plant is one of the coal-based power plants of Andhra Pradesh Power Development Company Limited (APPDCL). It is the Special Purpose Vehicle (SPV), a joint venture company of APGENCO and IL AND FS partnership.

Bihar State Power Holding Company Limited (BSPHCL), formerly Bihar State Electricity Board (BSEB) is a state-owned electricity regulation board operating within the state of Bihar in India. BSEB was established in 1958 as a statutory corporation under the Electricity (Supply) Act, 1948. As of November 2012, BSEB has nearly 1,700 officers and 14,850 employees. The derated capacity comes to just 530 MW. The BSEB was unbundled on 2 August 2011. Power Finance Corporation was the main consultant for BSEB's restructuring.

Vallur Thermal Power Station is a power plant located in Vallur, Thiruvallur district, India. The power plant is operated by NTPC Tamil Nadu Energy Company Limited, a joint venture between NTPC Limited and TANGEDCO and has three units with 500 MW each.

Sasan Ultra Mega Power Plant or Sasan UMPP is one of the four Ultra Mega Power Projects awarded by the Ministry of Power, Government of India. It is located in Sasan village near Waidhan in Singrauli district of Madhya Pradesh. Sasan UMPP is India's largest integrated power generation and coal mine project with 3,960 MW power plant and 20 MT per year coal mining capacity. It is presently the 4th largest electricity generation power plant in India after NTPC Vindhyachal, Mundra Thermal Power and Mundra UMPP. The total project value of Sasan UMPP is ₹25,186 crores.

Maithon Power Limited (MPL) is an electricity generation plant. It is a joint venture of Tata Power & Damodar Valley Corporation. The venture implemented 1050 MW in Nirsa District Dhanbad in the Indian state of Jharkhand. This project is India’s first 525 MW unit thermal power plant using subcritical technology. It is a coal-based thermal power plant and the first PPP venture plant in the country. This project is India's first Public Private power project.

Power sector of Andhra Pradesh is divided into 4 categories namely Regulation, Generation, Transmission and Distribution. Andhra Pradesh Electricity Regulatory Commission (APERC) is the regulatory body. APGENCO deals with the electricity production and also maintenance, proposes new projects and upgrades existing ones as well. The APGENCO also set up a Special Purpose Vehicle (SPV), named as Andhra Pradesh Power Development Company Limited (APPDCL), a joint venture company of APGENCO and IL&FS to set up Krishnapatanam thermal power project.

Uttar Pradesh Power Corporation Limited (UPPCL) is a state government company, responsible for electricity transmission and distribution within the Indian state of Uttar Pradesh. The incumbent chairman is Dr. Ashish Kumar Goel.

Rewa Ultra Mega Solar is an operational ground mounted, grid-connected photovoltaic solar park spread over an area of 1,590 acres (6.4 km2) in the Gurh tehsil of Rewa district of Madhya Pradesh, India. It started producing power in 2018 and reached its full capacity of 750MW in January 2020. The project was dedicated to the nation by the Prime Minister of India Shri Narendra Modi on July 10, 2020. It was the first solar project in India to break the grid parity barrier. It achieved a first-year tariff of INR 2.97/unit, while the previous record was INR 4.34/unit.

Kadapa Ultra Mega Solar Park is a solar park spread over a total area of 5,927.76 acres (23.9888 km2) in the Mylavaram mandal of Kadapa district, Andhra Pradesh.
