The Virginia Tech Institute for Policy and Governance (VTIPG) is a major research center that serves federal government agencies, the Commonwealth of Virginia and local governments as well as nonprofit/civil society organizations, domestically and internationally. . [1]
The Institute seeks to improve the response of governments and nonprofit institutions to an array of policy concerns including those linked to healthcare, human services, workforce and community change. To address these goals, VTIPG engages in an active program of policy research, capacity building and technical assistance involving faculty and graduate students. The Institute engages with federal and state agencies, foundations, nonprofit organizations, local governments, and the general public by sharing its research findings in a variety of ways and involving these entities in its work where appropriate. The Internet Corporation for Assigned Names and Numbers is an American multistakeholder group and nonprofit organization responsible for coordinating the maintenance and procedures of several databases related to the namespaces and numerical spaces of the Internet, ensuring the network's stable and secure operation. ICANN performs the actual technical maintenance work of the Central Internet Address pools and DNS root zone registries pursuant to the Internet Assigned Numbers Authority (IANA) function contract. The contract regarding the IANA stewardship functions between ICANN and the National Telecommunications and Information Administration (NTIA) of the United States Department of Commerce ended on October 1, 2016, formally transitioning the functions to the global multistakeholder community.
A think tank, or policy institute, is a research institute that performs research and advocacy concerning topics such as social policy, political strategy, economics, military, technology, and culture. Most think tanks are non-governmental organizations, but some are semi-autonomous agencies within government or are associated with particular political parties, businesses or the military. Think-tanks are often funded by individual donations, with many also accepting government grants.
A non-governmental organization (NGO) or organisation non-gouvernemental (ONG) is an organization that generally is formed independent from government. They are typically nonprofit entities, and many of them are active in humanitarianism or the social sciences; they can also include clubs and associations that provide services to their members and others. NGOs can also be lobby groups for corporations, such as the World Economic Forum. NGOs are distinguished from international and intergovernmental organizations (IOs) in that the latter are more directly involved with sovereign states and their governments.
Public Administration or Public Policy and Administration is the implementation of public policy, administration of government establishment, management of non-profit establishment, and also a subfield of political science taught in public policy schools that studies this implementation and prepares people, especially civil servants in administrative positions for working in the public sector, voluntary sector, some industries in the private sector dealing with government relations, regulatory affairs, legislative assistance, corporate social responsibility (CSR), environmental, social, governance (ESG), public procurement (PP), public-private partnerships (P3), and business-to-government marketing/sales (B2G) as well as those working at think tanks, non-profit organizations, consulting firms, trade associations, or in other positions that uses similar skills found in public administration.
Governance is the process of making and enforcing decisions within an organization or society. It is the process of interactions through the laws, social norms, power or language as structured in communication of an organized society over a social system. It is done by the government of a state, by a market, or by a network. It is the process of choosing the right course among the actors involved in a collective problem that leads to the creation, reinforcement, or reproduction of acceptable conduct and social order". In lay terms, it could be described as the political processes that exist in and between formal institutions.

Governance is a broader concept than government and also includes the roles played by the community sector and the private sector in managing and planning countries, regions and cities. Collaborative governance involves the government, community and private sectors communicating with each other and working together to achieve more than any one sector could achieve on its own. Ansell and Gash (2008) have explored the conditions required for effective collaborative governance. They say "The ultimate goal is to develop a contingency approach of collaboration that can highlight conditions under which collaborative governance will be more or less effective as an approach to policy making and public management" Collaborative governance covers both the informal and formal relationships in problem solving and decision-making. Conventional government policy processes can be embedded in wider policy processes by facilitating collaboration between the public, private and community sectors. Collaborative Governance requires three things, namely: support; leadership; and a forum. The support identifies the policy problem to be fixed. The leadership gathers the sectors into a forum. Then, the members of the forum collaborate to develop policies, solutions and answers.
Network governance is "interfirm coordination that is characterized by organic or informal social system, in contrast to bureaucratic structures within firms and formal relationships between them. The concepts of privatization, public private partnership, and contracting are defined in this context." Network governance constitutes a "distinct form of coordinating economic activity" which contrasts and competes with markets and hierarchies.

The United States has a history of citizen, nonprofit, and other non-partisan groups advocating good government that reaches back to the late-19th-century municipal-level Progressive Movement and the development of governmental professional associations in the early part of the 20th century, such as the American Public Human Services Association and the International City/County Management Association. Multistakeholder governance is a practice of governance that employs bringing multiple stakeholders together to participate in dialogue, decision making, and implementation of responses to jointly perceived problems. The principle behind such a structure is that if enough input is provided by multiple types of actors involved in a question, the eventual consensual decision gains more legitimacy, and can be more effectively implemented than a traditional state-based response. While the evolution of multistakeholder governance is occurring principally at the international level, public-private partnerships (PPPs) are domestic analogues.
