Camarines Sur,officially the Province of Camarines Sur,is a province in the Philippines located in the Bicol Region on Luzon. Its capital is Pili and the province borders Camarines Norte and Quezon to the northwest,and Albay to the south. To the east lies the island province of Catanduanes across the Maqueda Channel.
Naga, officially the City of Naga,or the Pilgrim City of Naga, is an independent component city in the Bicol Region. According to the 2020 census,Naga has a population of 209,170 people. The most populous in Camarines Sur and the second most populous following Legazpi in Albay.
Camaligan,officially the Municipality of Camaligan,is a municipality in the province of Camarines Sur,Philippines. According to the 2020 census,it has a population of 25,036 people. Camaligan rapidly became an urban town during the 1990s.

Ceferino "Joker" Paz Arroyo Jr. was a Filipino statesman and key figure in the 1986 EDSA People Power Revolution that ousted dictator Ferdinand Marcos. He was also known for being the thriftiest legislator,earning the title of "Scrooge of Congress",as he only had few staff members without bodyguards and did not use his pork barrel funds. In 2018,Arroyo was identified by the Human Rights Victims' Claims Board as a Motu proprio human rights violations victim of the Martial Law Era.

It is mandated primarily to provide higher technological,professional and vocational instruction and training in fisheries,trade,as well as short term technical and vocational courses,as the Board of Trustees may deem necessary,and shall promote research in the exploration and conservation of natural resources in the province. Its main campus is located in Nabua,Camarines Sur.

He represented the 1st district of Camarines Sur from 1998 to 2006 and again from 2010 to 2019. During the 17th Congress,he was a House Deputy Speaker from 2016 to 2018 and was subsequently elected House Majority Leader,serving from 2018 to 2019. In his inter-congressional years,he was the Secretary of Budget and Management from 2006 to 2010 in President Gloria Macapagal Arroyo's cabinet.
