1945 Victoria Park state by-election

A by-election for the seat of Victoria Park in the Legislative Assembly of Western Australia was held on 10 February 1945. It was triggered by the death of the sitting member, Howard Raphael of the Labor Party, on 9 December 1944. The election was won by an independent candidate, William Read, who finished with 56.7 percent of the two-candidate-preferred vote. Outside of Read's victory, the election was also notable as the first in Western Australia to be contested by the newly established Liberal Party.

Background

Howard Raphael, a prominent dentist and member of the Perth City Council, had held Victoria Park for the Labor Party since the seat's creation at the 1930 state election. He enlisted in a dental unit of the Australian Army in 1942, but continued on as a member of parliament until his sudden death in Sydney in December 1944.^[1] After his death, the writ for the by-election was issued on 3 January 1945, with the close of nominations on 19 January. Polling day was on 10 February, with the writ returned on 23 February.^[2]

Candidates

Six candidates contested the by-election:^[3]

Joseph Cole, a shopwalker from Victoria Park, stood as an independent.
James Collins, a builder from Mount Lawley, stood for the Liberal Party.
Carlyle Ferguson, a journalist from South Perth, stood for the Australian All-Parties League. He was a perennial candidate at both state and federal elections.
John MacMillan, a pharmacist from Victoria Park, stood as an Independent Labor candidate.
Harry Martin, a tramway worker from Victoria Park, stood for the Labor Party. He was prominent in the Tramways Union, and won preselection against twelve other candidates.^[4]
William Read , a pharmacist from Victoria Park, stood as an independent. He had served on the Perth City Council since 1926, representing the Victoria Park ward.^[5]

Aftermath

Read joined three other independents in the Legislative Assembly – Horace Berry, Lionel Kelly, and Harry Shearn. He was re-elected at the 1947 state election, and with Shearn supported Ross McLarty's efforts to form a minority government.^[5]

Elections were held in the state of Western Australia on 3 October 1911 to elect 50 members to the Western Australian Legislative Assembly. The Labor Party, led by Opposition Leader John Scaddan, defeated the conservative Ministerialist government led by Premier Frank Wilson. In doing so, Scaddan achieved Labor's first absolute majority on the floor of the Assembly and, with 68% of the seats, set a record for Labor's biggest majority in Western Australia. The record would stand for nearly 106 years until Labor won 69% of seats at the 2017 election. The result came as something of a surprise to many commentators and particularly to the Ministerialists, as they went to an election for the first time as a single grouping backed by John Forrest's Western Australian Liberal League, under a new system of compulsory preferential voting and new electoral boundaries both of which had been passed by Parliament earlier in the year despite ardent Labor opposition.

This is a list of members of the Western Australian Legislative Assembly between the 1943 election and the 1947 election, together known as the 18th Parliament. In January 1945, the Nationalists, officially known as the National Party of Western Australia, reformed as the Liberal Party under the leadership of Robert McDonald, and all Nationalist MLAs' allegiances changed accordingly.

Elections were held in the state of Western Australia on 15 March 1947 to elect all 50 members to the Legislative Assembly. The result was a hung parliament—the four-term Labor government, led by Premier Frank Wise, was defeated with a swing of approximately 7%. The Liberal-Country Coalition won exactly half of the seats, one short of a majority, needed the support of the Independent members Harry Shearn and William Read to govern.

It was triggered by the resignation of Jeff Carr on 28 February 1991, due to his expulsion from cabinet. A by-election for the seat of Swan in the Legislative Assembly of Western Australia was held on 29 April 1944. It was triggered by the death of the sitting member, Richard Sampson of the Country Party, on 16 February 1944. The election was won by Ray Owen, who finished with 60.0 of the two-candidate-preferred vote standing as an "Independent Country" candidate. The runner-up was Howard Sampson, a brother of the deceased member.

The Liberal Party of Australia , branded as Liberal Western Australia, is the division of the Liberal Party of Australia in Western Australia. Founded in March 1949 as the Liberal and Country League of Western Australia (LCL), it simplified its name to the Liberal Party in 1968.
