Elections to Manchester Council were held on Thursday, 4 May 1978. One third of the council was up for election, with each successful candidate to serve a four-year term of office, expiring in 1982. The Labour Party retained overall control of the council. [1]

The Independent Labour candidates stood as Labour Peace 2000. Overall turnout was 20.5%, with Labour retaining control of the council.

Overall turnout was up marginally from the previous year at 21.9%. The Labour Party retained overall control of the Council.
