Anna Isabel Poole,Lady Poole (born 11 August 1970) is a Senator of the College of Justice in Scotland. Prior to her appointment as Senator,she was a Judge of the UK Upper Tribunal,Administrative Appeals Chamber. [1] Lady Poole was educated at Madras College,St Andrews,and at Somerville and Magdalen Colleges,Oxford.
Lady Poole graduated with first class honours from Oxford University in Law in 1991 (BA Jurisprudence,MA). She completed a postgraduate Masters in 1993 (M.St,Oxon),and went on to qualify as a solicitor of England and Wales in London in 1996. After returning to Scotland,she became a Scottish solicitor in 1997 and an advocate in 1998. She was appointed as a Standing Junior Counsel to the Scottish Government in 2002,Second Standing Junior in 2009,and First Standing Junior in 2010. [2] In 2012,she took silk,becoming Queen's Counsel. She served as an ad hoc advocate depute in 2013.
In 2014 she was appointed as a part-time UK First tier Tribunal Judge in the Social Entitlement Chamber which she combined with practice at the bar. She was elevated to a salaried judge of the UK Upper Tribunal in 2018. [3] She was appointed to sit in the Upper Tribunal for Scotland in 2020.
In addition to her legal career,Lady Poole worked at the universities of Dundee and Edinburgh as a research assistant and a tutor respectively,and serves as Chancellor for the Diocese of Edinburgh. [4] She is a Fellow of the Chartered Institute of Arbitrators, [5] after completing a course in arbitration at the University of Aberdeen.
Lady Poole was formally installed at a ceremony in Parliament House on 10 January 2020. [6] She served as chair to the Scottish COVID-19 Inquiry between 14 December 2021 and 27 October 2022. She is a co-author of a book on judicial review with Sheriff Frances McCartney and Sheriff Lorna Drummond (A Practical Guide to Public Law Litigation in Scotland Drummond,McCartney and Poole,2019 [7] ) and is a contributor to Court of Session Practice edited by Lord Donald MacFadyen. Lynda Margaret Clark,Baroness Clark of Calton,known as Lady Clark of Calton,is a Scottish judge. She was formerly the Labour Member of Parliament for Edinburgh Pentlands. She was Advocate General for Scotland from the creation of that position in 1999 until 2006,whereupon she became a Judge of the Court of Session in Scotland.
The High Court of Justiciary is the supreme criminal court in Scotland. The High Court is both a trial court and a court of appeal. As a trial court,the High Court sits on circuit at Parliament House or in the adjacent former Sheriff Court building in the Old Town in Edinburgh,or in dedicated buildings in Glasgow and Aberdeen. The High Court sometimes sits in various smaller towns in Scotland,where it uses the local sheriff court building. As an appeal court,the High Court sits only in Edinburgh. On one occasion the High Court of Justiciary sat outside Scotland,at Zeist in the Netherlands during the Pan Am Flight 103 bombing trial,as the Scottish Court in the Netherlands. At Zeist the High Court sat both as a trial court,and an appeal court for the initial appeal by Abdelbaset al-Megrahi.
In the United Kingdom,the Judge Advocate General and Judge Martial of all the Forces is a judge responsible for the court-martial process within the Royal Navy,British Army and Royal Air Force. As such the post has existed since 2008;prior to this date the Judge Advocate General's authority related to the Army and the RAF while the Judge Advocate of the Fleet was the equivalent with regard to the Royal Navy.
There are various levels of judiciary in England and Wales—different types of courts have different styles of judges. They also form a strict hierarchy of importance,in line with the order of the courts in which they sit,so that judges of the Court of Appeal of England and Wales are given more weight than district judges sitting in county courts and magistrates' courts. On 1 April 2020 there were 3,174 judges in post in England and Wales. Some judges with United Kingdom-wide jurisdiction also sit in England and Wales,particularly Justices of the United Kingdom Supreme Court and members of the tribunals judiciary.
The Judicial Appointments Board for Scotland is an advisory non-departmental public body of the Scottish Government responsible for making recommendations on appointments to certain offices of the judiciary of Scotland. It was established in June 2002 on a non-statutory,ad hoc,basis by the Scottish Government,and was given statutory authority by the Judiciary and Courts (Scotland) Act 2008.
The Scottish Land Court is a Scottish court of law based in Edinburgh with subject-matter jurisdiction covering disputes between landlords and tenants relating to agricultural tenancies,and matters related to crofts and crofters. The Scottish Land Court is both a trial court and an appeal court;hearings at first-instance are often heard by a Divisional Court of one of the Agricultural Members advised by the Principal Clerk. Decisions of the Divisional Court can be appealed to the Full Court,which will consist of at least one legally qualified judicial member and the remaining Agricultural Member. Some cases are heard at first-instance by the Full Court,and these cases may be appealed to the Inner House of the Court of Session.
Francis Mulholland,Lord Mulholland,is a Scottish judge who has been a Senator of the College of Justice since 2016. He previously served from 2011 to 2016 as Lord Advocate,one of the Great Officers of State of Scotland and the country's chief Law Officer,and as Solicitor General,the junior Law Officer.
In the United Kingdom,a tribunal is a specialist court with jurisdiction over a certain area of civil law. They are generally designed to be more informal and accessible than 'traditional' courts.
Robert John Reed,Baron Reed of Allermuir,is a British judge who has been President of the Supreme Court of the United Kingdom since January 2020. He was the principal judge in the Commercial Court in Scotland before being promoted to the Inner House of the Court of Session in 2008. He is an authority on human rights law in Scotland and elsewhere;he served as one of the UK's ad hoc judges at the European Court of Human Rights. He was also a Non-Permanent Judge of the Court of Final Appeal of Hong Kong.
Leeona June Dorrian,Lady DorrianPC,KC is a Scottish advocate and judge who has served as the Lord Justice Clerk since 2016. She is the first woman to hold the position. She has been a Senator of the College of Justice since 2005,having served as a temporary judge for three years prior.
Paul Benedict Cullen,Lord Pentland,is a former Solicitor General for Scotland,a Senator of the College of Justice and former Chairman of the Scottish Law Commission.
James Edward Drummond Young,Lord Drummond Young,is a retired judge of the Supreme Courts of Scotland and was formerly Chairman of the Scottish Law Commission.
The judiciary of Scotland are the judicial office holders who sit in the courts of Scotland and make decisions in both civil and criminal cases. Judges make sure that cases and verdicts are within the parameters set by Scots law,and they must hand down appropriate judgments and sentences. Judicial independence is guaranteed in law,with a legal duty on Scottish Ministers,the Lord Advocate and the Members of the Scottish Parliament to uphold judicial independence,and barring them from influencing the judges through any form of special access.

Sarah Poyntell LaBudde Wolffe,Lady Wolffe is an American-born Scottish lawyer and judge who is currently a Professorship at the University of Strathclyde. She previously served as Senator of the College of Justice from 2014 to 2021. Wolffe was the first US-born member of the Scottish judiciary and the first woman appointed as a Commercial Judge in the Court of Session.
Dame Kathryn Mary Thirlwall,DBE,styled The Rt Hon Lady Justice Thirlwall,is an English judge of the Court of Appeal,and since December 2019 is the Senior Presiding Judge for England and Wales. She practised as a barrister from 1982,was a High Court judge from April 2010,and was promoted to the Court of Appeal of England and Wales in February 2017.
Roderick John MacLeod,Lord Minginish,also known as Roddy John,is a Scottish advocate. From 2014 until his retirement in December 2022,he was Chairman of the Scottish Land Court and President of the Lands Tribunal for Scotland. He was the first Gaelic-speaking chair of the court.
The Scottish Sentencing Council is an advisory non-departmental public body in Scotland that produces sentencing guidelines for use in the High Court of Justiciary,sheriff courts and justice of the peace courts. Judges,sheriffs,and justices of the peace must use the guidelines to inform the sentence they pronounce against a convict,and they must give reasons for not following the guidelines.
Lorna Allison Drummond,is a lawyer,a Senator of the College of Justice in Scotland,and the Justice of Appeal in the Court of Appeal in the Territories of St Helena,Ascension Island and Tristan da Cunha in the South Atlantic. She is a former crown counsel of Ascension Island,in which role,she advised the government on criminal and civil matters.
The Upper Tribunal for Scotland (UTfS) is a general appeal tribunal and superior court of record in Scotland.
