Virgilio "Gil" R. de los Reyes is a Filipino lawyer,educator and government administrator. He served as Secretary of Agrarian Reform under the administration of President Benigno Aquino III. [1] Prior to assuming his post,he was Vice Dean of the De La Salle University College of Law,teaching constitutional law.
De los Reyes attended University of the Philippines Diliman where he obtained his B.S. in business administration in 1983. He was an active student leader,mentored by Assoc. Professor Agerico M. De Villa,having served as president of the UP Student Catholic Action from 1983 to 1984,and subsequently as councilor of the University Student Council in 1985. Later on,the future Secretary of Agrarian Reform pursued his Bachelor of Laws at the University of the Philippines College of Law. He finished his law studies in 1990 and passed the Bar examination the same year. [2]
He later served as counsel and lecturer of the Katipunan ng Magsasaka ng Batangas (Batangas Farmers’Association) and has been a staunch agrarian reform advocate. De los Reyes left for the United States as a recipient of the US State Department Humphrey Fellowship with emphasis on international trade and human rights,at the Law School and Humphrey Institute for Public Affairs of the University of Minnesota. In 2008,he pursued his Master of Arts in International Affairs at The Fletcher School of Law and Diplomacy of Tufts University in Medford,Massachusetts.
De los Reyes had been tapped as Legal Specialist for the Right to Food and Hunger Study of the Food and Agriculture Organization (FAO),and later Program Manager of the Philippine Judicial Academy—a joint project of the Asia Foundation and USAID. Likewise,he had served as Program Director of the Department of Trade and Industry and Philippine Global Trade’e-Learning Program,also a project in partnership with USAID. He had also worked as Land Reform Specialist of the Second Agrarian Communities Project for the DAR;as Agrarian Reform Law Specialist of National Program Support for Agrarian Reform under World Bank;and as Agrarian Justice Specialist of the CARP Extension Project.
President Corazon Aquino named De los Reyes upon his graduation from law school as chairman and chief executive officer (CEO) of the Presidential Council for Youth Affairs,the predecessor of the National Youth Commission (NYC). In 2001,he was appointed Undersecretary for Policy Planning and Legal Affairs of the Department of Agrarian Reform. He was initially tasked to ensure the agency's mandate of empowering farmer beneficiaries throughout the country. [3]

Hacienda Luisita is a 6,453-hectare sugar plantation located in the province of Tarlac. The hacienda spans 11 barangays in three towns of Tarlac. During the presidency of Ferdinand Marcos,Filipino workers in the labor industry experienced the effects of government corruption,crony capitalism,and cheap labor for foreign transnational industries,One of the objectives of Martial Law was to cheapen labor costs,in order to attract transnational corporations to export labor to the Philippines. Marcos signed many presidential decrees beneficial only to his associates,while allowing for the forced relocation of indigenous peoples,decreasing workers' wages,and murders of labor activists. Minimum wage was a fixed PHP8.00 per day. Many workers were unemployed or underemployed. It was also during the Marcos presidency when the practice of contractualization began,enabling managements to avoid giving regular,permanent status to employees after six months of work. Strikes were banned and the government controlled trade unions,leaving workers without effective protection against employers who had unfair labor practices and regulations.
Menardo Ilasco Guevarra is a Filipino lawyer serving as Solicitor General of the Philippines since 2022 under President Bongbong Marcos. He previously served as the Secretary of Justice under President Rodrigo Duterte and as a commissioner of the Philippine Competition Commission under President Benigno Aquino III. John Rualo Castriciones,also known by the nickname Bro. John,is a Filipino lawyer and writer who served as the Secretary of Agrarian Reform under the Duterte administration from 2017 to 2021. He was formerly Undersecretary for Operations of the Department of the Interior and Local Government from 2016 to 2017. A member of the Philippine Military Academy "Maharlika" class of 1984,Castriciones also served in various capacities under two previous administrations and as a law school professor at his alma mater Arellano University. His appointment to the Agrarian Reform portfolio was approved by the Commission on Appointments on May 29,2018,after being bypassed earlier by the commission on March 14,2018,and reappointed by Duterte on March 22,2018. Castriciones founded the Partido Federal ng Pilipinas together with the Mayor Rodrigo Roa Duterte-National Executive Coordinating Committee (MRRD-NECC).
