From 7 January until 12 January 2023, separatist West Papua National Liberation Army (TPNPB) periodically attacked Oksibil, the seat of Bintang Mountains Regency, Highland Papua. According to the Regional Police of Papua, Bintang Mountains is one of 7 regencies that are vulnerable to separatist attacks. [1]

Background

Sebby Sambom  [ id ], the spokesman for TPNPB and OPM, revealed on January 7 that the 35th Regional Defense Commando "Eastern Stars" (Indonesian : Kodap XXXV Bintang Timur) planned to kill Indonesian policemen, destroy police vehicles, and burn down a 4G tower in Oksibil. [2]

Timeline

7 January: Shootout with armed criminal group

Combined TNI-Polri forces were involved in a shootout with an armed criminal group at Kabiding Road for 2 hours. The shootout began when La Ode Jamaludin, a motorcycle taxi driver (ojek) reported to the local police that he was shot on a bridge at Yapimakot Road. After the combined forces successfully defeated the armed criminal group, they escaped to a forest. [3] According to Inspector General Mathius D. Fakhiri, three police officers were injured in the shootout. [4]

9 January 2023: Burning of a school and airliner attacks

An armed criminal group whose leadership is unclear (possibly Nelson Mimin [5] or Ananias Ati Mimin [6] ) burned the teachers' room and a classroom [7] of the state vocational school SMKN 1 Oksibil building at around 10:30 AM local time. They also shot at Trigana and Dimonim Air aircraft, at 10:21 AM and 10:35 AM local time, respectively. [6] For the case of Trigana Air, a cargo Ikairos Caravan registered under PK-HVV [8] and piloted by Captain Tohirin was attacked when landing from Tanahmerah, Boven Digoel Regency. [5] After the attack, the aircraft returned to Tanah Merah. [9]

Because of the airliner attacks, Trigana Air temporarily stopped flight from or to Oksibil. [10] The state-owned air traffic controller AirNav Indonesia  [ id ] also withdrew all personnels from Oksibil Airport on 12 January to evacuate into Jayapura. [11] The armed criminal group threatened to eat the newcomers if they did not leave Bintang Mountains. [6]

11 January 2023: Burning of Dukcapil office

The 35th Regional Defense Commando (Kodap) of TPNPB burned a Department of Population and Civil Record (Disdukcapil) office at around 01:30 AM local time. The fire was only extinguished at around 03:15 AM local time. [12]

12 January 2023: Damaging of water pipe

In Mabilabol village, Oksibil, an armed criminal group led by Ananias Ati Mimin damaged a water pipe at 2:00 PM local time. Two days later, they also shot at a TNI aircraft ten times at Yapimakot village, Serambakon district, not far from Oksibil. [13]

Impacts

Commander of Korem 172/PWY, Brigadier General JO Sembiring stated that the economy in Oksibil was paralyzed by the separatist conflicts. [14] The civilians were still evacuating themselves to Koramil 1705-01 base and An-Nur Mosque. [15]

Trigana Air Flight 267 was a scheduled passenger flight from Sentani to Oksibil in the eastern Indonesian province of Papua. On 16 August 2015, the ATR 42 turboprop operating the service crashed on approach in the Bintang highlands region of Oksibil, killing all 49 passengers and 5 crew members.

Oksibil is a town and a district of Highland Papua in Indonesia that is also the administrative centre of the Pegunungan Bintang Regency. According to the 2010 census the district had a population of 4,087 inhabitants and on 2018 it increases to 4,566. The town is divided into eight villages (desa), with most populated one being Mabilabol with population of 1,460 in 2018 and the least populated one is Molbib Silibib with only 70 people living there according to Statistics Indonesia. Sex ratio in the district as of 2018 was 147 men for every 100 women. Other than being most populated, Mabilabol is also the most densely populated village.

Aviastar Flight 7503 was a regional flight from Masamba to Makassar, Indonesia. On 2 October 2015, the de Havilland Canada DHC-6 Twin Otter aircraft serving the route went missing with 10 on board near Palopo minutes after takeoff. There was no distress call from the plane.

On 18 December 2016, an Indonesian Air Force Lockheed C-130H Hercules crashed on Mount Lisuwa while approaching Wamena Airport in Wamena, Papua, Indonesia. The aircraft, which was flying a co-pilot training mission, was carrying twelve crew members of the Indonesian Air Force and one passenger. The aircraft was destroyed on impact; all thirteen occupants died.

Operation Cartenz' Peace, formerly Operation Nemangkawi, is a joint-operation conducted by Indonesian National Armed Forces and Indonesian National Police to curb armed separatist rebels in Papua. According to Papua Regional Police head, Mathius Fakhiri, there are currently six active separatist groups located mainly in Papua highlands. While there are two groups which became less active or retired after Operation Nemangkawi. Tinggi Nambut faction under Goliath Tabuni were beaten in October 2018, and 10 members were subdued by Police. Goliath Tabuni moved to Gome District and presumed retired. Lanny Jaya faction under Purom Wenda became less active after Police operation in Balingga District and its headquarters in Kali Mau. Some members of this group left and "return" to Indonesia.
