History

On July 28, 1922, the U.S. recognized the Republic of Latvia. The first U.S. envoy to Latvia, Frederick W. B. Coleman, presented his credentials to President Jānis Čakste on November 13. Following the Soviet Union's annexation of the Baltic States in June 1940, the U.S. maintained a non-recognition stance towards Latvia's forced incorporation into the USSR. [3]

Latvia's independence was restored in August 1991, with acknowledgement from U.S. President George H. W. Bush on September 2, 1991, reinstating full diplomatic relations. The Charter of Partnership, signed on January 16, 1998, by the U.S. and Baltic State Presidents, further strengthened these relations. [3] On April 2, 1998, the bombing of a synagogue in Riga prompted condemnation from the United States. [4] On August 13, 1999, nearly 100 Latvians protested against the imprisonment of Vassili Kononov, requesting that the American Embassy help secure Kononov's release from prison. [5]
