The 1967 Coho Salmon Fishing Disaster [lower-alpha 1] refers to a squall over Lake Michigan, off the coast of Michigan in the United States, which occurred on September 23, 1967. Hundreds of small fishing boats were on the lake to take advantage of a coho salmon run. More than 150 boats capsized, seven people died, and 46 people were injured.
In 1965, the state of Michigan decided to stock rivers that ran into Lake Michigan with coho salmon in an attempt to reduce the population of alewives, then considered a "trash fish". [2] [lower-alpha 2] About 660,000 coho salmon fingerlings were planted in 1966. [5] The coho salmon fishery was well-established by 1967, [6] with state biologists reporting that survivability of the 1966 plantings had exceeded expectations. [7]
Although the state's first coho salmon fishing season opened April 1, [8] the 1966 coho salmon plantings were not expected to make a big run until the fall of 1967. [9] (At the time, Michigan state law forbade the commercial harvesting of salmon.) [10]
The success of coho salmon fishermen around the Upper Peninsula of Michigan in April and May created much anticipation among fishermen in lower Michigan, where the salmon would move in the fall. [11] The Michigan State Department of Conservation encouraged the excitement by experimenting with catching methods and equipment, and reporting the results to anglers (almost none of whom in Michigan had any experience with fishing for salmon). [12] [lower-alpha 3] The department assigned two patrol boats to keep tabs on the coho as they moved south, and reported findings daily to fishermen. [15] Anticipation by fishermen for near-shore coho angling rose all throughout the summer of 1967. [16] Fisherman throughout the Midwest believed the best fishing in the nation would occur in Lake Michigan. [17]
The coho were slow to move toward shore; state experts said on August 2 that good near-shore fishing would probably begin in late August. [18] By Labor Day weekend (September 1 to 4), good coho fishing could be had just 1 to 2 miles (1.6 to 3.2 km) offshore, and many schools could be found just 660 to 900 feet (200 to 270 m) from shore. [19]
"Coho fever" struck Michigan. [20] [21] [22] By late August, hundreds of anglers were crowding the lake off the towns of Frankfort, Manistee, and Onekama in northern lower Michigan every weekend. [23] The week of August 28, at least 50 coho fishing boats could be seen on the water each weekday. [24] On Thursday, August 30 (the Thursday before the Labor Day weekend), at least 315 boats were counted offshore. [13]
The Detroit Free Press estimated that 19,000 anglers were on the water fishing for coho on Labor Day weekend. [19] Cars with license plates from all over the Midwest were seen in Manistee. [23] There were 600 to 800 small boats on the water off Manistee on Sunday, September 3, and Monday, September 4. [25] [23] Traffic clogged the roads around Frankfort, Manistee, and Onekama. [23] No boats were available for hire for miles along the coast from Sleeping Bear Bay south to Ludington. [13] [23] Fishing guides in the Manistee area had been booked for more than a year, and boat rentals could not be had. [26] Hotel reservations were very difficult to get in Benzie County, where the Platte River emptied into Lake Michigan, [27] and sporting goods stores in Manistee ran out of bait, lures, rods, and tackle. [27] [23] Boat launching sites and marinas at Frankfort, Manistee, and the mouth of the Platte River were overwhelmed. [23]
The United States Coast Guard expressed concern that coho anglers were not observing water safety rules. Most fishermen were in poorly-powered watercraft less than 18 feet (5.5 m) in length. [13] [lower-alpha 4] Boats under 18 feet could not handle the large lake swells, and could be easily swamped [27] due to low freeboard. [28] Anglers used airboats, cabin cruisers, canoes, houseboats, prams, sailboats, car-top dinghies, [25] kayaks, [29] and rubber rafts to fish on the lake. [14] [21] One Coast Guard employee saw a man fishing using pontoons lashed together with rope, and a few boards on top for seating. [21] Many boats had motors too under-powered for choppy lake weather. [30]
The fishing was heavy Labor Day weekend, but state officials said the coho run would not peak until some time between mid September and the first week of October. [25]
The second weekend of September (September 8 to 10) proved even more popular for coho anglers. An estimated 38,000 coho salmon anglers were on the water that weekend, [31] trolling between Manistee and the Platte River. [28] From 800 to 1,000 boats jammed the waters the week of September 11 to 14 at Manistee, while 1,500 to 1,700 vessels could be found there the weekend of September 15 to 17. [21] Cars with license plates from all over the nation were seen in Frankfort and Manistee, and more than 450 boats were counted off Manistee on Sunday, September 10. [32] A line 20 vehicles long backed up at the public boat launch in Manistee. [33] In Stronach Township, the state of Michigan leased a plot of land and created a 150-car parking lot and temporary access to the lake to accommodate demand. [33] Boat launching sites were still so packed, many anglers had taken to launching canoes and car-top boats from the beach. [21] The channel connecting Manistee Lake with Lake Michigan was so clogged with boat traffic that the Coast Guard found it difficult to get their own boats to Lake Superior. [21] The channel was so full, one Coast guardsman said, "I bet I could of walked the 100 yards across it by stepping from boat to boat." [31] Area restaurants were receiving deliveries of food three times a day to keep up with demand, [31] [33] there were long lines at gas stations, [33] and sporting goods stores as far away as Detroit were low on many items. [31] No boating equipment could be found for sale in Manistee. [21]
The Coast Guard and state boating safety experts reiterated that they remained apprehensive about the safety of many of the boats being used. "Coho fishing is presenting serious safety problems," said Robert Dyke, marine program supervisor for the boat and water safety division of the Michigan state department of conservation. [21] The Coast Guard station at Manistee, which usually had six rescue calls a year, had 40 such calls since Labor Day. [21] [lower-alpha 5] The Coast Guard warned fishermen to be alert for squalls, avoid overloading, and to have a compass and distress flares on board. [28] Some boats were going as far as 8 miles (13 km) offshore, taking unsafe, ill-equipped watercraft far beyond the point of safe return in case of a change of weather. [21] Seven boats sank in the area between September 1 and 15, [21] and 25 to 30 had capsized between September 1 and September 30. [35] In the past two weeks, the Coast Guard had issued 500 citations for various safety and regulatory violations to coho fishermen, [21] and towed a few boats with dead motors from quite a distance offshore. [28]
Michigan's "coho fever" in 1967 drew national media attention, [3] including a Sports Illustrated magazine cover. [3] [36]
Fishing pressure remained high the second week of September (September 13 to 14), with at least 550 boats a day counted off Manistee. That weekend (September 15 to 17), more than 1,000 boats were counted off Manistee on Saturday and 1,500 boats on Sunday. At Frankfort on Saturday, a traffic jam backed up for 2 miles (3.2 km) as anglers tried to use the public boat launch facilities. [29] Tom Lewis, president of Manistee Chamber of Commerce, called it a "madhouse". [37]
The September 15 to 17 weekend had seen some of the best coho salmon fishing of the season, and only served to heighten interest by anglers. [34]
The week of September 18 to 22, there were roughly 1,000 boats a day on the water between Manistee and Frankfort, [35] [22] where the best coho salmon fishing could be found along a 30-mile (48 km) stretch of coast. [34] [37] Another 1,000 vessels were counted in the waters off the mouth of the Platte River. [35] [22] Although excellent coho angling could be found off Manistee, Onekama, and Frankfort, the best fishing was found several miles off Arcadia, luring boaters far out onto the lake. [34] [lower-alpha 6]
A columnist for the Battle Creek Enquirer newspaper warned that there were "too many fishermen seeking coho who never fished anything bigger than lakes close to home". The schooling off Arcadia worried the Coast Guard, which said the biggest problem was boaters going too far out in boats that were too small. [34] Some small boats were going out as far as 9 miles (14 km). [35] [22]
The second full week of September had seen chilly overnight temperatures and stronger winds, [34] but Lake Michigan was seeing unusually calm weather. [29] On September 20, daytime temperatures rose from the mid 60sF to about 80F (from 18.3C to 26.6C). Coho salmon moved from about 5 feet (1.5 m) below the surface to about 25 feet (7.6 m) below, seeking cooler water. [38]
The forecast for Saturday, September 23, was good. The day before, the National Weather Service predicted partly cloudy skies with temperatures around 70 °F (21 °C). [39] North winds would be variable, [39] with a chance of showers in late afternoon or early evening. [39] [40] Precipitation would be 0.3 to 0.1 inches (7.6 to 2.5 mm). [41] [40] The morning of Saturday, September 23, the forecast remained almost the same. Weather was mostly fair, with a high around 70 °F (21 °C) and southerly winds 10 to 22 miles per hour (16 to 35 km/h), becoming stronger toward evening. [42]
However, winds were strong enough that the National Weather Service issued a small craft warning on Thursday, September 21. [43] The warning remained in effect on September 22 and September 23. [44] [45] The Coast Guard had worked hard all month to ensure that all fishermen were warned to look for the red triangular flag which meant a small craft warning. [46] [lower-alpha 7] But many fisherman did not heed the squall warnings. [20]
About 9,000 fishermen [44] [45] in roughly 700 [47] to 1,000 boats were estimated to have gone coho salmon fishing off Manistee and Frankfort on Saturday, September 23. [44] [45] [48] [49] [1] The Battle Creek Enquirer and Saginaw News newspapers said most of the boats were 12 to 20 feet (3.7 to 6.1 m) in length, [44] [45] while the New York Daily News quoted an unidentified local police department as saying most were 14 to 18 feet (4.3 to 5.5 m). [47] The Grand Rapids Press, however, said most of the watercraft were less than 16 feet (4.9 m) in length, and many were 10 feet (3.0 m) or less. [46] Some people were seen that morning fishing from small outboard-powered rowboats [48] and from canoes. [46] Many boats lacked life preservers, and had only 3 to 5 horsepower (2.2 to 3.7 kW) motors. [46]
The small craft warning on September 23 was made at 8 a.m., yet hundreds of boats went out on Lake Michigan even after it was made. [46] Some waves were as much as 8 feet (2.4 m) high by 10 a.m. A 16-foot (4.9 m) boat with a 75 horsepower (56 kW) motor headed for shore at 10 a.m. but was swamped. Another small craft with an 18 horsepower (13 kW) engine took 30 minutes to get just 0.25 miles (0.40 km) to shore. [46] Lake waters were dangerously rough by 10:30 a.m., [46] and Michigan State Police were sent to the shoreline where they used bullhorns to urge fishermen to return to shore. [20] The Battle Creek Enquirer reported, however, that the storm seemed to come on suddenly. [44]
The storm came out of the southwest, [44] began at about 9 a.m., [48] [49] increased in intensity gradually, [50] and broke in earnest at noon, [46] [44] [47] [49] affecting 40 miles (64 km) of the Michigan coast. [48] [45] Winds up to 40 miles per hour (64 km/h) [46] and waves 10 to 15 feet (3.0 to 4.6 m) high were recorded. [44] [45] [lower-alpha 8] Rain was so heavy that visibily was zero for two hours. [45] Some boats kept fishing even as waves 12 feet (3.7 m) in height broke over them. [46] The rain slowed at 4 p.m. but waves remained 4 to 5 feet (1.2 to 1.5 m) in height and rescue was nearly impossible. [46]
Most of the boats off Manistee made it safely to shore. [46]
Most of the boats off Frankfort did not. There were between 200 to 500 boats off Frankfort, and most of these attempted to seek shelter by rounding Point Betsie. They did not make it by the time the storm hit. [46] A sandbar about 400 feet (120 m) off the mouth of the Platte River made landings difficult there, and especially hazardous in rough weather. [49] Boats that turned south to try to reach Frankfort ran into winds reaching up to 30 miles per hour (48 km/h) and waves 25 feet (7.6 m) high. [49]
The Coast Guard said that most of the boats headed for shore as soon as it was clear that the squall was headed their way, but they started for shore too late to avoid it. [48] [50] Three hours after the storm hit, small boats were still streaming into local harbors. [47] [4]
Scores of boats were beached all along the shore from Manistee to Sleeping Bear Point. [46] [44] More than 200 small craft beached along a 7 miles (11 km) stretch of beach at Point Betsie. [47] [49] Many had smashed motors and ruptured hulls. [49] At least 65 boats came ashore near Empire, 11 miles (18 km) northwest of Point Betsie. [46] Six men were also rescued from the water off Empire. [4]
The U.S. Coast Guard, Manistee County Sheriff's Department, Benzie County Sheriff's Department, and even local police forces sent dozens of rescue workers onto the lake and along the beaches at about 4 p.m. as soon as weather permitted. [46] On the lake, the rescue force consisted of three Coast Guard planes, four Coast Guard cutters, [48] [50] and two Coast Guard helicopters. [44] [45] They were assisted by a number of large private boats, including several big private yachts. [44] [45]
A Coast Guard plane reported seeing 150 small boats capsized, some of them more than 2 miles (3.2 km) from shore. [45] [47] At least one cabin cruiser capsized. [47] Hundreds more were in distress. [1] Rain and patches of fog hindered rescue efforts. [47] A strong undertow made it very difficult to pull victims from the water. [46] William Jacobson, owner of Jacobson's Marine in Frankfort, ventured out in a tugboat to assist with rescue efforts, and said some waves were still as much as 25 feet (7.6 m) high. [46]
Lt. Governor William Milliken and U.S. Senator Robert P. Griffin flew to the disaster area [48] and toured it after dark. [50] [49] [lower-alpha 9] Michigan National Guard units at Cadillac and Manistee were ordered by Lt. Gov. Milliken to stand by. When it became clear they were not needed, they were released from duty later that evening. [50]
At least 46 people were injured, [51] and 10 people treated for exposure at Paul Oliver Memorial Hospital in Frankfort. [46]
Eight people drowned. [45] Those identified included Arthur De Hate, Donald H. Farr, William Meekoff, Sherman S. Molle, Earl H. Smith, and Bernard Van Koevering. [51] [lower-alpha 10]
Two men ignored Coast Guard warnings and went out after the storm ended, but when waves were still 3 feet (0.91 m) high. [51] Their boat capsized off Point Betsie 5 miles (8.0 km) north of Frankfort. [44] Their screams for help were heard after dark, and a Coast Guard rescue plane was dispatched from Traverse City to find them. [50] Once they were located, a Traverse County Sheriff's Department boat was sent to rescue them. One of the men drowned. His companion was rescued alive, but in shock from hypothermia. [4] A boat with five fisherman also returned to the lake after the storm had ended. They were rescued by the Coast Guard at 9:30 p.m., 5 miles (8.0 km) offshore, after 3-foot (0.91 m) waves capsized their boat. [49]
The streets of local towns were jammed with families seeking news about their loved ones. [46]
Despite the disaster, at least 60 small craft ventured back out onto the lake near dark after the storm ended, [44] even though waves were still 3 feet (0.91 m) high. [46] At least 50 boats remained on the bay at the mouth of the Platte River at dusk. [49] Hundreds of others still lolled in 5-foot (1.5 m) swells off Frankforst and Manistee at dusk. [45]
The sun broke through briefly before twilight, helping search efforts. [4] Waves 3 feet (0.91 m) high were still hitting the beach as late as 9 p.m., [44] and winds as high as 28 miles per hour (45 km/h) were expected overnight. [49]
Two Coast Guard planes and two Coast Guard helicopters continued to search Lake Michigan for victims until nightfall. [46] [49] Coast Guard boats also continued to search throughout the night for boats in distress as another squell approached. [48] [49] The Coast Guard expressed concern that boaters might try to return after dark, [49] so the Benzie and Manistee county sheriff department and the Michigan State Police sent officers on foot and horseback and in jeeps to roam the beaches, seeking survivors. [46] [49] Bonfires were lit along 10 miles (16 km) of coast, to warm survivors and to serve as beacon fires for any boats still lost on the lake. [44]
On September 24, 25, 26, and 27, Coast Guard aircraft flew 33 sorties and Coast Guard boats made 20 sorties in an attempt to locate all capsized or disabled craft and make any necessary rescues. [20] [1]
Hundreds of people remained unaccounted for after the storm. Most of them were safe on land, but had not contacted friends or family. [1] The Coast Guard began checking boat registrations to try to account for all boats. [44] By September 27, the Coast Guard had determined that only seven people had died. One remained unaccounted for. [1]
The coho salmon fishing season continued for another three weeks, during which time the Coast Guard maintained daily aircraft and small boat patrols of the area. [1]
In November 1967, the United States Department of Transportation convened a Marine Board of Investigation to investigate the tragedy. Among its findings were that many of those caught in the squall were inexperienced in fishing on Lake Michigan, and did not fully understand the risks involved or big-lake boating rules and guidelines. Those who died, and most of those rescued from the water, were not wearing life jackets. [20]

Lake Erie is the fourth-largest lake by surface area of the five Great Lakes in North America and the eleventh-largest globally. It is the southernmost, shallowest, and smallest by volume of the Great Lakes and also has the shortest average water residence time. At its deepest point, Lake Erie is 210 feet (64 m) deep, making it the only Great Lake whose deepest point is above sea level.
Lake Michigan is one of the five Great Lakes of North America. It is the second-largest of the Great Lakes by volume and the third-largest by surface area, after Lake Superior and Lake Huron. To the east, its basin is conjoined with that of Lake Huron through the wide and deep Straits of Mackinac, giving it the same surface elevation as its easterly counterpart; geologically, the two bodies are a single lake that is, by area, the largest freshwater lake in the world.
Manistee is a city in the U.S. state of Michigan. Located in southwestern Manistee County, it is part of the northwestern Lower Peninsula. Manistee is the county seat of Manistee County, and its population was 6,259 at the 2020 census. This makes Manistee the fifth-largest city in Northern Michigan.
The Huron–Manistee National Forests are two separate national forests, the Huron National Forest and the Manistee National Forest, combined in 1945 for administration purposes and which comprise 978,906 acres (3,960 km2) of public lands, including 5,786 acres (23 km2) of wetlands, extending across the northern lower peninsula of Michigan. The Huron–Manistee National Forests provide recreation opportunities for visitors, habitat for fish and wildlife, and resources for local industry. The headquarters for the forests is in Cadillac, Michigan.
The Chilkoot River is a river in Southeast Alaska, United States, that extends about 20 miles (32 km) from its source and covers a watershed area of 100 square miles (260 km2). The source of the river is in the Takshanuk Mountains to the west and the Freebee glacier and unnamed mountains to the east. From its source, the upper reach of the river extends approximately 16 miles (26 km) to the point where it enters Chilkoot Lake. From the downstream end of the lake, the lower reach of the river flows for about 1.5 miles (2.4 km) until it enters the Chilkoot Inlet, a branch at the northern end of the Lynn Canal.
Donner Lake, formerly known as Truckee Lake, is a freshwater lake in Northeast California on the eastern slope of the Sierra Nevada and about 20 miles (32 km) northwest of the much larger Lake Tahoe. A moraine serves as a natural dam for the lake. The lake is located in the town of Truckee, between Interstate 80 to the north and Schallenberger Ridge to the south. The tracks of the Union Pacific Railroad run along Schallenberger Ridge and closely follow the route of the original transcontinental railroad. The historic route of the Lincoln Highway, the first automobile road across America and US 40 follows the northern shoreline, then climbs to Donner Pass from where the entire lake may be viewed.
The Salmon River is a small river north of Syracuse in Upstate New York, the United States. It is a popular and economically important sportfishing destination, and the most heavily fished of New York's Lake Ontario tributaries. From its headwaters in the Tug Hill region of New York, it flows 44 miles (71 km) westward through two hydroelectric dams and over the 110-foot (34 m) Salmon River Falls before it empties into eastern Lake Ontario at Port Ontario in Oswego County. The Salmon River watershed drains approximately 280 square miles (730 km2).
Northern Michigan, also known as Northern Lower Michigan, is a region of the U.S. state of Michigan. A popular tourist destination, it is home to several small- to medium-sized cities, extensive state and national forests, lakes and rivers, and a large portion of Great Lakes shoreline. The region has a significant seasonal population much like other regions that depend on tourism as their main industry. Northern Lower Michigan is distinct from the more northerly Upper Peninsula and Isle Royale, which are also located in "northern" Michigan. In the northernmost 21 counties in the Lower Peninsula of Michigan, the total population of the region is 506,658 people.
The USCGC Acacia (WAGL-406/WLB-406) is an Iris-class 180-foot seagoing buoy tender operated by the United States Coast Guard. Acacia was a multi-purpose vessel, nominally a buoy tender, but with equipment and capabilities for ice breaking, search and rescue, fire fighting, logistics, oil spill response, and other tasks as well. She spent almost all of her 62-year Coast Guard career on the Great Lakes. After decommissioning she became a museum ship in Manistee, Michigan.
The Chilkoot Lake, in the Tlingit Indians region of Alaska, is also spelt Chilcoot Lake. Its other local names are the Akha Lake and Tschilkut S(ee), meaning "Chilkoot Lake". It is in Haines Borough, Alaska. Chilkoot also means "big fish". The lake has a ‘Recreation Site’ at its southern end near the outlet to the Chilkoot River, which is set amidst the Sitka spruce trees. Chilkoot River flows from the lake for a short length and debouches into the Lutak Channel at the head of the Chilkoot inlet near Haines. Chilkoot village, a settlement of Chilkoot Indians existed at the outlet of the lake, which was called Tschilkut or Tananel or Chilcoot; the lake is named after this village. This village is now a camping area developed by the State Parks and Outdoor Recreation Division of the Alaska Department of Natural Resources. The lake is a popular location for Kayaking.
The Manistee River is a 190-mile-long (310 km) river in the Lower Peninsula of the U.S. state of Michigan. The river rises in the Northern Lower Peninsula, and flows in a generally southwesterly direction to its mouth at Lake Michigan at the eponymous city of Manistee.
Muskegon Lake is a 4,150-acre (16.8 km2) fresh-water lake in Muskegon County, Michigan, USA. Located in the lower peninsula at the mouth of the Muskegon River, Muskegon Lake forms a 12-square-mile (31 km2) broad harbor along the eastern shoreline of Lake Michigan, approximately 2.5 miles (4.0 km) wide by 5.5 miles (8.9 km) long.
The New River is a stream, about 8 miles (13 km) long, on the southern coast of the U.S. state of Oregon. It begins slightly north of Floras Lake, at the confluence of the lake outlet and Floras Creek, and runs north behind a foredune until entering the Pacific Ocean between Bandon and Port Orford.
Tippy Dam or Tippy Hydro was built in 1918, and is a hydroelectric dam operated by Consumers Energy. The original name of the dam was Junction Hydro, but it was renamed to honor a Consumers board of directors member, Charles W. Tippy. The dam spans the Manistee River about 170 miles west from its headwaters, and approximately 20 miles east of its mouth with Lake Michigan, which includes Manistee Lake in Manistee as well.
The Manistee Pierhead lights are a pair of active aids to navigation located on the north and south pier in the harbor of Manistee, Michigan, "Lake Michigan’s Victorian Port City."
FV Pelican was a party boat, or head boat, operating out of Montauk, New York, which capsized on September 1, 1951, killing 45 passengers and crew, including the captain Eddie Carroll.
The Stannard Rock Light is a lighthouse located on a reef that was the most serious hazard to navigation on Lake Superior. The exposed crib of the Stannard Rock Light is rated as one of the top ten engineering feats in the United States. It is 24 miles (39 km) from the nearest land, making it the most distant lighthouse in the United States. It was one of the "stag stations", manned only by men, and had the nickname "The Loneliest Place in the World".
Gallinipper was a schooner that sank in Lake Michigan off the coast of Centerville, Manitowoc County, Wisconsin, United States. In 2010, the shipwreck site was added to the National Register of Historic Places.
The Flat Rock Dam is a decommissioned hydroelectric gravity dam crossing the Huron River. It is located in the city of Flat Rock in Wayne County in the U.S. state of Michigan. The dam was built by the Ford Motor Company in 1924 for hydroelectricity for the nearby Ford Motor Company Lamp Factory, which remained in operation until 1950.
SS Vernon was a wooden-hulled American passenger and package freighter that sank in a Lake Michigan storm on October 29, 1887, near Two Rivers, Wisconsin, with the loss of between 36 and 50 lives, making her one of the deadliest shipwrecks ever to have occurred in Wisconsin. Only one of the people on board survived.
