Last updated

Capital punishment in the District of Columbia has been abolished since 1981. However, a number of executions were carried out under the District's jurisdiction before then.

Before 1973, the District of Columbia was exclusively governed by Congress, which included establishing all local laws. Until 1962, the District of Columbia was the last jurisdiction in the United States with mandatory death sentences for first-degree murder (the last U.S. state with mandatory death sentences for first degree murder was Vermont). Mandatory death sentences were abolished by the HR5143 (PL87-423), signed into law by President John F. Kennedy on March 22, 1962. [1] Rape was also a capital offense. [2]

The D.C. capital punishment law was nullified by the Supreme Court decision in Furman v. Georgia in 1972 and formally repealed by the D.C. Council in 1981.

The first recorded execution in District of Columbia, was the hanging of James McGirk in 1802. Hanging was the method of execution used in the District until 1928, when it was replaced by the electric chair. The last execution under the authority of the District took place in 1957, when Robert Carter was executed. All executions were conducted at the D.C. Jail.

The president of the United States has sole pardoning power in the District.

Hanging is the suspension of a person by a noose or ligature around the neck. The Oxford English Dictionary states that hanging in this sense is "specifically to put to death by suspension by the neck", though it formerly also referred to crucifixion and death by impalement in which the body would remain "hanging". In 2004 the 13th Protocol to the European Convention on Human Rights became binding on the United Kingdom; it prohibits the restoration of the death penalty as long as the UK is a party to the convention.

A condemned prisoner's last meal is a customary ritual preceding execution. In many countries, the prisoner may, within reason, select what the last meal will be.

A stay of execution is a court order to temporarily suspend the execution of a court judgment or other court order. The word "execution" does not always mean the death penalty. It refers to the imposition of whatever judgment is being stayed and is similar to an injunction.

George Sidney Sitts was a convicted murderer who was executed by South Dakota for killing state Division of Criminal Investigation special agent Tom Matthews, who was attempting to arrest Sitts on a fugitive warrant from Minnesota.

Capital punishment was abolished in Virginia on March 24, 2021, when Governor Ralph Northam signed a bill into law. The law took effect on July 1, 2021. Virginia is the 23rd state to abolish the death penalty, and the first southern state in United States history to do so.

Robert Wayne Williams was an American murderer convicted of the January 5, 1979, murder of Willie Kelly, a 67-year-old security guard. He was executed in 1983 by the state of Louisiana by electric chair. He became the first person to be executed in Louisiana since 1976 when the death penalty was reinstated.

<span class="mw-page-title-main">Robert Gleason (murderer)</span> American executed criminal (1970–2013)

Robert Charles Gleason Jr. was an American serial killer who was sentenced to death and executed in Virginia for two separate murders of two of his cellmates. Gleason, who was already serving a life sentence for another murder, was an execution volunteer who vowed to continue killing in prison if he was not put to death. Capital punishment was abolished in Virginia on March 24, 2021, officially making Gleason the last person to be executed in Virginia by electrocution.

<span class="mw-page-title-main">James Morelli</span> Executed American murderer

James Morelli was a gangster based in Chicago, Illinois, who was executed for participating alongside gangsters Thomas Daley and Lowell Fentress in the mass murder of three people. Several newspapers called the killings the "Mad Dog" murders. Although Morelli participated in three murders, he was only sentenced to death for the murder of one of the victims, 30-year-old Emil Schmeichel. Some reporters described Morelli's crime as "the worst Chicago mass killing since the Saint Valentine's Day massacre."

Adriano Domingo was the final civilian executed by the Territory of Hawaii prior to their abolition of the death penalty in 1957. Domingo was sentenced to death and hanged for the murder of Helen R. Sakamoto, a 21-year-old secretary, in Kauai on August 3, 1943. Although Domingo's execution made him the final civilian executed by the Territory of Hawaii, there were several executions that took place there during and after World War II for military crimes, some of which were not committed in Hawaii.

Herbert L. Copeland was an American murderer and self-confessed serial killer who was tried, sentenced to death and executed for killing two deputies and a police officer in the District of Columbia in 1918. Moments before being executed, Copeland confessed that he had killed 12 people in various states throughout his lifetime, but none of these could be definitively proven.
