The diplomatic relations between Azerbaijan and Portugal established in 1992 after Portugal recognized the independence of Azerbaijan.
Azerbaijan, officially the Republic of Azerbaijan, is a country in the South Caucasus region of Eurasia at the crossroads of Eastern Europe and Western Asia. It is bounded by the Caspian Sea to the east, Russia to the north, Georgia to the northwest, Armenia to the west and Iran to the south. The exclave of Nakhchivan is bounded by Armenia to the north and east, Iran to the south and west, and has an 11 km long border with Turkey in the northwest.
Portugal, officially the Portuguese Republic, is a country located mostly on the Iberian Peninsula in southwestern Europe. It is the westernmost sovereign state of mainland Europe. It is bordered to the west and south by the Atlantic Ocean and to the north and east by Spain. Its territory also includes the Atlantic archipelagos of the Azores and Madeira, both autonomous regions with their own regional governments.
Portugal recognized the independence of Azerbaijan on January 7, 1992. On August 4, 1992 diplomatic relations between Azerbaijan and Portugal were established. [1]
Ambassador of Azerbaijan to Morocco Tarik Aliyev was appointed as the Ambassador to Portugal by the Presidential Decree issued on December 21, 2012. Mr. Aliyev presented his credentials to the President of Portugal Aníbal Cavaco Silva on January 14, 2013. [2] On the other hand, Ambassador of Portugal to Turkey serves as the Ambassador to Azerbaijan at the same time. Paula Leal da Silva is the Ambassador of Portugal to Azerbaijan since her credentials were accepted by the President of Azerbaijan Ilham Aliyev on 26 March 2017. [3]
The President of the Portuguese Republic is the executive head of state of Portugal. The powers, functions and duties of prior presidential offices, and their relation with the Prime Minister and cabinets have over time differed with the various Portuguese constitutions.
Aníbal António Cavaco Silva, GCC, GColL, is an economist who was the 19th President of Portugal, in office from 9 March 2006 to 9 March 2016. He had been previously Prime Minister of Portugal from 6 November 1985 to 28 October 1995. His 10-year tenure was the longest of any prime minister since António de Oliveira Salazar, and he was the first Portuguese prime minister to win an absolute parliamentary majority under the current constitutional system. He is best known for leading Portugal into the European Union.

The former President of Azerbaijan Heydar Aliyev paid a visit to Portugal to attend the Lisbon Summit of OSCE on December 2-3, 1996. [1] During this trip H. Aliyev met with the Prime Minister of Portugal António Guterres. [2] Former Ministers of Foreign Affairs of Portugal Jaime Gama visited Azerbaijan in July, 2001 and in March 2002; and Luís Amado paid a visit to Azerbaijan in July 2010. [1] The President of Azerbaijan Ilham Aliyev visited Portugal to participate Lisbon Summit of NATO on November 20-21, 2010. [1] During the trip of Azerbaijani representations, agreement between Portugal and Azerbaijan was signed on visa exemptions for those who hold diplomatic passports. Minister of State and Foreign Affairs of Portugal Paulo Portas had an official trip to Azerbaijan in June 2012. [2]
Heydar Alirza oglu Aliyev was an Azerbaijani politician who served as the third President of Azerbaijan from October 1993 to October 2003. As national president he held constitutional powers, but his influence on Azerbaijani politics had begun years earlier. As a young man he had joined the Azerbaijan SSR People's Commissariat for State Security (NKGB) and quickly rose to the rank of Major-General.
Prime Minister is the current title of the head of government of Portugal. As head of government, the Prime Minister coordinates the actions of ministers, represents the Government of Portugal to the other bodies of state, is accountable to Parliament and keeps the President informed. The inter-parliamentary cooperation between the two countries is carried out by the Working Group on Azerbaijan-Portugal inter-parliamentary relations from Azerbaijan. Milli Majlis established the Working Group on Azerbaijan-Portugal inter-parliamentary relations on 5 December 2000. [7] According to the decision of Milli Majlis dated 4 March 2016, the head of the Working Group on Azerbaijan-Portugal inter-parliamentary relations is Agiya Nakhchivanli. [8]
Bilateral merchandise trade between Azerbaijan and Portugal totaled 352,62 million USD, while import volume of Azerbaijan was 7,33 million USD, and export was 345,29 million USD for January - September, 2017. For the same period (January-September 2017), the share of Portugal was 2.46% in the foreign trade turnover of Azerbaijan, including 0.12% in imports and 4.24% in exports. [9] Azerbaijan-Portugal business forum was conducted in Baku in June 2012 organized by Azerbaijan Export and Investment Promotion Foundation (AZPROMO) with the support of the Ministry of Economic Development of Azerbaijan. The Politics of Azerbaijan takes place in a framework of a semi-presidential republic, with the President of Azerbaijan as the head of state, and the Prime Minister of Azerbaijan as head of government. Executive power is exercised by the president and the government. Legislative power is vested in both the government and parliament. The Judiciary is nominally independent of the executive and the legislature. The state system of Azerbaijan defines the Constitution of the Republic of Azerbaijan. According to the constitution, Azerbaijan is a democratic, secular, unitary republic.
Vilayat Mukhtar oglu Guliyev is an Azerbaijani politician who was Minister of Foreign Affairs of Azerbaijan from 1999 to 2004. He was elected to the Azeri parliament in 1996 as a supporter of President Heydar Aliyev. He served as Minister of Foreign Affairs under Aliyev, and for short term under his son, Ilham, from October 1999 until April 2004, when he was replaced by Elmar Mammadyarov.
Mehriban Aliyeva is an Azerbaijani physician and ophthalmologist, the First Vice President and First Lady of Azerbaijan, the head of Heydar Aliyev Foundation, the chairperson of Azerbaijani Culture Friends Foundation, the President of Azerbaijani Gymnastics Federation, and the goodwill ambassador of UNESCO and ISESCO.
Azerbaijan and Israel have engaged in intense cooperation since 1992. Azerbaijan is one of the few majority Muslim countries besides Turkey, Egypt, Jordan and the former Soviet republics to develop bilateral strategic and economic relations with Israel. In his meeting with Israel Prime Minister Benjamin Netanyahu President Ilham Aliyev praised the active role of Jewish community living in Azerbaijan in developing bilateral relations between the countries.
In 1991 Azerbaijan recovered its independence from the Soviet Union which was recognized by Greece in December 31, 1991. Diplomatic relations established in 1992. The Greek embassy in Baku was opened in the spring of 1993. The embassy of Azerbaijan in Athens was opened in August 2004.
Azerbaijan–United Kingdom relations, are foreign relations between Azerbaijan and the United Kingdom. The Embassy of Great Britain in Azerbaijan opened in 1992. The Embassy of the Republic of Azerbaijan in London opened in 1994. Both countries are members of the Council of Europe, the Organization for Security and Co-operation in Europe.

The Ministry of Ecology and Natural Resources of Azerbaijan Republic is a governmental agency within the Cabinet of Azerbaijan in charge of regulation of the activities in the country relating to ecology, environmental protection and use of natural resources of Azerbaijan.
