Deshamanya Weligamage Don Lakshman (commonly known as W. D. Lakshman) popularly known as Professor W. D. Lakshman is a Sri Lankan economist,professor,lecturer,academic and author who also served as the 15th Governor of the Central Bank of Sri Lanka and current chairman of the Monetary Board of the CBSL. [1] [2] He is regarded as one of the prominent economists of the country mainly well known for his immense contributions to policy related activities and for being specialised in the field of Economics. [3]
Lakshman was born in 1941 as the third of four children of the business family of Mr. and Mrs. Porolis de Silva in a small village in Mihiripanne,Galle District and hails from a humble family background. His father was a small scale businessman. He pursued his primary and secondary education at Vidyaloka College,Galle,and was the Head Prefect at school. [4]
After completing his secondary education,he joined the University of Ceylon in 1960 based on his performance at the University Preliminary Examination. He completed his Bachelor's Degree in Economics from the University of Ceylon,where he was an undergraduate from 1960 to 1964. [5] He pursued his career as an assistant lecturer in 1964 with the University of Ceylon and served until 1968. He also started writing books in Sinhala language while serving as assistant lecturer in 1965 in order to solve difficulties faced by students studying in Sinhala medium due to the lack of proper academic reading material. [6] This include the economics textbook Aarthika Vishleshana,coauthored with H.M. Gunasekera (economist). [7] He also served as an assistant lecturer at the Vidyodaya University in 1972. [4]
He also completed his doctorate at the University of Oxford on a university scholarship in 1968 and obtained Doctor of Philosophy in 1973. While serving as a senior lecturer in Economics at the University of Peradeniya,he was appointed as the Professor of Economics at the University of Colombo in 1982 and was also subsequently appointed as the Head of the Department in University of Colombo. He was also subsequently promoted as a senior professor in 1992. [8]
He was the Vice Chancellor of University of Colombo from 1994 to 1999 and he resigned from the position in 1999 in order to take up a visiting professor assignment at a Japanese university. [9] In recognition of his contribution to the field of education,the Sri Lankan government honoured him with Deshamanya title in 2005. Having rendered a yeoman service to the university system in Sri Lanka over a period of 43 years,he retired on 27 October 2007. [10] The University of Colombo,in recognition of his services to higher education honoured him with the degree in Doctor of Letters in 2008 during an annual convocation. He was also granted the honorary title of Professor Emeritus in 2007 from the University of Colombo. [8]
After his retirement,Lakshman was appointed as an advisor to the Ministry of Finance in 2008 and as the chairman of the Institute of Policy Studies (IPS) in 2010. In 2009,he was appointed the chairman of the Presidential Commission on Taxation in Sri Lanka. [11] In 2018,he was also appointed as the chairman of the Presidential committee by the then president Maithripala Sirisena to probe and report on the controversial Singapore-Sri Lanka Trade Agreement. On 24 December 2019,President Gotabaya Rajapaksa appointed him as the 15th Governor of the Central Bank of Sri Lanka replacing Indrajit Coomaraswamy who resigned from the position for personal reasons. [14] [11] [15] Lakshman was appointed as the CBSL governor at the age of 78 despite not having adequate experience with the Central Banking system and the age limit of 70. [16] On September 10,2021 he announced at a media conference that he would be stepping down with effect from September 14,six weeks before his intended retirement date. He stated that his ideology was shared by a minority. [17] [18] He also faced severe criticism during his tenure as CBSL governor,as the Central Bank of Sri Lanka had printed too much money,much more than required which eventually led to a soar in general price levels. [19] He had also reportedly received an offer to join the International Monetary Fund but had turned down the offer. [20] [21]
Lakshman along with the Rajapakasha brothers and others were found guilty of economic mismanagement between 2019 and 2022 by the Supreme Court of Sri Lanka which stated on 14 November 2023 that the respondents have breached the fundamental rights to equal protection of the law in terms of Article 12(1) of the Constitution in a fundamental rights petition filed by filed by Transparency International Sri Lanka (TISL) and other four activists. He served as the Governor of the Central Bank of Sri Lanka,holding the post from 1 July 2006 until his resignation on 9 January 2015. He again became the Governor of Central Bank of Sri Lanka in September 2021,replacing W. D. Lakshman,and resigned again in April 2022.

He is a visiting professor for geopolitics and global leadership at Northern Kentucky University and a visiting lecturer in International Political Economy for The University of London in Sri Lanka Royal Institute of Colombo and teaches at the International Security at University of Colombo. Abeyagoonasekera has more than a decade of experience in government administration,serving as the head of several government institutions to positions at the board level. His commentaries on International Relations and Geopolitics are published by Observer Research Foundation New Delhi,London School of Economics and South Asia Journal. Abeyagoonasekera writes the monthly column Dateline Colombo for IPCS think tank in New Delhi.
Ranee Jayamaha also spelt as Rani Jayamaha is a Sri Lankan economist,author and banker. She served as the chairperson of Hatton National Bank from 2011 to 2015. In addition,she is currently an advisor to the President of Sri Lanka in Banking and a former Deputy Governor of the Central Bank of Sri Lanka (2004–2009). She has also served as a member of the Insurance Board of Sri Lanka and a member of Securities and Exchange Commission.
Lakshman Arjuna Mahendran is a Sri Lankan-born Singaporean economist and banker. He is a former Governor of the Central Bank of Sri Lanka (CBSL),having been appointed by President Maithripala Sirisena in January 2015 and served until the end of his term on 30 June 2016. He was the former Managing Director of HSBC Private Bank,Chief Investment Officer of Emirates NBD as well as chairman and Director-General of the Board of Investment of Sri Lanka. Mahendran is currently residing in Singapore,which has refused to extradite him on a request from Sri Lanka routed through interpol.
Central Bank of Sri Lanka bond scandal which is also referred as CBSL bond scam was a financial laundering scam which happened on 27 February 2015 and caused losses of more than US$ 11 million to the nation. The bond scam is also regarded as the largest reported financial scam in Sri Lanka despite the country's reputation of having a solid visionary banking system over the years. This was a major blow to the Sri Lankan economy and was also major setback to the newly elected government under the leadership of Maithripala Sirisena which commenced its first term as of 8 January 2015. Arjuna Mahendran was appointed as the Governor of the Central Bank of Sri Lanka replacing Ajith Nivard Cabraal.
Edirisinghe Trust Investments Finance Limited also popularly known as ETI Finance is a Sri Lankan private limited company as well as a non banking financial institution which worked as a licensed finance company accepting deposits from general public. The company's business was primarily based on lending money on gold securities. On 13 July 2020,Central Bank of Sri Lanka decided to cancel the license of the company due to insufficient capital and financial problems regarding repaying depositors' money on demand as well as before maturity.

The Sri Lankan economic crisis is an ongoing crisis in Sri Lanka that started in 2019. It is the country's worst economic crisis since its independence in 1948. It has led to unprecedented levels of inflation,near-depletion of foreign exchange reserves,shortages of medical supplies,and an increase in prices of basic commodities. The crisis is said to have begun due to multiple compounding factors like tax cuts,money creation,a nationwide policy to shift to organic or biological farming,the 2019 Sri Lanka Easter bombings,and the impact of the COVID-19 pandemic in Sri Lanka. The subsequent economic hardships resulted in the 2022 Sri Lankan protests. Sri Lanka received a lifeline in the form of an Indian line of credit amounting to $4 billion. This substantial credit infusion served to cover the costs of importing essential goods and fuel. As a result,the foreign currency reserves of debt-ridden Sri Lanka experienced a notable improvement,reaching $2.69 billion.
P. Nandalal Weerasinghe is a Sri Lankan economist and banker who is also currently serving as the 17th Governor of the Central Bank of Sri Lanka. A career officer in the Central Bank of Sri Lanka,serving as its chief economist and senior deputy governor. He has also served as an alternative executive director at the International Monetary Fund in Washington DC representing the countries such as Sri Lanka,Bhutan,India and Bangladesh from January 2010 to August 2012. He has also previously acted as a chairman of the monetary policy committee and foreign reserve management committee of the Central Bank of Sri Lanka.
