The Glasgow Climate Pact is an agreement reached at the 2021 United Nations Climate Change Conference (COP26). [2] The pact is the first climate agreement explicitly planning to reduce unabated coal usage. [2] A pledge to "phase out" coal was changed to "phase down" late in negotiation, for coal in India and coal in China and other coal reliant countries. [3] [4]

Development

The pact's main elements were:

Pledges

The number of countries pledged to reach net-zero emissions passed 140. This target includes 90% of current global greenhouse gas emissions. [6]

More than 100 countries, including Brazil, pledged to reverse deforestation by 2030.

More than 40 countries pledged to move away from coal.

India promised to draw half of its energy requirement from renewable sources by 2030. [7]

The governments of 24 developed countries and a group of major car manufacturers including GM, Ford, Volvo, BYD Auto, Jaguar Land Rover and Mercedes-Benz committed to "work towards all sales of new cars and vans being zero emission globally by 2040, and by no later than 2035 in leading markets". [8] [9] Major car manufacturing nations like the US, Germany, China, Japan and South Korea, as well as Volkswagen, Toyota, Peugeot, Honda, Nissan and Hyundai, did not pledge. [10]

Reception

U.N. climate chief Patricia Espinosa stated that she was not happy with the last minute change of language affirmed by members of the Indian and Chinese parties but did say that, "No deal was the worst possible result there. Nobody wins,” stating she was satisfied with the deal overall. “We would have preferred a very clear statement about a phasing out of coal and (the) elimination of fossil fuel subsidies,” Espinosa said, but explained she understands India’s needs. [11]

Coal is the most carbon-intensive fossil fuel, therefore phasing it out is critical to limiting climate change as laid out in the Paris Climate Agreement. The International Energy Agency (IEA) estimates that coal is responsible for over 30% of the global average temperature increase above pre-industrial levels. Some countries in the Powering Past Coal Alliance have already stopped.

The Paris Agreement, often referred to as the Paris Accords or the Paris Climate Accords, is an international treaty on climate change. Adopted in 2015, the agreement covers climate change mitigation, adaptation, and finance. The Paris Agreement was negotiated by 196 parties at the 2015 United Nations Climate Change Conference near Paris, France. As of February 2023, 195 members of the United Nations Framework Convention on Climate Change (UNFCCC) are parties to the agreement. Of the three UNFCCC member states which have not ratified the agreement, the only major emitter is Iran. The United States withdrew from the agreement in 2020, but rejoined in 2021.

Climate change has resulted in an increase in temperature of 2.3 °C (2022) in Europe compared to pre-industrial levels. Europe is the fastest warming continent in the world. Europe's climate is getting warmer due to anthropogenic activity. According to international climate experts, global temperature rise should not exceed 2 °C to prevent the most dangerous consequences of climate change; without reduction in greenhouse gas emissions, this could happen before 2050. Climate change has implications for all regions of Europe, with the extent and nature of impacts varying across the continent.

The United Nations Climate Change Conferences are yearly conferences held in the framework of the United Nations Framework Convention on Climate Change (UNFCCC). They serve as the formal meeting of the UNFCCC parties – the Conference of the Parties (COP) – to assess progress in dealing with climate change, and beginning in the mid-1990s, to negotiate the Kyoto Protocol to establish legally binding obligations for developed countries to reduce their greenhouse gas emissions. Starting in 2005 the conferences have also served as the "Conference of the Parties Serving as the Meeting of Parties to the Kyoto Protocol" (CMP); also parties to the convention that are not parties to the protocol can participate in protocol-related meetings as observers. From 2011 to 2015 the meetings were used to negotiate the Paris Agreement as part of the Durban platform, which created a general path towards climate action. Any final text of a COP must be agreed by consensus.

<span class="mw-page-title-main">Nationally determined contribution</span> Key component of international climate change agreements

The nationally determined contributions (NDCs) are commitments that countries make to reduce their greenhouse gas emissions as part of climate change mitigation. The plans that countries make also include policies and measures that they plan to implement as a contribution to achieve the global targets set out in the Paris Agreement. NDCs play a central role in guiding countries toward achieving these temperature targets.

<span class="mw-page-title-main">Phase-out of fossil fuel vehicles</span>

Vehicles that are powered by fossil fuels, such as gasoline (petrol), diesel, kerosene, and fuel oil are set to be phased out by a number of countries. It is one of the three most important parts of the general fossil fuel phase-out process, the others being the phase-out of fossil fuel power plants for electricity generation and decarbonisation of industry.

Coal, cars and lorries vent more than a third of Turkey's six hundred million tonnes of annual greenhouse gas emissions, which are mostly carbon dioxide and part of the cause of climate change in Turkey. The nation's coal-fired power stations emit the most carbon dioxide, and other significant sources are road vehicles running on petrol or diesel. After coal and oil the third most polluting fuel is fossil gas; which is burnt in Turkey's gas-fired power stations, homes and workplaces. Much methane is belched by livestock; cows alone produce half of the greenhouse gas from agriculture in Turkey.

The 2018 United Nations Climate Change Conference, more commonly referred to as the Katowice Climate Change Conference or COP24, was the 24th Conference of the Parties to the United Nations Framework Convention on Climate Change. It was held between 2 and 15 December 2018 in Katowice, Poland. The conference was held in the International Congress Centre. The president of COP24 was Michał Kurtyka. The conference also incorporated the fourteenth meeting of the parties for the Kyoto Protocol (CMP14), and the third session of the first meeting of the parties for the Paris Agreement which agreed on rules to implement the Agreement. The conference's objective was to have a full implementation of the Paris agreement.

<span class="mw-page-title-main">2021 United Nations Climate Change Conference</span> 26th UN Climate Change conference held in Glasgow, Scotland

The 2021 United Nations Climate Change Conference, more commonly referred to as COP26, was the 26th United Nations Climate Change conference, held at the SEC Centre in Glasgow, Scotland, United Kingdom, from 31 October to 13 November 2021. The president of the conference was UK cabinet minister Alok Sharma. Delayed for a year due to the COVID-19 pandemic, it was the 26th Conference of the Parties (COP) to the United Nations Framework Convention on Climate Change (UNFCCC), the third meeting of the parties to the 2015 Paris Agreement, and the 16th meeting of the parties to the Kyoto Protocol (CMP16).

The 2019 UN Climate Action Summit was held at the headquarters of the United Nations in New York City on 23 September 2019. The UN 2019 Climate Summit convened on the theme, "Climate Action Summit 2019: A Race We Can Win. A Race We Must Win." The goal of the summit was to further climate action to reduce greenhouse gas emissions to prevent the mean global temperature from rising by more than 1.5 °C (2.7 °F) above preindustrial levels. Sixty countries were expected to "announce steps to reduce emissions and support populations most vulnerable to the climate crisis" including France, a number of other European countries, small island countries and India. To increase pressure on political and economic actors to achieve the aims of the summit, a global climate strike was held around the world on 20 September with over four million participants.

<span class="mw-page-title-main">Climate change in India</span> Emissions, impacts and responses of India related to climate change

India is ranked fourth among the list of countries most affected by climate change in 2015. India emits about 3 gigatonnes (Gt) CO2eq of greenhouse gases each year; about two and a half tons per person, which is less than the world average. The country emits 7% of global emissions, despite having 17% of the world population. Temperature rises on the Tibetan Plateau are causing Himalayan glaciers to retreat, threatening the flow rate of the Ganges, Brahmaputra, Yamuna and other major rivers. A 2007 World Wide Fund for Nature (WWF) report states that the Indus River may run dry for the same reason. Heat waves' frequency and intensity are increasing in India because of climate change. Severe landslides and floods are projected to become increasingly common in such states as Assam. The climate change performance index of India ranks eighth among 63 countries which account for 92% of all GHG emissions in the year 2021.

<span class="mw-page-title-main">Climate target</span> Policy for emissions reductions

A climate target, climate goal or climate pledge is a measurable long-term commitment for climate policy and energy policy with the aim of limiting the climate change. Researchers within, among others, the UN climate panel have identified probable consequences of global warming for people and nature at different levels of warming. Based on this, politicians in a large number of countries have agreed on temperature targets for warming, which is the basis for scientifically calculated carbon budgets and ways to achieve these targets. This in turn forms the basis for politically decided global and national emission targets for greenhouse gases, targets for fossil-free energy production and efficient energy use, and for the extent of planned measures for climate change mitigation and adaptation.

<span class="mw-page-title-main">European Green Deal</span> Plan to transform the EU into a climate-neutral economy by 2050

The European Green Deal, approved in 2020, is a set of policy initiatives by the European Commission with the overarching aim of making the European Union (EU) climate neutral in 2050. The plan is to review each existing law on its climate merits, and also introduce new legislation on the circular economy, building renovation, biodiversity, farming and innovation.

Climate Action Tracker (CAT) is an independent scientific project with the aim of monitoring government action to achieve their reduction of greenhouse gas emissions with regard to international agreements – specifically the globally agreed Paris Agreement aim of "holding warming well below 2°C, and pursuing efforts to limit warming to 1.5°C.". It is tracking climate action in 39 countries and the EU responsible for over 85% of global emissions. The CAT is the product of two organisations: NewClimate Institute and Climate Analytics.

The COP conference has been held annually since the first UN climate agreement in 1992. The event is intended for governments to agree on policies to limit global temperature rises and adapt to impacts associated with climate change.
