Dr. Vikram Singh (born 1 October 1980) is an Indian Marxist political leader hailing from Himachal Pradesh associated with the Communist Party of India (Marxist) (CPI(M)). He formerly served as the All India General Secretary [4] of the Students' Federation of India (SFI) which is one of the largest student organisations in India. Whilst in the student movement he also became a member of the CPI(M). Currently,he is the Joint Secretary of All India Agricultural Workers' Union [5] and a Central Commmittee member of the CPI(M). Vikram Singh was born on 1 October 1980 in his native village Bhapoo,located in Indora tehsil of Kangra district in the state of Himachal Pradesh.
He completed his elementary education at the village school and his higher secondary education in Indora. He graduated from Government PG College,Chamba,in 2002,followed by a B.Ed. Subsequently,he pursued an M.Sc. in Zoology from Himachal Pradesh University (HPU),Shimla,completing it in 2005. He later obtained an M.Phil. and earned his Ph.D. in 2012.
He worked as State Co-ordinator for Education from 2006 to 2008 under SDTT Project for Himachal Gyan Vigyan Samiti and as Associate Coordinator in State Resource Centre,Shimla under National Literacy Mission (MHRD),Government of India from April 2008 to November 2010.
He served as the President of the Students Central Association (SCA) of HPU from 2005-2006,a prestigious position that allowed him to lead student movements advocating for better educational policies and campus facilities. His tenure as SCA President was marked by protests against fee hikes and demands for improved hostel conditions,which gained significant traction among students. [8]
Vikram Singh worked as lecturer biology (PGT) in DAV School Biology,Moonak,Sangroor,Punjab from September 2012 to February 2014 and as an Assistant Professor in Zoology (ad hoc) at Acharya Narendra Dev College,Delhi University from February 2014 to May 2014.
Vikram Singh began his political career as a student activist with the SFI. He held multiple leadership positions within the organization,including State Secretary of SFI Himachal Pradesh, [9] National Joint Secretary of SFI and General Secretary of SFI. [10] [11]
He was the first SFI General Secretary to be elected from outside West Bengal or South India,marking a significant shift in the organization's leadership dynamics. [12] [13]
After his tenure in the SFI,he continued his political journey within CPI(M) and works at party centre. He got elected to the Central Committee on 29 April 2023 and filled up a vacancy which was existing since 23rd Party Congress in 2022. [14] [15] He currently serves as the National Joint Secretary of the All India Agricultural Workers Union (AIAWU) and he was elected to the post on 3 January 2020 in the last day of 9th conference of AIAWU. [16]
In the first meeting of 24th Central Committee from 3–5 June 2025,a seven-membered Central Secretariat was elected and Singh was part of it with the other members being M.A. Baby,B.V. Raghavulu,V. Muralidharan,Rajendra Sharma,K. Hemalata and K.N. Umesh. [17]
Dr. Vikram Singh has published some research papers and one book in collaboration with various scientists. [18]
Singh won the Presidential Award in 2004 to evaluate "Facilitated Women Literacy Programme in Bihar" and was awarded with Rajeev Gandhi National Fellowship for Research (Ph.D.). [19]
