Brendan Francis John Horan (born 9 July 1961) is a New Zealand former politician and former list MP,who was elected to the New Zealand Parliament in 2011 for the New Zealand First party. He was expelled from the New Zealand First caucus on 4 December 2012 and served the remainder of his term as an Independent. [1] [2] Horan is of Māori descent with affiliations to Ngāti Maniapoto. [3]
Horan was a weather presenter for Television New Zealand's ONE News,running on a regular cycle with Karen Olsen and Natalie Crook. He started in March 2005,and took redundancy in 2007 when former TV1 weather presenter Jim Hickey returned after nearly 4 years absence on the air. [4] [5] His final weather presentation was on 7 September 2007.
Horan has been a professional lifeguard and coach,and was a New Zealand Surf Lifesaving Iron Man champion. He also represented New Zealand and Australia in waterpolo,and was a New Zealand outrigger canoe champion. [5] [6]

In the 2008 general election,Horan contested the East Coast electorate for the New Zealand First party. He came third in electorate votes [7] but due to New Zealand First's poor showing in party votes,was not elected from the party list. [8]
At the 2011 general election Horan stood in Tauranga,narrowly coming third (by 96 votes) behind the Labour candidate. [9] However,he was elected as a list MP for New Zealand First,after being ranked sixth on their party list.
In October 2012 he helped save the life of Indonesian MP Atte Sugandi by giving him CPR when the MP collapsed at a UN conference in Japan. [6]
In November 2012 Horan was accused of taking money from his dying mother's bank account and spending it on gambling. [10] At first Winston Peters refused to say whether he still had confidence in Horan, [11] but on 4 December expelled him from the party. [2] Horan wasn't informed until Peters made the announcement in Parliament. [12]
Horan flatly denied the allegations, [13] and vowed to continue as an independent MP, [14] despite only making it into Parliament as a list MP,without an electorate.
On 10 December 2012,Horan admitted making 144 calls to gambling agency TAB on his taxpayer-funded phone,but denied he had a gambling problem:"There were 144 calls in 10 months. Most of those days,I was lying with mum,on her bed,watching Trackside." [15] Later that day he notified the Speaker he was no longer a member of NZ First,making his independence from the party official. He also called for an investigation into who leaked his phone records to the media. [16]
In 2013,Horan announced his intention to form a new political party. [17] In January 2014 he launched the NZ Independent Coalition, [18] which,following the general election on 20 September 2014 did not win any seats or cross the 5% party vote threshold to stay in Parliament. [19] Horan stood in the Bay of Plenty electorate,coming fifth. [20]
In 2016,the NZ Independent Coalition was deregistered. [21] Also in 2016,Horan was cleared of the allegations around use of his mother's bank account,with police saying there was no evidence to support charges. Horan stated that the allegations had made it difficult to secure sought-after jobs. [22]
Horan is married and has two children. [22]
Winston Raymond Peters is a New Zealand politician who has been the leader of New Zealand First since it was founded in 1993. He was re-elected for a fifteenth time at the 2023 general election,having previously been a member of Parliament (MP) from 1979 to 1981,1984 to 2008 and 2011 to 2020. Peters has served as the 13th deputy prime minister of New Zealand and 25th minister of foreign affairs since November 2023.
New Zealand First,commonly abbreviated to NZ First,is a populist and nationalist political party in New Zealand. The party formed in 1993 following the resignation of its leader and founder,Winston Peters,from the National Party. Peters had been the Member of Parliament for Tauranga since 1984 and it was the base for New Zealand First until defeats to National Party candidates in 2005 and 2008. The party has formed coalition governments with both major political parties in New Zealand:with the National Party from 1996 to 1998 and 2023 to present,and with the Labour Party from 2005 to 2008 and 2017 to 2020. New Zealand First currently serves in a coalition government with both National and ACT as part of the Sixth National government.
Sir David Cunningham Carter is a New Zealand National Party politician who served as the 29th Speaker of the New Zealand House of Representatives from 2013 to 2017 and as a Cabinet Minister in the Fourth and Fifth National Governments. He represented the Selwyn electorate in the 44th Parliament and the Banks Peninsula electorate in the 45th Parliament. He served as a list MP from 1999 until he retired at the 2020 election.

The 2008 New Zealand general election was held on 8 November 2008 to determine the composition of the 49th New Zealand Parliament. The liberal-conservative National Party,headed by its parliamentary leader John Key,won the largest share of votes and seats,ending nine years of government by the social-democratic Labour Party,led by Helen Clark. Key announced a week later that he would lead a National minority government with confidence-and-supply support from the ACT,United Future and Māori parties. The Governor-General swore Key in as New Zealand's 38th Prime Minister on 19 November 2008. This marked the beginning of the Fifth National Government which governed for the next nine years,until the 2017 general election,when a government was formed between the Labour and New Zealand First parties,with support on confidence and supply by the Green Party.
Bay of Plenty is a New Zealand electoral division returning one member to the New Zealand House of Representatives. The current representative is Tom Rutherford of the National Party,first elected at the 2023 election.

Te Tai Tokerau is a New Zealand parliamentary Māori electorate that was created out of the Northern Maori electorate ahead of the first Mixed Member Proportional (MMP) election in 1996. It was held first by Tau Henare representing New Zealand First for one term,and then Dover Samuels of the Labour Party for two terms. From 2005 to 2014,it was held by MP Hone Harawira. Initially a member of the Māori Party,Harawira resigned from both the party and then Parliament,causing the 2011 by-election. He was returned under the Mana Party banner in July 2011 and confirmed at the November 2011 general election. In the 2014 election,he was beaten by Labour's Kelvin Davis,ending the representation of the Mana Party in Parliament.

The first sitting of the 50th Parliament was held on 20 December 2011,where members were sworn in and Lockwood Smith was elected Speaker of the House. This was followed by the speech from the throne on 21 December. John Key continued to lead the Fifth National Government. Following the resignation of Smith,David Carter was elected Speaker.
The 2011 Te Tai Tokerau by-election was a by-election in the New Zealand electorate of Te Tai Tokerau that was caused by Hone Harawira's resignation from the seat. Prior to resigning his seat,Harawira had resigned from the Māori Party and formed his own Mana Party.
The 51st New Zealand Parliament was elected at the 2014 general election. This Parliament consists of 121 members and was in place from September 2014 until August 2017,followed by the 2017 New Zealand general election. Following the final vote count John Key was able to continue to lead the Fifth National Government.
The NZ Independent Coalition is a former political party in New Zealand. The party was founded in January 2014 by Brendan Horan. Horan was expelled from New Zealand First in December 2012 following accusations of taking money from his dying mother's bank account and spending it on gambling. Horan acted an independent Member of Parliament after expulsion,and proposed starting a party in January 2013. In February 2014,the party registered a logo with the Electoral Commission. On 18 June 2014,it applied for registration. The party was registered on 24 July.
A by-election was held in the Northland electorate on 28 March 2015. The seat had been vacated following the resignation of Mike Sabin of the National Party from the House of Representatives on 30 January 2015. Northland was generally regarded as a safe National seat;the party has held the seat since its creation for the 1996 election. The election was won by Winston Peters of New Zealand First. As Peters was already a list MP for his party,this allowed New Zealand First an additional list member,Ria Bond,to join parliament.
