Utpal Kumar Singh (born 29 July 1960 [1] [2] ) is an Indian bureaucrat and retired IAS officer of Uttarakhand cadre [3] who has served as the Secretary General of the Lok Sabha since 30 November 2020. [4] [5]
Singh was born to Braj Kishore Singh and Annapurna Singh in 1960. [1]
Singh completed his master's degree in B.A (hons),M.A (History) from Kirori Mal College Delhi University and International Institute of Social Studies. He subsequently received a M.A in Public Policy and Management from a university in The Hague,Netherlands. [1]
Singh has held several positions at the center[ clarification needed ],including Additional Secretary,Ministry of Agriculture and Farmers Welfare. [6] [7]
During his tenure as Chief Secretary of Uttarakhand (2017–2020),Singh worked alongside several senior Indian Administrative Service (IAS) officers,including Vinod Prasad Raturi,who held the position of Revenue Secretary at that time. [8]
Singh was married to Nipunika Singh and they have one child. [1]
