The Federal Housing Administration (FHA), also known as the Office of Housing within the Department of Housing and Urban Development (HUD), is a United States government agency founded by President Franklin Delano Roosevelt, established in part by the National Housing Act of 1934. Homeownership rates vary depending on demographic characteristics of households such as ethnicity, race, type of household as well as location and type of settlement. In 2018, homeownership dropped to a lower rate than it was in 1994, with a rate of 64.2%.

Homeownership in Germany is lower overall than in most other developed countries. In 2017, Germany's homeownership rate was 51%. At the end of World War II, 2.25 million homes were destroyed with another two million damaged, reducing overall housing stocks by 20%. In 1949, West Germany enacted its first housing law and by 1961 had reduced its housing shortage from 5.5 million units to only 658,000.
