A new fifth district was carved out of the old first and second districts of Camarines Sur by virtue of Republic Act 9716, becoming the second district. The redistricting was seen to prevent President Gloria Macapagal Arroyo's son and incumbent 1st district representative Diosdado Ignacio Arroyo from being in the same district as Secretary of Budget and Management Rolando Andaya. It was also alleged that the new district fell short of the required minimum of 250,000 inhabitants in order to be a separate district. [3] The old third and fourth districts become the new fourth and fifth districts. Andaya's wife eventually run in his place but eventually withdrew for her husband on December 15, 2009, after filing for substitution. [4] On February 25, 2010, Andaya effectively resigned as Budget Secretary following a Supreme Court decision saying that all appointive officials running for office are deemed resigned. [5]
Incumbent Diosdado Macapagal Arroyo's (Lakas-Kampi-CMD), son of President Gloria Macapagal Arroyo, place of residence was moved from the first to the second district.

Lakas–CMD, popularly known as Lakas, was a political party in the Philippines. Its ideology and that of its successor is heavily influenced by Christian and Islamic democracy. The party's influence on Philippine society is very strong, especially after the People Power Revolution, which has led the country to elect two presidents from the party, namely Fidel V. Ramos, a United Methodist, and Gloria Macapagal Arroyo, a Roman Catholic.
Liwayway Vinzons-Chato is a Filipino politician. A member of the Liberal Party, she was elected as a Member of the House of Representatives, representing the Lone District of Camarines Norte beginning in 2007.
Lakas–CMD is a centre-right political party in the Philippines, influenced by Christian democracy and Islamic democracy. The current party originated in 2009 with the merger of the original Lakas–CMD party with the Kabalikat ng Malayang Pilipino (KAMPI); it was known as Lakas Kampi CMD until 2012. The party produced one president, Gloria Macapagal Arroyo, who was president when the two parties merged in 2009.
