Dr. Rangin Dadfar Spanta (born December 15,1954) is a politician in Afghanistan who last served as National Security Advisor of President Hamid Karzai. Prior to that he served as Foreign Minister from April 2006 to January 2010.
He was appointed to that position by President Karzai during a cabinet reshuffle on March 21,2006,and approved by the 249-seat lower house on April 20,2006. He was previously the Senior Advisor on International Affairs to President Hamid Karzai. On January 18,2010,Zalmai Rassoul became the Foreign Minister of Afghanistan.
Spanta was born on 15 December 1954 in Karukh,Herat Province,where he completed his primary and secondary education. Spanta is fluent in Dari Persian,Pashto,Turkish,German and English. [1]
Spanta was an ex-patriate for many years as he fled during the Soviet–Afghan War to Turkey,where he received his master's degree from the Faculty of Political Science of Ankara University. [2] Some years later,he moved to Germany claiming to be a refugee in 1982. In Germany he became a scholar and assistant professor of political science at RWTH Aachen University,Germany,at which time he also served as spokesperson for the Alliance for Democracy in Afghanistan,was active in the local section of the German Green Party and being employed by a local NGO Eine Welt Forum Aachen e.V. During his visits to Afghanistan,upon the fall of the Taliban,he taught briefly at the Kabul University while still being resident in Germany. [3]
He returned in January 2005 and served as advisor of internationally affairs to Hamid Karzai.
On May 10,2007,the Wolesi Jirga,the lower house of the bicameral National Assembly of Afghanistan,attempted a vote of no-confidence against Spanta in connection with the plight of Afghan refugees. The effort failed by one vote,but two days later the Wolesi Jirga did succeed in stripping him of his minister status. On June 3,2007,the Supreme Court of Afghanistan,acting on a request by President Hamid Karzai,declared the second vote illegal and restored Spanta's status as minister. A significant dispute about this issue remains between the Wolesi Jirga and Karzai.
When Karzai presented his list of minister candidates for the new government after the presidential election in 2009,he announced that he would decide on Spanta's post after the International conference on Afghanistan in London on January 28,2010. On January 9,2010,when president Karzai presented his second list of candidates to the Wolesi Jirga,he proposed to replace Spanta by the former security advisor Rassoul. [4] [5] Suddenly on January 18,2010,Mr Rassoul was nominated and accepted by the Kabul parliament as the new foreign minister.
Spanta was one of Karzai's ministers that did not have a reputation for corruption or incompetence,but he could not boast popularity or enjoy tribal followings. [6] [7]
In January 2010,president Karzai decided to replace Spanta after the International Conference on Afghanistan in London by Zalmai Rassoul. At the London conference,Spanta still represented Afghanistan. Shortly before,he visited the Afghanistan Congress of the German SPD in Berlin, [8] [9] [10] where he referred to his background as a peace activist during his time in Germany.
On July 17,2013,Spanta's brother Ahmad Wali Tahiri,was assassinated by unknown gunmen in Karukh district of western Herat province. Tahiri used to serve as administrative employee of Karukh attorney general for the past seven years.
At the funeral,Spanta revealed that two weeks earlier the Taliban had sent him a threat message notifying that the group is planning to kill his brother. "The foreign elements are training and hiding some people in Peshawar and Quetta. After the training,they are sent on terror missions during which they kill our brothers,sisters and relatives," said Spanta. [11]
In 2017,Spanta published a memoir called 'Afghanistan Politics:A Narrative From Within' in Farsi. The book included reflection on President Hamid Karzai's administration. [12]
The government of Afghanistan is currently disputed following the effective collapse of the Islamic Republic of Afghanistan during the fall of Kabul to Taliban forces on 15 August 2021 and the subsequent re-establishment of the Islamic Emirate of Afghanistan which now exercises de facto control over most of the country. On 7 September 2021 the Taliban officials in de facto control of most of Afghanistan announced a new interim government headed by Mullah Mohammad Hassan Akhund as Prime Minister. The government is subject to the oversight of the Taliban's Supreme Leader,Haibatullah Akhundzada. As of 8 September 2021,the Islamic Emirate of Afghanistan has not yet been formally recognized as the de jure government of Afghanistan by any other country. The representatives appointed by the Islamic Republic of Afghanistan continue to represent the country at the United Nations. These representatives have refused to recognize the Taliban appointed government and have urged other countries to not recognize this government either.
The 2004 Constitution of Afghanistan was the supreme law of the Islamic Republic of Afghanistan,which lasted from 2004 to 2021. It served as the legal framework between the Afghan government and the Afghan citizens. Although Afghanistan was made a state in 1747 by Ahmad Shah Durrani,the earliest Afghan constitutional movement began during the reign of Emir Abdur Rahman Khan in the 1890s followed by the drafting in 1922 of a constitution. The 1964 Constitution of Afghanistan transformed Afghanistan into a modern democracy.

Mohammad Haneef Atmar is an Afghan politician and former KhAD agent. He served as the Minister of interior until he was removed from the Ministry by Hamid Karzai in the wake of attacks on the June 2010 Afghan Peace Jirga. Before that he worked with several international humanitarian organisations and served as Minister of Rural Rehabilitation and Development and Minister of Education. In 2011,he was part of the Right and Justice party. During his time in office,he has visited several countries to get funding to stabilise Afghanistan.

Abdul Qayum Karzai was an Afghan politician and businessman. He was the elder brother of former President Hamid Karzai. His brothers also include Mahmoud Karzai and the assassinated Ahmed Wali Karzai. Abdul Qayum was a businessman in the United States before entering into Afghan politics. He served as a member of the Wolesi Jirga,the lower house of the National Assembly of Afghanistan. He retired for health reasons and had "reportedly been involved in backchannel peace diplomacy with the Taliban through Saudi Arabia."

Fauzia Gailani was elected to represent Herat Province in Afghanistan's Wolesi Jirga,the lower house of its National Legislature,in 2005. She won almost 16,885 votes,more than any other candidate in Herat.
The First Karzai cabinet lead the administration of Afghanistan between 2004,the year Hamid Karzai won the first Afghan presidential election and 2009 when the second presidential election took place. In 2006 there was a major cabinet reshuffle. The first Karzai cabinet followed the Afghan Transitional Administration which was put in place by the 2002 loya jirga. Karzai announced the names of the cabinet on 23 December 2004. The cabinet was sworn in on 24 December 2002 and held its first cabinet meeting on 27 December. This cabinet consisted of 27 ministers,including two women.
Zalmai Rassoul is an Afghan politician who served as Foreign Minister of Afghanistan from January 2010 to October 2013. He previously served as National Security Advisor from June 2002 to January 2010. Through his various roles in Government,Rassoul played a key role in building the Afghan security architecture,uniting the international community in support of an Afghan-led and Afghan-owned peace process,strengthening regional cooperation and security through the establishment of the Regional Economic Cooperation Conference on Afghanistan and the Heart of Asia-Istanbul Process,and rebuilding vital industries. He stood as a candidate in the 2014 presidential election. Later,Rassoul was appointed as the Ambassador of Afghanistan to the United Kingdom and Ireland from 2020 to 2024.
On 5 December 2011,an International Conference on Afghanistan was held at the Hotel Petersberg in Bonn,Germany. The conference was hosted by Germany and chaired by Afghanistan.
The second Karzai cabinet was the cabinet of Afghanistan that led the government from the re-election of president Hamid Karzai in 2009 until the end of his term in 2014. The cabinet consisted of the president,his two vice-presidents,18 ministers who received approval from the Afghan Parliament,and 7 acting ministers who have not been approved.
Presidential elections were held in Afghanistan on 5 April 2014,with a second round held on 14 June. Incumbent President Hamid Karzai was not eligible to run due to term limits. The registration period for presidential nominations was open from 16 September 2013 until 6 October 2013. A total of 27 candidates were confirmed to be running for office. However,on 22 October Afghanistan's Independent Election Commission disqualified 16 of the candidates,leaving only 11 in the race. By April 2014 three candidates gave up the race and decided to support some of the eight remaining candidates. Opinion polls showed Abdullah Abdullah and Ashraf Ghani as the front-runners and indeed the results of the first round of the election had Abdullah in the lead and Ghani behind him. The second set of results came after the run-off on 14 June,two months after the first round. Preliminary results were expected on 2 July and the final result on 22 July. However,widespread accusations of fraud delayed these results. As a result,John Kerry,then United States Secretary of State,mediated the negotiations between the two final candidates,Ghani and Abdullah. After a series of negotiations and talks between Ghani,Abdullah and Kerry,the two candidates agreed to sign an Agreement to form a National Unity Government based on 50–50 power sharing. As a result of that political agreement,a separate position was created for Abdullah as Chief Executive. The National Unity Government's term ran out after the next Afghan presidential election was held in September 2019.
