Local elections were held in Naga City, Camarines Sur, on May 10, 2004, as part of the 2004 Philippine general election. Voters elected a mayor, vice mayor, and members of the Naga City Council. [1]

Background

In 2001, Jesse Robredo returned to Naga City’s mayoralty after a three-year hiatus, winning a decisive victory under his locally organized reform coalition, NagAksyon. His return marked the continuation of participatory governance and urban development initiatives that had made Naga a nationally recognized model for good governance. Robredo’s comeback was met with strong public support, and his administration once again emphasized transparency, community consultation, and social accountability.

By the 2004 elections, Robredo was seeking re-election for a fifth overall term (his second consecutive term since his return). His political influence remained strong, backed by a broad alliance of civic leaders, professionals, youth volunteers, and barangay networks. Robredo ran under the local coalition banner of "Tsinelas Leadership", a reference to his grassroots-oriented governance style.

The opposition coalesced around a candidate supported by the Villafuerte political clan, whose provincial dominance often clashed with Robredo’s independent reform politics. The 2004 elections thus became a renewed contest between traditional political networks and Robredo’s civic-driven movement.

In addition to the mayoralty, the vice mayoralty and city council seats were hotly contested. Robredo’s team fielded a full slate, hoping to preserve its legislative majority in the Sangguniang Panlungsod to continue pushing local policy reforms. The race was also shaped by national political undercurrents, as the local elections coincided with the 2004 presidential race, influencing voter sentiments and campaign alliances.
