The Gendarmerie General Command is the national gendarmerie force of the Republic of Turkey. It is a service branch of the Turkish Ministry of Interior responsible for the maintenance of the public order in areas that fall outside the jurisdiction of police forces, as well as assuring internal security along with carrying out other specific duties assigned to it by certain laws and regulations. Diyarbakır Prison is a prison located in Diyarbakır, southeastern Turkey. It was established in 1980 as an E-type prison by the Ministry of Justice. After the September 12, 1980 Turkish coup d'état, the facility was transferred to military administration and became a Martial Law Military Prison. Control of the prison was returned to the Ministry of Justice on May 8, 1988.
In November 1994, the Turkish military launched a winter campaign in South-Eastern and Eastern Turkey to cut rebels from the Kurdistan Workers' Party (PKK), who were active in the region, off from their winter supplies. The campaign continued until March 20, 1995, when the Turkish government launched an offensive into Iraqi Kurdistan to dislodge the PKK from its bases before the spring.

In November 2009, Molotov cocktails were thrown at a bus and set ablaze in Istanbul. 17-year old Serap Eser was badly burnt and died in the hospital, after a while in coma. The Kurdistan Workers’ Party (PKK) was blamed and still to this day some Turkish officials and pro-Turkey media outlets accuse them. In 2015, former Interior Minister İdris Naim Şahin later stated “I have unfortunately learned that the people who sabotaged the bus, throwing Molotov cocktails, were members of MİT”.
