Executive Order 14067, officially titled Ensuring Responsible Development of Digital Assets, was signed on March 9, 2022, and is the 83rd executive order signed by U.S. President Joe Biden. The ultimate aim of the order is to develop digital assets in a responsible manner. [1] The executive order addresses the potential national security implications of cryptocurrencies. [2]

Provisions

The executive order aims at developing a digital assets policy plan and organize federal regulators' efforts in this area. The order outlines five main goals, which includes protection of consumers and investors, monetary stability, decreasing financial and national security risks, economic competitiveness, and responsible innovation. It also asks for more work to be done into developing a United States Central Bank Digital Currency (CBDC).

Companies in the digital asset field will likely see policy changes in the form of regulation and enforcement, but it might also give the market and its participants more clarity. The order instructs federal agencies to conduct a wide assessment of existing policies relating to digital assets and to submit reports recommending regulatory and legislative reforms. [3]

The order does not change the way digital assets are governed immediately; nevertheless, it marks the start of a process to develop a regulatory framework that addresses all elements of digital assets. It demonstrates the United States' acknowledgment of the importance of digital assets and blockchain technology in the global financial system, as well as its intention to remain a leader in the global financial system through responsible payment innovation and digital asset development. In an ICO, a quantity of cryptocurrency is sold in the form of "tokens" ("coins") to speculators or investors, in exchange for legal tender or other cryptocurrencies such as Bitcoin or Ether. The tokens are promoted as future functional units of currency if or when the ICO's funding goal is met and the project successfully launches.

OKX is a global cryptocurrency spot and derivatives exchange. It was founded by Star Xu in 2017. OKX is owned by OK Group, which also owns crypto exchange Okcoin. It is not currently available to US-based investors. The company's CEO is Star Xu and its CMO is Haider Rafique.

Diem was a permissioned blockchain-based stablecoin payment system proposed by the American social media company Meta Platforms. The plan also includes a private currency implemented as a cryptocurrency.

An Initial exchange offering (IEO) is the cryptocurrency exchange equivalent to a stock launch or Initial public offering (IPO). An IEO is the process of digital asset (e.g. coins or tokens) procurement through an established exchange for the purpose of raising capital for start-up companies. Exchanges act as a middleman between investors and the startup, profiting from fees generated by services rendered during the due diligence process and funding phase. IEO's and initial coin offerings (ICO) share similar characteristics with, however, an IEO can be seen as an evolution from the ICO due to legal influence and an increase in financial regulations within the cryptocurrency market.

The telos of the order is providing humanitarian assistance to the Afghan people by using frozen assets.
