B. V. R. Subramaniyam (born 6 September 1961) is a retired 1988-batch Chhattisgarh cadre Indian Administrative Service (IAS) officer. He has been Secretary in the Ministry of Commerce &Industry,Chief Secretary-Jammu &Kashmir,Principal Secretary-Government of Chhattisgarh,and has held positions in the Prime Minister’s Office. He has previously served in the Prime Minister’s Office (PMO) under both Manmohan Singh and Narendra Modi. He has been instrumental in containing insurgency in Chhattisgarh in the 2010s. In February 2023,he has taken charge as 4th CEO of NITI Aayog. [2]
BVR Subrahmanyam belongs to Andhra Pradesh. He is a 1987-batch IAS officer with a B.E. degree in Mechanical Engineering from Delhi Technological University in 1983. [3] He also has a management degree from London Business School. [3] Subrahmanyam worked in the PMO between 2004–2008 and March 2012–March 2015,serving under Prime Minister Manmohan Singh and Narendra Modi. [4] In between his PMO stints he worked with the World Bank. In 2015 he was shifted to Chhattisgarh where he was a principal secretary followed by Additional Chief Secretary (Home). [5] [3] He also held additional charges of jail and transport during his tenure there. [3] Subrahmanyam was appointed by the Appointments Committee of the Cabinet as the Chief Secretary of Jammu and Kashmir in place of B.B. Vyas on 20 June 2018 following the collapse of the PDP-BJP coalition government. [6] [4]
In March 2015 BVR Subrahmanyam was shifted to Chhattisgarh. Chhattisgarh chief minister Raman Singh had personally requested Prime Minister Manmohan to shift Subrahmanyam to Chhattisgarh. Initially he was a principal secretary followed by Additional Chief Secretary (Home) with additional charges of jail and transport. [3] BVR Subrahmanyam is known for his role in conflict zone administration in the state. He pushed the coordination and cooperation between the central security forces and the state police. This,along with his on-field approach,and a change in defensive tactics to offensive strategies,has been effective in countering the Maoist insurgency in the region. He also coordinated the construction of fast tracked roads,which are considered an import factor in dealing with the Maoists. [3]
In August 2020,BVR Subrahmanyam,while speaking to some journalists,had said that "J&K was a 'broken state' —the governance was broken badly,there was no system,no rules,and decay began a long time ago. Not a single soul had cried over detention of political and separatist leaders in August last year,when Centre scrapped J&K’s status". [7] [8] He drew a lot of flak for this from politicians in Kashmir,including the Jammu and Kashmir Apni Party who asked the Chief Secretary to remain "apolitical". [9] Under Subrahmanyam,the first year of the Union Territory of Jammu and Kashmir oversaw the funding of 2,273 infrastructure projects worth Rs 5,979 crore,which had been pending for the past 5–10 years,were sanctioned and 506 completed. BVR Subramanyam serves as the CEO of NITI Aayog,the policy think tank of the Government of India. In his role,he has been instrumental in shaping various initiatives and policies to drive India's growth and development. [2] One significant program he unveiled is the "Growth Hub" initiative,aimed at tapping the economic potential of 20 Indian cities to drive urban growth. This program is designed to foster collaboration between cities,enhance competitiveness,and promote sustainable urban development. Subramanyam's leadership at NITI Aayog reflects a commitment to innovative governance and strategic planning,aligning with the broader goals of the Indian government to achieve inclusive growth and sustainable development. BVR Subramanyam,as the CEO of NITI Aayog,played a significant role in the discussions related to the G20 meetings,focusing on green and sustainable growth for the global economy. Subramanyam's involvement in these discussions underscores his role in shaping India's stance on global economic and environmental issues,contributing to the India's active participation in international forums like the G20. Mehbooba Mufti Sayed is an Indian politician and leader of the Jammu and Kashmir People's Democratic Party (PDP),who served as the 9th and last chief minister of the erstwhile state Jammu and Kashmir from 4 April 2016 to 19 June 2018. She was the first female chief minister of Jammu and Kashmir. After the revocation of Article 370 of the constitution in August 2019,Mufti was detained without any charges at first and later under the Jammu and Kashmir Public Safety Act.
Omar Abdullah is an Indian politician who is currently serving as the chief minister of the union territory of Jammu and Kashmir. He had previously served as the chief minister of the state of Jammu and Kashmir between 2009 and 2014,and is the current vice president of the Jammu and Kashmir National Conference,a position he has held since 2009. Abdullah also served as a member of parliament in the Lok Sabha from 1998 to 2009,representing the Srinagar parliamentary constituency,and was a union minister of State for External Affairs.

He was awarded Padma Shri by the Government of India in 2009. He is Dean of the School of International Studies,Chair &professor at Jawaharlal Nehru University,honorary professor of international relations at the University of Melbourne and Distinguished Fellow of the Australia India Institute. Until 19 June 2018,he served as Advisor to the Chief Minister of Jammu and Kashmir,with the status of a Cabinet Minister. Amitabh Mattoo was the Vice Chancellor of the University of Jammu from 2002 to 2008 and the youngest Vice Chancellor of a public university,then,to be appointed to that position in the history of independent India.
Principal secretary is a post in state governments and the central government of India. The position holder is generally a senior Indian Administrative Service officer or other senior civil servants. Principal secretaries generally are the administrative heads of departments in a state government. They can also be deputed to central government in the post of a Joint secretary to Government of India.
Arvind Panagariya is an Indian economist who is holding the position of Jagdish Bhagwati Professor of Indian Political Economy at Columbia University and the Director of Deepak and Neera Raj Center on Indian Economic Policies at School of International and Public Affairs at Columbia University in New York City. He served as first vice-chairman of the government of India think-tank NITI Aayog between January 2015 and August 2017. He has been appointed as the chairman of 16th Finance Commission by the government of India. He is a former Chief Economist of the Asian Development Bank. He was awarded the Padma Bhushan by the President of India in 2012 for his contributions in the field of economics and Public Policy.
K Vijay Kumar,IPS,is a retired IPS officer. He was the chief of the Special Task Force of Tamil Nadu that was involved in the death of the Veerappan during Operation Cocoon of 2004. He had also been the senior advisor to Home Ministry for the Left Wing Extremism areas. He served as the Advisor to the Governor of Jammu and Kashmir with Home,Forest,Ecology &Environment,Health &Medical Education,Youth Services &Sports,Hospitality &Protocol,Civil Aviation,Estates and Information portfolios. Currently he has joined back as senior security adviser in Ministry of Home Affairs in December 2018.
Shah Faesal is an Indian bureaucrat currently posted as Deputy Secretary in the Ministry of Culture (India) In 2010,Faesal secured Rank 1 and became the first Kashmiri to top the Indian Civil Services Examination. He tendered his resignation from the Indian bureaucracy in protest on 9 January 2019,citing "unabated killings" in Kashmir among other things,which,reportedly,was "never accepted" by the central government and he even withdrew the same later.
J&K Sainik School Manasbal is located 32 km (20 mi) from Srinagar. It is a military school in Ganderbal district of Jammu and Kashmir,India,preparing students for the National Defence Academy and other allied courses. It is an English-medium school affiliated to the Central Board of Secondary Education in New Delhi. Each year entrance exam is conducted for admission of students to class VI and class IX.
Anil Goswami is an Indian Administrative Service officer of Jammu and Kashmir cadre and held the post of Union Home Secretary of India in the Ministry of Home Affairs till February 2015. He succeeded Raj Kumar Singh. He is the first civil servant from the state to hold this position. His son is the popular television actor Bhanu Uday.
The 2014 Jammu and Kashmir Legislative Assembly election was held in the Indian state of Jammu and Kashmir in five phases from 25 November –20 December 2014. Voters elected 87 members to the Jammu and Kashmir Legislative Assembly,which ends its six-year term on 19 January 2020. The results were declared on 23 December 2014. Voter-verified paper audit trail (VVPAT) along with EVMs were used in 3 assembly seats out of 87 in Jammu Kashmir elections.

He served as chairman of the United Nations Panel of External Auditors and the Asian Organization of Supreme Audit Institutions. He is currently the external auditor of the WHO (2020-2023),succeeding the Auditor General of the Philippines. He was the Inaugural Lieutenant Governor of the Union Territory of Jammu and Kashmir till 6 August 2020. He is a retired 1985 batch IAS officer of Gujarat cadre and was principal secretary to Narendra Modi during his tenure as the Chief Minister of Gujarat.
Amitabh Kant is presently India's G20 Sherpa. He is an Indian bureaucrat and the former chief executive officer of NITI Aayog,a public policy think tank of the Government of India. He is a retired member of the 1980 Indian Administrative Service (IAS) batch,the central civil service of the Government of India.
Shahid Iqbal Choudhary is a 2009 batch Indian Administrative Service officer from Jammu and Kashmir cadre and the current Secretary,Department of Rural Development and Local Self Government,Jammu &Kashmir. He secured an All India Rank 51 in the UPSC's Civil Services Examination for the year 2008. Shahid was the first Muslim from Jammu region and first Gurjar from J&K to get into Indian Administrative Service as a direct recruit from IAS.
The Administration of Union Territory of Ladakh(sic) is the governing authority of the Indian union territory of Ladakh and its two districts. The Administration is led by a Lieutenant Governor appointed by the President of India who acts on behalf of the central Government of India. Ladakh does not have an elected legislative assembly. The two districts of Ladakh both elect their own autonomous district council-the Leh Autonomous Hill development council and the Kargil Autonomous Hill development Council,which have competence over a range of domestic affairs.

After serving at the World Bank for 28 years,Bery served as the Chief Economist of Oil and Gas supermajor Royal Dutch Shell,based in The Hague,Netherlands. He is a Global Fellow in the Woodrow Wilson International Center for Scholars in Washington DC and a Non-resident Fellow of Brussels based think tank Bruegel. He was the former director general of National Council of Applied Economic Research and the former Indian country director of International Growth Centre.
Parameswaran Iyer is an Indian civil servant and the former CEO of NITI Aayog. He is currently serving as India's nominee as an Executive director in World Bank.
