Zalmai Aziz (born 1940 in Kabul) is an Afghan diplomat and is the current ambassador of Afghanistan to the United Nations Office in Geneva and to Switzerland. He is the former Ambassador Extraordinary and Plenipotentiary of the Islamic Republic of Afghanistan to the Russian Federation and the former Deputy Minister of Foreign Affairs of Afghanistan.
Zalmai Aziz was born on 22 June 1939,in Kabul. He studied International Relations at the University of Kabul and graduated with honours. [1] Aziz joined the Afghan Foreign Ministry in 1966 and since then worked at various departments. He was the second secretary at the Afghan embassy in Warsaw,Poland,in the 1970s and worked at the Afghan mission of the United Nations in New York in the 80s. [2]
After the fall of the Taliban Regime in 2011,Aziz returned to Afghanistan at the request of the Afghan Government and rejoined the Ministry of Foreign Affairs. He initially served as the director of the United Nations Department and soon after was appointed Deputy Minister of Foreign Affairs for Political Affairs. [3] He held this position until the middle of 2006. [2] As an Afghan diplomat he has participated in many bilateral and multilateral negotiations and has led Afghanistan's delegations to a number of international conferences and meetings.
In October 2006 Aziz was summoned by the foreign relations committee of the lower house to explain accusations of corruption in various Afghan embassies. Aziz confirmed administrative corruption existed in Afghan embassies in some foreign countries and said the ministry had sent investigative teams to the Afghan embassies in Brussels,Bulgaria,Paris and some other countries. When Aziz retired in November 2006 Afghan Foreign Minister Rangin Dadfar Spanta said:"Today is indeed a sad day for the Ministry of Foreign Affairs as one of our outstanding and experienced diplomats is leaving us for good;we appreciate all his invaluable hard work and contribution to this Ministry and we all wish him well." [5]
However,in the middle of 2007 Aziz joined the Afghan Foreign Service again. He was appointed Ambassador of Afghanistan to the Russian Federation and also concurrently serving as non- resident Ambassador to the Republic of Moldova,Georgia,the Republic of Belarus and Armenia. [1] In 2008 he said the fight against terrorism in Afghanistan was not the matter of one day,one month or one year,but this ominous phenomenon will take years to be eradicated. [6]
On 25 May 2010 he ended his mission in Russia [2] and was appointed Permanent Representative to the United Nations Office at Geneva and Ambassador to Switzerland. On 13 September 2010,he presented his credential to H.E. Sergei Ordzhonikidze,the Director-General of the United Nations Office at Geneva [1] and on 18 January 2011 to the President of Switzerland. [3] He is a member of the Council of Foundation of the Geneva International Centre for Humanitarian Demining. [7]
The foreign relations of Afghanistan are in a transitional phase since the 2021 fall of Kabul to the Taliban and the collapse of the internationally-recognized Islamic Republic of Afghanistan. No country has recognised the new regime,the Islamic Emirate of Afghanistan. Although some countries have engaged in informal diplomatic contact with the Islamic Emirate,formal relations remain limited to representatives of the Islamic Republic.

Tarzi has been the Ambassador of Afghanistan to India,and before that he was Permanent Representative to United Nations at Geneva and Afghan Ambassador to Switzerland,Ambassador of Afghanistan to Pakistan and Director of the United Nations Information Centres (UNIC) in Tehran,Iran. From 1980s to 1990s,Tarzi was Permanent Observer of Organisation of Islamic Cooperation (OIC) to the United Nations,Geneva,Switzerland and United Nations,Vienna,Austria and Senior Political Adviser and Deputy Permanent Observer of OIC to the United Nations,New York,United States of America. In the 1970s,Tarzi was the Afghan Diplomat in Washington D.C.,United States of America.

Alexander Vladimirovich Yakovenko is a Russian diplomat. He served as the Ambassador of Russia to the United Kingdom between January 2011 and August 2019. Since August 2019,he has been rector of the Diplomatic Academy of the Ministry of Foreign Affairs. He is a former Deputy Minister of Foreign Affairs of Russia. While working at the Ministry of Foreign Affairs in Moscow,he was in charge of multilateral diplomacy. The Taliban has ruled Afghanistan as the Islamic Emirate of Afghanistan since taking control by force in 2021,overthrowing the internationally recognized Islamic Republic of Afghanistan. The takeover was widely criticized by the international community,and no countries have extended de jure diplomatic recognition to the new regime,despite nominally maintaining relations with Afghanistan. The Taliban has campaigned for international recognition since the takeover. Several countries have vowed never to recognize the Islamic Emirate,and others have said they will do so only if human rights in the country are respected. Some countries have accredited Taliban diplomats at the chargéd'affaires level despite not recognizing the Islamic Emirate. In September 2023,the People's Republic of China became the first country to formally name a new ambassador to the country since the takeover,and in January 2024 recognized the Taliban's envoy to China;however,the PRC still does not formally recognize the Taliban as the legitimate government of Afghanistan.
