The 2023 Formula Pro USA Winter Series was the third season of the winter series for Formula Regional and Formula 4 cars held as counterpart to the Formula Pro USA Western Championships. As is the main series, the winter championship is promoted and organized by Exclusive Racing and Exclusive Auctions. The championship was run under the same sporting regulations as the FIA-sanctioned Formula Regional Americas Championship and Formula 4 United States Championship.
All drivers competed with Honda-powered Ligier JS-F3 cars on Avon tires. [1]

The Japanese Super Formula Championship is a formula racing series held primarily in Japan. It is considered to be the pinnacle of single-seater racing in Japan or Asia as a whole, making it one of the top motorsport series in the region. The series is sanctioned by the Japan Automobile Federation (JAF) and managed by Japan Race Promotion (JRP). As of 2023, Super Formula is the second fastest racing series in the world after Formula One.
Canadian Tire Motorsport Park is a multi-track motorsport venue located north of Bowmanville, in Ontario, Canada, 64-kilometre (40 mi) east of Toronto. The facility features a 3.957 km (2.459 mi), 10-turn road course; a 2.9 km (1.8 mi) advance driver and race driver training facility with a 0.402 km (0.250 mi) skid pad and a 1.5 km (0.93 mi) kart track. The name "Mosport", a portmanteau of Motor Sport, came from the enterprise formed to build the track.

FIA Formula 4, also called FIA F4, is an open-wheel racing car category intended for junior drivers. There is no global championship, but rather individual nations or regions can host their own championships in compliance with a universal set of rules and specifications.
The Ligier JS P2 is a racing car designed and built by French manufacturer Onroak Automotive and named in partnership with French former racing driver Guy Ligier. Designed for the Le Mans Prototype 2 (LMP2) regulations, it is intended as a second option to Onroak's Morgan LMP2 that has been competing since 2012. As well as being the first closed-cockpit car offered by Onroak, it is also the first car they designed entirely in-house. The JS P2 debuted at the 2014 24 Hours of Le Mans, and has been campaigned in the FIA World Endurance Championship, European Le Mans Series, Asian Le Mans Series and IMSA WeatherTech SportsCar Championship.
Trenton Estep is an American professional racing driver. Estep grew up racing karts from the age of 4 years old in New Braunfels, Texas. He competed in various karting competitions such as SKUSA Pro Tour, Florida Winter Tour, US Open and Rotax Grand Finals in Portugal. In 2016 he made the transition from karts to open wheel cars. He entered the Formula Tour F1600, Canadian F1600 Super Series and F1600 Championship Series winning two Championships. He also ran in the opening round of the Redbull Global Rallycross Championship in Phoenix Arizona. In 2017 Estep made his transition from open wheel to cars in the North American Porsche GT3 Cup Series, with JDX Racing. Estep finished on podium 11 of 16 races with multiple wins placing 3rd in the Porsche GT3 Cup Championship. In 2018 he returned to the Porsche GT3 Cup series with JDX Racing with renewed sponsorship by Hertz Global along with a new sponsor Byers Porsche of Columbus Ohio. Estep went on to finish on Podium in 14 of 16 races winning the 2018 IMSA Porsche GT3 Cup Challenge Championship. A final honor to end his season was being chosen by Porsche Motorsports to attend the Porsche Junior Programme Shootout in Le Castellet at Circuit Paul Ricard. Estep was only 1 of 11 and the youngest at age 18 of the top Porsche drivers from all over the world under the age of 25 to receive the exclusive invite. At the end of the 2022 Porsche Carrera Cup North America season Trenton was chosen by Porsche Motorsport North America as a "Porsche Selected Driver" for 2023. Starting in 2019 through present Trenton is a professional driver coach and driver for MDK Motorsports based in Pataskala Ohio.
The Formula Regional Americas Championship powered by Honda is an FIA Formula Regional racing series that competes in the United States, with plans in the future to race in Canada and Mexico. The championship is sanctioned by SCCA Pro Racing, the professional racing division of the Sports Car Club of America, in conjunction with the Automobile Competition Committee for the United States, the United States representative to the FIA. Starting in 2020 the champion will win a scholarship to compete in Indy Lights. The F3 Americas Championship is updating its name to Formula Regional Americas Championship Powered by Honda in 2020.

The 2020 season was first season under the moniker of Formula Regional Americas, after a rebranding to align with the FIA single-seater development pathway. Linus Lundqvist won the championship, finishing 118 points in front of runner-up David Malukas, meanwhile Global Racing Group dominated the team's championship.

An 18-round schedule was announced on 12 September 2019, featuring six permanent road courses, two street circuits, and two ovals. Except for the two Indianapolis-area rounds, they were NTT IndyCar Series support races. The Indianapolis road course race was a stand-alone race because the NASCAR Cup Series Big Machine 400 weekend was combined with the GMR Grand Prix weekend as a double header so that weekend is full, and the Lucas Oil Raceway round, normally held on Indianapolis 500 weekend, is part of the USAC Silver Crown Series Dave Steele Classic round.

When the top rung of the Road to Indy ladder system, Indy Lights, was bought by Penske Entertainment in 2021 and the lower level series changed sanctioning to the United States Auto Club, changes were made to the other championships in the ladder. This, together with the Indy Lights being rebranded to Indy NXT, effectively ended the "Road to Indy" branding, with the three championships below Indy NXT now collectively called "USF Pro Championships Presented by Cooper Tires". The USF2000 Championship served as the middle rung of this ladder.
