Barbara Nekesa Oundo is a Ugandan politician and diplomat, who serves as Uganda's High Commissioner to South Africa, based in Pretoria. [1] In that capacity, she also represents her country, to the nations of South Africa, Botswana, Namibia, Lesotho and Swaziland. [2]

She previously served as the state minister for Karamoja affairs in the Cabinet of Uganda. She was appointed to that position on 27 May 2011. [3] She replaced Janet Museveni, who was appointed minister for Karamoja affairs. Oundo has also served as the elected member of Parliament for Busia District women's representative in the 9th parliament (2011 to 2016). [4]

Background and education

She was born in Busia District in the Eastern Region on 6 June 1984 to Mary Hadudu, mother to nine other girls and Edward Wabudi, a local councillor. [4] She attended the Bubulo Girls School in Mbale for her middle school education (O-Level) and Mbogo High School in Kawempe for her high school studies (A-Level). [5] In 2009, she graduated from Makerere University in Uganda with a Bachelor of Human Resources Management degree. [4]

Career and family

Since 2007, she was married to Charles Oundo, a foreign service officer, whom she met while an undergraduate at Makerere University. They are the parents of two sons. In 2011, she successfully ran on the National Resistance Movement (NRM) political party ticket for the parliamentary Busia district women's constituency seat. In May 2011, she was appointed state minister for Karamoja affairs, reporting directly to Janet Museveni, Uganda's first lady and, at the time, minister for Karamoja affairs. [4]

In 2017, she divorced her first husband, Charles Oundo. In December 2018, she was married to Hajji Suleiman Lumolo Mafabi, a businessman, based in Mbale, in the Eastern Region of Uganda. The private ceremony took place at their home in Muyenga, an upscale neighborhood in Kampala, Uganda's capital city. [6] [7]

She is the current appointed National Treasurer of the ruling National Resistance Movement (NRM) Amb. [8]

Loss of political positions

In November 2015 during the NRM primaries, incumbent Oundo received 28,750 votes while her closest challenger, Nina Irene Nekesa Wandera, received 25,443 votes. Wandera then petitioned the party's electoral commission with alleged evidence of electoral malpractice by Oundo. [9]

During the 2016 parliamentary elections, Oundo lost to incumbent Jane Nabulindo Kwoba, who ran as an independent. [10] [11] In the cabinet list released by the Office of the President on 6 June 2016, Oundo was not included. [12]

Beatrice Mukaye Wabudeya is a Ugandan veterinarian and politician. She is the former Minister for Kampala Capital City Authority (KCCA), in the Ugandan Cabinet, from 17 March 2011 until 27 May 2011. Prior to that, she served as the Minister for the Presidency, from 2006 until May 2011. In the cabinet reshuffle of 27 May 2011, she was replaced at the Ministry for the Presidency by Kabakumba Masiko. She formerly served as the Member of Parliament (MP), representing Sironko District Women's Constituency from 2001 until 2011.

She previously served as the Minister of State for Water Resources, from 1 June 2006 until 27 May 2011. In the Cabinet reshuffle on 27 May 2011, she was dropped from the cabinet and was replaced by Betty Bigombe. She also served as the elected Member of Parliament for Pallisa District Women's Representative, from 2001 until 2011. In 2010, Pallisa District was split into two, to create Kibuku District. <span class="mw-page-title-main">Samia tribe</span>

Samia speaking people live in Western Kenya and Eastern Uganda. They are composed of several clans and their ancient economic activities include fishing in Lake Victoria and other rivers such as River Sio, crop farming (obulimi), and animal farming (obutuki). The Samia speaking people, as widely known by other tribes, predominantly live in Busia districts and speak a dialect similar to the Luhya tribe in Kenya. However, on the Ugandan side there is a slight variation in the dialect spoken by the Samia of Southern Busia on the fringe of Lake Victoria and those of North Busia district closer to Tororo District. The former speak Olusamia while the latter speak Olugwe. The two dialects are difficult to differentiate by non Samia speaking people but easily discernible by the natives.and in Uganda mainly found inbusia and Namayingo district.

Mariam Najjemba Mbabaali, formerly known as Rosemary Najjemba Muyinda is a Ugandan politician. She served as the State Minister for Urban Planning in the Ugandan Cabinet from 15 August 2012, until 6 June 2016, when she was dropped from cabinet. In the cabinet, she replaced Justine Lumumba Kasule, who was appointed Government Chief Whip. Najjemba served as the elected Member of Parliament for Gomba County, Gomba District on the National Resistance Movement (NRM) political party ticket, for two consecutive terms, from 2006 until 2016.

Beti Olive Namisango Kamya-Turomwe, also known as Betty Kamya and Beti Kamya, is a businesswoman and politician in Uganda, the third-largest economy in the East African Community. She is the Inspector General of Government in Uganda, since 16 July 2021.

Julius Wandera Maganda, also Julius Maganda, is a Ugandan politician. He was the State Minister for East African Affairs in the Ugandan Cabinet. He was appointed to that position on 6 June 2016, serving there until May 2021.

Moses Kizige, is a Ugandan politician, currently State Minister for Karamoja in the Ugandan Cabinet. He was appointed to that position on 6 June 2016, replacing Barbara Nekesa Oundo, who was dropped from cabinet. Kizige also serves as the elected member of parliament, representing Bugabula North Constituency, in Kamuli District, in the 10th Parliament of Uganda (2016–2021).

Mary Goretti Kitutu, also Mary Goretti Kitutu Kimono is a Ugandan academic, politician and environmentalist. She was appointed Minister for Karamoja Affairs on 8 June 2021, replacing John Byabagambi, In 2023 Minister Kitutu Swindled 9,000 iron Sheets which were meant for the vulnerable People of Karamoja hence this led to her arrest where court sent her to Luzira Prison. She was the Minister of Energy and Mineral Development, in the Ugandan Cabinet, from 14 December 2019 to 8 June 2021. Before that, from 10 June 2016, until 14 December 2019, she served as the State Minister for the Environment in the Cabinet of Uganda. Dr Mary Kitutu concurrently serves as the elected Manafwa District Women's Representative, in the 10th Parliament.

Godfrey Ssuubi Kiwanda is a Ugandan politician. He was the State Minister for Tourism in the Ugandan Cabinet. He was appointed to that position on 6 June 2016. He concurrently serves as the elected representative of Mityana County North, Mityana District in the 10th Ugandan Parliament (2016–2021).


Jane Nabulindo Kwoba is a Ugandan politician, teacher by profession and legislator. She represents the people of Busia District as district Woman representative in the parliament of Uganda. She is an independent member of parliament, she entered parliament after defeating former minister for karamoja affairs and National Resistance Movement member Barbara Nekesa Oundo who is currently serving as ambassador to south Africa. She lost to Hellen Auma Wandera in the 2021-2026 Parliamentary Elections.

Hellen Auma Wandera is a Ugandan politician who is the Busia District Women Representative elect in Uganda's elect 11th Parliament. She serves on the Committee on Presidential Affairs in the eleventh parliament of Uganda.
