In the United States, a recess appointment is an appointment by the president of a federal official when the U.S. Senate is in recess. Under the U.S. Constitution's Appointments Clause, the president is empowered to nominate, and with the advice and consent (confirmation) of the Senate, make appointments to high-level policy-making positions in federal departments, agencies, boards, and commissions, as well as to the federal judiciary. A recess appointment under Article II, Section 2, Clause 3 of the Constitution is an alternative method of appointing officials that allows the temporary filling of offices during periods when the Senate is not in session. It was anticipated that the Senate would be away for months at a time, so the ability to fill vacancies in important positions when the Senate is in recess and unavailable to provide advice and consent was deemed essential to maintain government function, as described by Alexander Hamilton in No. 67 of The Federalist Papers.

In the United States, a designated survivor is a person in the presidential line of succession who is kept distant from others in the line when they are gathered together, to reduce the chance that everyone in the line will be unable to take over the presidency in a catastrophic or mass-casualty event. The person is chosen to stay at an undisclosed secure location, away from such events such as State of the Union addresses and presidential inaugurations. The designation of a survivor is intended to prevent the decapitation of the government and to safeguard continuity in the presidency if the president, the vice president, and others in the presidential line of succession die. The procedure began in the 1950s, during the Cold War, with the idea that a nuclear attack could kill government officials and the U.S. government would collapse.

The first inauguration of Richard Nixon as the 37th president of the United States was held on Monday, January 20, 1969, at the East Portico of the United States Capitol in Washington, D.C. This was the 46th inauguration and marked the commencement of the first and eventually only full term of both Richard Nixon as president and Spiro Agnew as vice president. Chief Justice Earl Warren administered the presidential oath of office to Nixon, and Senate Minority Leader Everett Dirksen administered the vice presidential oath to Agnew. Nixon had narrowly defeated Hubert Humphrey, the incumbent vice president, in the presidential election. Nixon became the first non-incumbent vice president to be inaugurated as president, something that would not happen again until Joe Biden in 2021. This was also the last presidential oath administered by Chief Justice Earl Warren.

The match was to be played between the champions of 2019 League of Ireland Premier Division and 2019 FAI Cup, Dundalk, and Shamrock Rovers. It was due to take place on 9 February 2020, at Oriel Park but was postponed due to Storm Ciara. A new date for the match was to be announced but that did not happen due to the COVID-19 pandemic.
