Energy Victory: Winning the War on Terror by Breaking Free of Oil is a 2007 book by Robert Zubrin. Zubrin's central argument is that the decisive front in the War on Terror is America's struggle for energy independence. He outlines the manner in which Islamic extremism has been financed by oil revenues, the technological feasibility of ethanol-fueled vehicles as well as the economic and agricultural imperatives for ethanol production, and the environmental implications of his plan.

Problem

Zubrin contends that OPEC nations, particularly Saudi Arabia, have used their enormous oil wealth to fund Islamic extremism; in effect, the US is financing both sides of the War on Terror. They have been able to do this through colluding to keep oil prices high. Due to its dependence on their oil, the United States (and the rest of the world) is powerless to do anything about this.

Flex-fuel mandate

The key to winning the war on terror, therefore, is to create a substitute for oil. Zubrin argues that a mandate that all new cars sold in the United States be flex-fueled (FFV, for Flex-Fuel Vehicle, able to run on gasoline, ethanol or methanol, or any combination thereof) would very quickly make such vehicles the world standard, as occurred in the early 1980s with the introduction of catalytic converters. As a result, consumers would demand ethanol- and methanol-blended fuels due to their price competitiveness with gasoline, which would in turn prompt gas stations to instal biofuel pumps. Under such a situation, competition would drive oil prices down. Zubrin argues that biofuels should be subsidized in order to keep their price advantage over gasoline, as it is the only way to cripple OPEC.

Some have argued that a switch to electric cars would be more beneficial. While this may be a longer-term solution, a switch to biofuel can be achieved in a few years (as in the case of Brazil). Additionally, existing cars (including hybrids) can be retrofitted with flex-fuel capability for "between $100 and $500".

A switch to biofuel would have the additional benefit that it is potentially a carbon-neutral fuel.

Development argument

Ethanol is produced primarily via the fermentation of corn or sugar cane (or indeed any other glucose-rich crop). Methanol can be produced from any plant matter. As both of these products can easily be produced in developing countries, Zubrin contends that the resultant expanding market for farm produce would be greatly beneficial for third-world farmers. There would be no need for western nations to subsidize their own farmers, as third-world produce could be absorbed into the larger market without causing a price-crash that would bankrupt western farmers.

Tariff elimination

Anne Korin, of The Institute for the Analysis of Global Security, has developed this concept further, adding to Zubrin's mandate the necessity to eliminate ethanol and sugar import tariffs in the United States for it to succeed. [1]

Gal Luft, writing for the Institute for the Analysis of Global Security, called Energy Victory "one of the best books written on our oil dependence problem". [2]

Zubrin presented the arguments from Energy Victory at a series of "go green" lectures sponsored by the Advanced Planning and Partnership Office and hosted by NASA, in January 2008. [3]

Ethanol fuel is fuel containing ethyl alcohol, the same type of alcohol as found in alcoholic beverages. It is most often used as a motor fuel, mainly as a biofuel additive for gasoline.

Methanol fuel is an alternative biofuel for internal combustion and other engines, either in combination with gasoline or independently. Methanol (CH3OH) is less expensive to produce sustainably than ethanol fuel, although it produces more toxic effects than ethanol and has lower energy density than gasoline. Methanol is safer for the environment than gasoline, it is an anti-freeze, it keeps the engine clean, it has a higher flashpoint in case of fire, and it is the equivalent of super high-octane gasoline in terms of the resulting horsepower. To prevent vapor lock in any possible circumstances due to being a simple, pure fuel, a small percentage of other fuel or certain additives can be included. Methanol (a methyl group linked to a hydroxyl group) may be made from hydrocarbon or renewable resources, in particular natural gas and biomass respectively. It can also be synthesized from CO2 (carbon dioxide) and hydrogen. Methanol fuel is currently used by racing cars in many countries but has not seen widespread use otherwise.

A flexible-fuel vehicle (FFV) or dual-fuel vehicle is an alternative fuel vehicle with an internal combustion engine designed to run on more than one fuel, usually gasoline blended with either ethanol or methanol fuel, and both fuels are stored in the same common tank. Modern flex-fuel engines are capable of burning any proportion of the resulting blend in the combustion chamber as fuel injection and spark timing are adjusted automatically according to the actual blend detected by a fuel composition sensor. This device is known as an oxygen sensor and it reads the oxygen levels in the stream of exhaust gasses, its signal enriching or leaning the fuel mixture going into the engine. Flex-fuel vehicles are distinguished from bi-fuel vehicles, where two fuels are stored in separate tanks and the engine runs on one fuel at a time, for example, compressed natural gas (CNG), liquefied petroleum gas (LPG), or hydrogen.

Several common ethanol fuel mixtures are in use around the world. The use of pure hydrous or anhydrous ethanol in internal combustion engines (ICEs) is only possible if the engines are designed or modified for that purpose, and used only in automobiles, light-duty trucks and motorcycles. Anhydrous ethanol can be blended with gasoline (petrol) for use in gasoline engines, but with high ethanol content only after engine modifications to meter increased fuel volume since pure ethanol contains only 2/3 of the BTUs of an equivalent volume of pure gasoline. High percentage ethanol mixtures are used in some racing engine applications as the very high octane rating of ethanol is compatible with very high compression ratios.

The United States became the world's largest producer of ethanol fuel in 2005. The U.S. produced 15.8 billion U.S. liquid gallons of ethanol fuel in 2019, and 13.9 billion U.S. liquid gallons in 2011, an increase from 13.2 billion U.S. liquid gallons in 2010, and up from 1.63 billion gallons in 2000. Brazil and U.S. production accounted for 87.1% of global production in 2011. In the U.S, ethanol fuel is mainly used as an oxygenate in gasoline in the form of low-level blends up to 10 percent, and, increasingly, as E85 fuel for flex-fuel vehicles. The U.S. government subsidizes ethanol production.

The United States produces mainly biodiesel and ethanol fuel, which uses corn as the main feedstock. The US is the world's largest producer of ethanol, having produced nearly 16 billion gallons in 2017 alone. The United States, together with Brazil accounted for 85 percent of all ethanol production, with total world production of 27.05 billion gallons. Biodiesel is commercially available in most oilseed-producing states. As of 2005, it was somewhat more expensive than fossil diesel, though it is still commonly produced in relatively small quantities.

Renewable Fuels are fuels produced from renewable resources. Examples include: biofuels, Hydrogen fuel, and fully synthetic fuel produced from ambient carbon dioxide and water. This is in contrast to non-renewable fuels such as natural gas, LPG (propane), petroleum and other fossil fuels and nuclear energy. Renewable fuels can include fuels that are synthesized from renewable energy sources, such as wind and solar. Renewable fuels have gained in popularity due to their sustainability, low contributions to the carbon cycle, and in some cases lower amounts of greenhouse gases. The geo-political ramifications of these fuels are also of interest, particularly to industrialized economies which desire independence from Middle Eastern oil.

An alternative fuel vehicle is a motor vehicle that runs on alternative fuel rather than traditional petroleum fuels. The term also refers to any technology powering an engine that does not solely involve petroleum. Because of a combination of factors, such as environmental concerns, high oil-prices and the potential for peak oil, development of cleaner alternative fuels and advanced power systems for vehicles has become a high priority for many governments and vehicle manufacturers around the world.

Biofuel is fuel that is produced from organic matter (biomass), including plant materials and animal waste. It is considered a renewable source of energy that can assist in reducing carbon emissions. The two main types of biofuel currently being produced in Australia are biodiesel and bioethanol, used as replacements for diesel and petrol (gasoline) respectively. As of 2017 Australia is a relatively small producer of biofuels, accounting for 0.2% of world bioethanol production and 0.1% of world biodiesel production.

Food versus fuel is the dilemma regarding the risk of diverting farmland or crops for biofuels production to the detriment of the food supply. The biofuel and food price debate involves wide-ranging views, and is a long-standing, controversial one in the literature. There is disagreement about the significance of the issue, what is causing it, and what can or should be done to remedy the situation. This complexity and uncertainty is due to the large number of impacts and feedback loops that can positively or negatively affect the price system. Moreover, the relative strengths of these positive and negative impacts vary in the short and long terms, and involve delayed effects. The academic side of the debate is also blurred by the use of different economic models and competing forms of statistical analysis.

The Renewable Fuel Standard(RFS) is an American federal program that requires transportation fuel sold in the United States to contain a minimum volume of renewable fuels. It originated with the Energy Policy Act of 2005 and was expanded and extended by the Energy Independence and Security Act of 2007. Research published by the Government Accountability Office in November 2016 found the program unlikely to meet its goal of reducing greenhouse gas emissions due to limited current and expected future production of advanced biofuels.

<span class="mw-page-title-main">Biofuels by region</span> Use of biofuel as energy source across the world

The use of biofuels varies by region. The world leaders in biofuel development and use are Brazil, United States, France, Sweden and Germany.

The fleet of flexible-fuel vehicles in the United States is the second largest in the world after Brazil, and there were more than 21 million 85 flex-fuel vehicles registered in the country by the end of 2017. Despite the growing fleet of E85 flex-fuel vehicles, actual use of ethanol fuel is limited due to the lack of E85 refueling infrastructure and also because many North American flex-fuel car owners were not aware they owned an E85 flex-fuel vehicle. Flex-fuel vehicles are common in the Midwest, where corn is a major crop and is the primary feedstock for ethanol fuel production. Also the U.S. government has been using flex-fuel vehicles for many years.

The Open Fuel Standard Coalition is a bipartisan group in the United States actively working for passage of H.R. 1687, the "Open Fuel Standard Act of 2011." The OFS Coalition views this legislation as the solution to the current energy crisis by the implementing of alternative energy sources into our fuel transportation market sector, thereby breaking our dependence on foreign oil. Specifically, by implementing H.R. 1687, the Open Fuel Standard Act of 2011 all vehicles sold in the US will have to either operate on mixed fuels, containing 85 percent ethanol, methanol, biodiesel, or any other alternative energy source.

<span class="mw-page-title-main">Ethanol fuel by country</span>

The world's top ethanol fuel producers in 2011 were the United States with 13.9 billion U.S. liquid gallons (bg) and Brazil with 5.6 bg, accounting together for 87.1% of world production of 22.36 billion US gallons. Strong incentives, coupled with other industry development initiatives, are giving rise to fledgling ethanol industries in countries such as Germany, Spain, France, Sweden, India, China, Thailand, Canada, Colombia, Australia, and some Central American countries.
