The candidate with the most votes won that district's seat for the 15th Congress of the Philippines.
Note that Isabela, Basilan, despite being a part of the province of Basilan, is not a part of the ARMM. The voters in Isabela vote their representative as part of Basilan's legislative district. On the other hand, Cotabato City, despite not being a part of the ARMM and of Maguindanao, elects their representative as a part of the Maguindanao's 1st district.

Basilan, officially the Province of Basilan, is an island province of the Philippines located primarily in the Bangsamoro Autonomous Region. Basilan Island is the largest and northernmost of the major islands of the Sulu Archipelago. It is just off the southern coast of the geographic Zamboanga Peninsula.
Lakas–Christian Muslim Democrats, abbreviated as Lakas–CMD and popularly known as Lakas, was a political party in the Philippines. Its ideology and that of its successor is heavily influenced by Christian and Islamic democracy. The party's influence on Philippine society is very strong, especially after the People Power Revolution, which has led the country to elect two presidents from the party, namely Fidel V. Ramos, a United Methodist, and Gloria Macapagal Arroyo, a Roman Catholic.
