A by-election was held in the provincial riding of Vancouver-Mount Pleasant in British Columbia on June 24, 2023, to elect a new member of the Legislative Assembly of British Columbia following the resignation of NDP MLA Melanie Mark. [1]

The by-election was held on the same day as one in Langford-Juan de Fuca. [2] [3]

Background

Constituency

The seat covers an urban area in the city of Vancouver. The riding consists of its namesake neighbourhood Mount Pleasant and the eastern parts of downtown Vancouver including Chinatown and the Downtown Eastside.

Representation

The seat has been held by the British Columbia New Democratic Party for most of its history. [4] Future member of Parliament Jenny Kwan represented the seat from 1996 to 2015. [5]

On February 22, 2023, Melanie Mark announced her resignation as MLA and cabinet minister. In her resignation speech, Mark criticized how "institutions fundamentally resist change ... particularly colonial institutions and government at large", and said that she would "continue to advocate and fight from outside of this House". [6]

Melanie Joy Mark, also known by her Nisga'a name Hli Haykwhl Ẃii Xsgaak, is a Canadian politician in the province of British Columbia. A member of the New Democratic Party (NDP), she served as the Member of the Legislative Assembly (MLA) for Vancouver-Mount Pleasant from 2016 to 2023. From 2017 to 2020, she served as Minister of Advanced Education and Skills Training; from 2020 to 2022, she served as Minister of Tourism, Arts, Culture and Sport. Mark is the first First Nations woman elected to the Legislative Assembly of British Columbia, and the first First Nations woman to serve in the Cabinet of British Columbia. On February 22, 2023, Mark announced her intention to resign as MLA and cabinet minister, her resignation took effect April 14 of the same year.

An electoral redistribution in British Columbia was undertaken by the BC Electoral Boundaries Commission beginning in 2014 and was formalized by the passage of Bill 42, the 2015 Electoral Districts Act, during the 40th British Columbia Parliament. The act came into effect on November 17, 2015. The redistribution added two seats to the previous total, increasing the number of MLAs in the province from 85 to 87. The electoral boundaries came into effect for the 2017 election. The next redistribution is required to occur following the 2020 British Columbia general election.
