Abdulmunir "Munir" Mundoc Arbison (born November 12,1957) is a Filipino politician who served as the Representative of Sulu's 2nd district from 2001 to 2010 and from 2016 to 2022. He was generally supportive of Philippine and U.S. operations against radical Islamic groups such as the Abu Sayyaf Group and of peace efforts to resolve the conflict in Mindanao. His brother is Allayon M. Arbison Jr.
Arbison was born on November 12,1957,in Luuk to Abdurahman Arbison (Luuk mayor from 1998 to 2007) and Radzma M. Arbison (Luuk councilor and former president of the Association of Barangay Captains). His mother's family,the Mundoc,is a wealthy family in Luuk. He attended camp Andres elementary school,then Notre Dame of Jolo for high school. For college he attended Manuel L. Quezon University and was educated as a Civil Engineer. [1]
He is married to Hadji Maryam Napii Arbision,an entrepreneur who owns a rental car company in Zamboanga. He has 13 children and several grandchildren.
Arbison started his political career as an ally to the brothers Benjamin Loong and Tupay Loong. He made his way up in the engineering field,working successively as a civil engineer aide (1978–82) and civil engineer (1982–84) for the Ministry of Public Works and Highways in Jolo,during which time he consolidated his political access,influence and resources. He went on to become an assistant provincial engineer (1984–88),provincial engineer (1998-91) and finally district engineer (1991–2001) in Jolo during the term of Governor Habib Tupay Loong. [1]
Arbison grew to wield strong political influence within 10 of the 18 municipalities in Sulu,and at one point was believed to control approximately 34,000 votes focused in the area around Luuk. These votes were considered valuable currency in deciding the election of political posts in Sulu such as congressional representatives,vice governor,and governor. Over time he forged an alliance that ensured the Loong brothers of legislative victory,leading to the 2004 victory of Benjamin Loong as Governor of Sulu. However,in 2007 Arbison was believed to have switched alliances and supported Abdulsakur Tan;thus Benjamin Loong lost the election as governor,and Tupay Loong lost as first district congressman.
Because he had served three consecutive terms already,he became ineligible for the 2010 congressional election and yielded the seat to Nur-Ana Sahidulla. He ran for Governor of Sulu in the 2010 elections,gathering 48,837 votes,but lost to incumbent Sakur Tan. [2]
Arbison has been generally supportive of efforts to support peace in Sulu and counter radical Islamic groups such as the Abu Sayyaf Group:

Abu Sayyaf,officially known by the Islamic State as the Islamic State –East Asia Province,was a Jihadist militant and pirate group that followed the Wahhabi doctrine of Sunni Islam. It was based in and around Jolo and Basilan islands in the southwestern part of the Philippines,where for more than five decades,Moro groups had been engaged in an insurgency seeking to make Moro Province independent. The group was considered violent and was responsible for the Philippines' worst terrorist attack,the bombing of MV Superferry 14 in 2004,which killed 116 people. The name of the group was derived from Arabic abu,and sayyaf. As of April 2023,the group was estimated to have about 20 members,down from 1,250 in 2000. They used mostly improvised explosive devices,mortars and automatic rifles.

The Dos Palmas kidnappings was a hostage crisis in southern Philippines that began with the seizing of twenty hostages from the affluent Dos Palmas Resort on a private island in Honda Bay,Palawan,by members of Abu Sayyaf jihadist group on May 27,2001,and resulted in the deaths of at least five of the original hostages. Three of the original hostages were American citizens,Guillermo Sobero,and a married missionary couple,Martin and Gracia Burnham. At least 22 Filipino soldiers were killed in attempts to apprehend the captors and free the hostages in the 12 months following the initial hostage taking. An unknown number of captors were killed by government forces.

Benjamin "Ben" Tupay Loong (NPC) is the Vice Governor of Sulu Province (2009–present) in the Philippines,a part of the Autonomous Region in Muslim Mindanao. He was the Governor of Sulu Province from 2005 to 2007,and is the younger brother of Tupay T. Loong,the current representative from Sulu's 1st District.
Nur-Ana "Lady Ann" Indanan Sahidulla is a Filipino politician. She was a representative of Sulu Province's 2nd congressional district in the Autonomous Region in Muslim Mindanao (ARMM) from 2010 to 2013. She is a close ally of Abdusakur Mahail Tan.
Habib Tupay T. Loong was a Filipino politician who was a representative of Sulu's 1st congressional district in the Autonomous Region in Muslim Mindanao (ARMM). He is the older brother of Ben Tupay Loong,the current vice-governor,and himself served as Governor of Sulu for three terms. Together the "Loong Brothers" constitute a formidable political force in Sulu.

The 2001 rebellion of the Moro National Liberation Front Misuari faction against the Philippine government during the presidency of Gloria Macapagal Arroyo was led by Nur Misuari,the founder of the Moro National Liberation Front (MNLF). It began on November 19,2001,when members of a faction of the MNLF loyal to Misuari attacked a Philippine Army headquarters in Jolo,Sulu in the Philippines. The attack was meant to disrupt the Autonomous Region in Muslim Mindanao elections scheduled for November 26 of that year,which eventually replaced Misuari as governor.
In the morning of January 27,2019,two bombs exploded at the Roman Catholic Cathedral of Our Lady of Mount Carmel in Jolo,Sulu,Philippines. Twenty people were killed and 102 others injured. The bombings took place a week after the autonomy plebiscite held on January 21 for the creation of Bangsamoro. It is believed that the Abu Sayyaf carried out the attacks,and the Islamic State claimed responsibility. President Rodrigo Duterte responded by issuing an "all-out war" directive against the Abu Sayyaf. The bombings were widely condemned by other countries and organizations.
