Arben Ahmetaj (born 28 June 1969) is an Albanian former politician who served as the Deputy Prime Minister of Albania from 2021 to 2022. Since 2013 previously has served in several important departments such as:Minister of Economic Development,Minister of Finance,as well as Minister of State for Reconstruction after the devastating earthquake in 2019 that occurred in the central area of the country. Arben Ahmetaj is accused of undeclared properties and investments as well as passive corruption by businessmen Klodian Zoto and Mirel Mërtiri in connection with the incinerator scandal. He is currently declared an international wanted by SPAK [3]
Arben Ahmetaj was born in Gjirokastra on June 28,1969. [4] He completed his studies in English,specializing in American and English Literature,at the University of Tirana. He completed his master studies at the University of Kentucky from 1995 to 1997 in International Trade and Diplomacy,as well as his doctorate at the University of Bucharest with the topic "Energy Security,International Security". [5] He successfully completed a scholarship to Georgetown University,Edmund Walsh School of Foreign Service,Washington D.C,and has been a participant in the Khokalis program at Harvard University. Arben Ahmetaj has worked as an external lecturer at the University of Tirana.
From 1998 to 1999,Ahmetaj held the position of Chairman of the General Directorate of Taxation. He served as Deputy Minister in the Ministry of Energy and Industry from 2003 to 2004 and as Deputy Minister in the Ministry of European Integration from 2004 to 2005. [5]
In 2018,Ahmetaj faced allegations regarding his alleged involvement in the Incinerator affair. [6] The accusations were brought forth by the Democratic Party,prompting further scrutiny and investigation. [7]
In response to the accusations,Ahmetaj was called upon to provide testimony before the Parliamentary Inquiry Committee,which convened from November 2021 to March 2022. [8] During his testimony,he faced numerous questions,particularly from the Chairwoman of the Inquiry Committee,MP Jorida Tabaku,concerning his association with individuals who purportedly profited 430 million euros from the state budget. Notwithstanding these inquiries,Ahmetaj denied any connections to Klodian Zoto and Mirel Mërtiri at that time,while simultaneously defending his support for the Tirana Incinerator project and the involvement of the aforementioned individuals. Following the conclusion of the Inquiry Committee's proceedings,Prime Minister Edi Rama took decisive action and dismissed Ahmetaj from his position. Subsequently,he was also removed from party offices. The gravity of the situation escalated when,in July 2023,the Special Prosecution Office (SPAK) forwarded a formal request to the Parliament seeking authorization for Ahmetaj's arrest. [10]
During this period,there were attempts by the Socialist Majority to prolong the process,which garnered attention and concern. Meanwhile,news began to circulate that Ahmetaj had left Albania. His lawyer,acting in accordance with the removal of his political immunity,revealed that his client had sought refuge in the United Kingdom. [11]
Sali Ram Berisha is an Albanian cardiologist and conservative politician who served as the president of Albania from 1992 to 1997 and as the 32nd prime minister of Albania from 2005 to 2013. Berisha has served as Chairman of the Democratic Party of Albania since 2022. He has previously held the position of Chairman from 1990 to 1992 and 1997 to 2013. He is the leader of opposition in Albania.
Edi Rama is an Albanian politician and painter who has been serving as the 33rd and incumbent prime minister of Albania since 2013 and chairman of the Socialist Party of Albania since 2005. He was Minister of Culture, Youth and Sports from 1998 to 2000. First elected mayor of Tirana in 2000, he was reelected in 2003 and 2007.

Special Structure against Corruption and Organized Crime, SPAK is an independent judicial entity tasked with investigating corruption and organized crime at the highest levels of government and society in Albania. It consists of the National Bureau of Investigation, the Special Prosecution and the Special Courts. Τhe legal basis of the entity is Article 148/dh of the Constitution of the Republic of Albania and Law No. 95/2016 "On the organization and functioning of institutions for the fight against corruption and organized crime".

Parliamentary elections were held in Albania on 25 April 2021 amid the COVID-19 pandemic to elect the 140 members of the parliament. Belind Këlliçi is an Albanian conservative politician. He has been currently appointed by the Democratic Party of Albania as the Political Leader of Tirana County for the upcoming elections in 2025. He was elected Member of Parliament for Tirana County in April 2021 general elections. The Albanian incinerator scandal has been described as a case of corruption and collusion between senior officials of the Rama government and businessmen in connection with the construction and operation of Albania's three municipal waste incinerators. According to BIRN "the incinerator concessions are the most controversial of a string of so-called ‘public-private partnerships’ undertaken by Rama’s government and, according to estimates of Albania’s Supreme State Audit, could cost Albanian taxpayers more than 350 million euros over the next 30 years."
Senior and high-ranking members of the state administration are accused of misappropriating public funds in favor of certain businessmen from whom they received financial compensation for awarding the concession contracts for the Elbasan, Fier and Tirana incinerators. SPAK’s investigation was launched on 2021 following a criminal report filed by the Democratic Party (PD) and the Socialist Movement for Integration (LSI).
