World Happiness Council

The World Happiness Council is a think tank of politicians and researchers based in the United Arab Emirates, intended to promote happiness and subjective well-being through the identification of public policy for policymakers worldwide and the standardization of happiness as a measure to guide governments. Overview

In 2017, the think tank's formation was announced by the Prime Minister and Vice-President of the United Arab Emirates, and Ruler of Dubai, Sheikh Mohammed bin Rashid Al Maktoum on 20 March, the International Day of Happiness. [3] [4] [5] In a tweet, the Prime Minister Sheikh Mohammed bin Rashid Al Maktoum announced the six focal areas of the council as health, education, environment, personal happiness, happy cities, and community standards for happiness. [6]

The council issues annual Global Happiness Policy Reports during the UAE's World Government Summit. [3] [7] It meets twice yearly, at the World Government Summit, and at the United Nations General Assembly. It receives administrative support from the United Nations Sustainable Development Solutions Network. [6] Jeffrey Sachs of Columbia University is the chair of the council. [8]

Founding members of the council are Irina Bokova, Director-General of Unesco, Alexander Stubb, former Prime Minister of Finland, Richard Layard and John F. Helliwell, editors of the World Happiness Report, Ed Diener, senior scientist with the Gallup Organisation, Martin Seligman, Director of Authentic Happiness, Aisha Bin Bishr, Director General of the Smart Dubai Office, Ahmad Al Shugairi, Sonja Lyubomirsky, author of The How of Happiness, Shawn Achor, author of The Happiness Advantage, Martine Durand, Director of Statistics and Chief Statistician at the OECD, and Jan-Emmanuel De Neve, Professor of Economics at University of Oxford. [9] In 2018, the committee was expanded to include Dasho Karma Ura, president of Centre for Bhutan Studies & GNH Research, Lise Kingo, CEO and Executive Director of the United Nations Global Compact, and Gus O'Donnell, former Cabinet Secretary and head of the U.K. Civil Service. Subcouncils

UAE Happiness and Public Policy Programs

The UAE's National Program for Happiness and Wellbeing [11] is an initiative of the national government of the United Arab Emirates. [12] It is headed by the Minister of State for Happiness and Wellbeing, Her Excellency Ohood bint Khalfan Al Roumi, [13] [14] whose position was created by UAE's Prime Minister Sheikh Mohammed bin Rashid Al Maktoum in 2016. [15] [16]

The programme has three focal areas: 1) integration of happiness into all aspects of governmental policies, programs and services, 2) promotion of happy and positive lifestyles for civil servants, citizens and residents, and 3) measuring and managing happiness through happiness indicators and tools. [12] The Happiness Policy Manual [17] is one such tool created to aid the integration of happiness into policy. [18] Other officials in the program include the CEO of Happiness and Positivity in the Private Sector, who works with the Wharton School of Business, who is tasked with aiding the integration of happiness into government entities, as well as 60 Chief Happiness and Positivity Officers who work in various governmental offices. The Minister of the State of Happiness, H. E. Sheikha Ohood bint Khalfan Al Roumi, convenes a Dialogue for Global Happiness, an invitation only event that is part of the World Government Summit. World Happiness Council members participate in the dialogue and their first report, the Global Happiness Policy Report 2018, [20] was issued as part of the dialogue. [21] [22] Topics covered include good governance, mental illness, positive education, work and well-being, social well-being, smart cities, and national governments experience measuring happiness and well-being. [23]

The UAE was rated the happiest country in the Arab world in 2017. [24] The motive for the creation of a Ministry of the State of Happiness was for the UAE to be among the top five happiest countries in the world, [19] [12] as ranked by the World Happiness Reports. Under the leadership of Her Excellency Dr. Aisha bin Bishr, Dubai aims to become the happiest city in the world. [25]

Mohammad Al Gergawi

Mohammad Abdullah Al Gergawi is the Minister of Cabinet Affairs of the United Arab Emirates and the Chairman of the Executive Office of Sheikh Mohammed bin Rashid Al Maktoum, in the Government of Dubai. He leads the development of the UAE Federal Government Strategy.

There is substantial discrimination against women in the United Arab Emirates. The status of women has improved over the years. UAE performs better on metrics of gender equality than many other states in the Gulf region.

Maktoum bin Mohammed Al Maktoum

Sheikh Maktoum bin Mohammed bin Rashid Al Maktoum is the Deputy Ruler of Dubai, and the Chairman of Dubai Media Incorporated. He was named as the deputy ruler of Dubai in February 2008 when his elder brother Hamdan was made crown prince. He served as Deputy ruler alongside his uncle Sheikh Hamdan bin Rashid Al Maktoum until the latter's death in March 2021. Since then, he has been the sole Deputy ruler.

The Mohammed bin Rashid Al Maktoum Knowledge Foundation (MBRF), formerly known as Mohammed bin Rashid Al Maktoum Foundation, was founded on May 19, 2007 when Mohammed bin Rashid Al Maktoum, Vice President and Prime Minister of the UAE and Ruler of Dubai, announced his plans to give 10 billion USD to set up the foundation, an educational foundation in the Middle East. This was one of the largest charitable donations in history. Sheikh Mohammed stated that the money is meant to bridge the knowledge gap between the Arab region and the developed world, improving the standard of education and research in the region, developing leadership programs for youth, and stimulating job creation. The announcement was made at the 2007 World Economic Forum in Jordan. The foundation funds in three areas: Culture, Entrepreneurship and Employment; and Knowledge and Education.

IEDEA

IEDEA is an agency, headquartered in Dubai, UAE and registered with DMCC at the JLT business district. The company's goal is to facilitate intra-Asia businesses through publishing initiatives, digital forums, events and more.

Minister of State for Happiness and Wellbeing is a Minister of State in the United Arab Emirates Cabinet, which oversees the UAE plans, programs and policies to achieve a happier society. The responsibility of this office is to "align and drive government policy to create social good and satisfaction."

Reem Al Hashimi

Reem Ebrahim Al-Hashimi is an Emirati administrator and the Minister of State and Managing Director for the Dubai World Expo 2020 Bid Committee. She became Minister of State in February 2008.

Saeed Al Nazari is the Director General of the Federal Youth Authority of the UAE, Executive Director of the Youth at the UAE Prime Minister’s Office, and Chief Strategy Officer of the Arab Youth Center. During his career, he has overseen more than fifty national projects, including the development of the National Youth Agenda and the Emirati Youth Empowerment Model in the UAE. He was also the founder of two startups: Leo Production and Boost Consultancy.

Established in 2015, the UAE Gender Balance Council is a federal entity, established in 2015, with the stated goal of improving gender equality in the United Arab Emirates. The Council is chaired by Sheikha Manal bint Mohammed bin Rashid Al Maktoum, President of Dubai Women Establishment and wife of Sheikh Mansour bin Zayed Al Nahyan, Deputy Prime Minister and Minister of Presidential Affairs. The Council’s objectives are to reduce the gender gap across all government sectors, enhance the UAE’s ranking in global competitiveness reports on gender equality and achieve gender balance in decision-making positions, as well as promote the UAE’s status as a benchmark for gender balance legislation.

Ohood Bint Khalfan Al Roumi is an Emirati politician who is the Minister of State for Government Development and Future. She is also the Chairwomen of the Federal Authority for Government Human Recourses (FAHR).

Shamma bint Suhail Faris Al Mazrui is an Emirati politician who is Minister of State for Youth Affairs in the United Arab Emirates. In February 2016, she became the youngest government minister in the world.

World Government Summit Event for government leaders

The World Government Summit is an annual event held in Dubai, United Arab Emirates. It brings together leaders in government for a global dialogue about governmental process and policies with a focus on the issues of futurism, technology innovation and other topics. The summit acts as a knowledge exchange hub between government officials, thought leaders, policy makers and private sector leaders and as an analysis platform for the future trends, issues and opportunities facing humanity. The summit hosts over 90 speakers from 150 participating countries, along with over 4000 attendees.

Najla Mohammad Al Awar is the Minister of Community Development in the United Arab Emirates. She is one of eight women in the cabinet of United Arab Emirates, the highest number of women cabinet members in the Arab world. She is also the Secretary General of the Ministry of Cabinet Affairs and The Future.

The Mohammed Bin Rashid Al Maktoum Global Initiatives (MBRGI) is a philanthropic foundation based in the United Arab Emirates (UAE). MBRGI was launched in 2015, consolidating some 33 philanthropic initiatives undertaken by Sheikh Mohammed bin Rashid Al Maktoum, Vice President and Prime Minister of the United Arab Emirates and Ruler of Dubai, over the past two and more decades.

Yasser Hareb

Yasser Hareb is a writer and TV presenter from the Emirate of Dubai, United Arab Emirates. Shaikh Mohammed bin Rashid Al Maktoum, vice president and prime minister of the UAE and ruler of Dubai awarded Yasser Hareb, the Arab Social Media Influencers Award in the Positivity and Tolerance category in 2016. He was acting CEO and as vice president of culture and education at Mohammed bin Rashid Al Maktoum Foundation. Prior to that he was director of special projects at The Executive Office of HH Sheikh Mohammed bin Rashid Al Maktoum. He was also secretary general of the Arab Strategic Forum and director of operations at the Dubai Institute for Human Development. Currently he is a member of Supreme National Committee for Tolerance established in the UAE, by the president, His Highness Sheikh Khalifa bin Zayed Al Nahyan, to celebrate 2019 as the Year of Tolerance. He is known for his novel “Take Off Your Shoes” whose foreword is by Paulo Coelho. He is also a co-founder of Promoting Peace in Muslim Societies global forum, which is hosted annually by Abu Dhabi City.
