Lyrically, the song tells a story of a 'one-sided relationship' and uses the action of hanging wet clothes on a clothesline as a metaphor for the relationship.

The title of this EP is taken from the lyrics of "Hair Down" - "Man, we were still just babies / Dressing up in rags with our wallets full." In February 2006, With Our Wallets Full and Up in Rags were released together by Monarchy Music as a full-length LP titled Up in Rags/With Our Wallets Full.

After a surge of internet buzz and a heavy touring schedule in 2006, Cold War Kids packaged their previous two six-song EPs together as a full-length LP. The album consists of the same recordings on Up in Rags and With Our Wallets Full. The album was released on Monarchy Music as a promotional compilation LP of their very rare first two EPs.

The Starlite Desperation is a rock band originally from Monterey, California. Combining elements of garage rock, punk, psychedelic music, goth rock, post punk, glam rock and 60's Pop. They released three full length records, 1 EP, and 3 singles, on several labels, including Gold Standard Laboratories. The founding members were Dante Adrian White, Jeff Ehrenberg, and Dana Lacono. The band toured extensively in The United States, Canada and Europe with numerous groups, including Make-Up, Black Rebel Motorcycle Club, The Rapture, The International Noise Conspiracy, The Brian Jonestown Massacre, The Dirtbombs, The Donnas, The Ponys, and The Yeah Yeah Yeahs. The group was active from 1995-2008.

This was the follow-up to their fourth studio album Dear Miss Lonelyhearts and was released digitally on September 17, 2013, by Downtown Records. On August 15, Cold War Kids announced that they were going to follow up Dear Miss Lonelyhearts by releasing a six-track EP on digital only. Besides the title track, the EP features an alternate version of "Bottled Affection", covers of Antony and the Johnsons ("Aeon") and The Band and two previously unreleased tracks in the US.
