Most of the district is in Oneida County. There it includes most of the towns of Verona and Vernon and small parts of the towns of Kirkland and Westmoreland. It includes the village of Vernon, almost all of Sherrill, and all of Verona. It also includes a portion of the City of Rome. [4]

The name is in honor of the Oneida, one of the Five Nations of the Iroquois League or Haudenosaunee, which had long occupied this territory at the time of European encounter and colonization.
