Benalla is a small city located on the Broken River gateway to the High Country north-eastern region of Victoria, Australia, about 212 kilometres (130 mi) north east of the state capital Melbourne. At the 2021 census the population was 9,316.

The Broken River, a minor inland perennial river of the Goulburn Broken catchment, part of the Murray–Darling basin, is located in the Alpine and Northern Country/North Central regions of the Australian state of Victoria. He held several ministerial positions in the Kennett government, including Minister for Agriculture and Resources, Minister for Tourism, Minister for Police and Emergency Services and Minister for Corrections. During his tenure as Deputy Premier, Kennett's Liberals actually held a majority in their own right. Although Kennett did not need the support of McNamara's Nationals, the coalition was retained.
