History

The City of Buffalo Police Department was established in 1871, taking over for the previous Niagara Frontier Police District that oversaw not only Buffalo, but also Tonawanda and Wheatfield. The BPD appointed its first female police officer prior to World War I, and its first Black patrol officer in 1918. [1]

Fifty-one Buffalo police officers have died in the line of duty. The first of these was George Dill who was shot and killed in 1865. [5]

Press reports in 2019 indicated the Department had an unwritten policy since at least 1968 to not arrest Catholic priests. Although retired officers said they had never released a priest who had had sexual contact with a child, those detained for public masturbation or sexual activity with an adult were released after a phone call to the local diocese. The clergy of other faiths were not offered the same policy. [6]

In 2018, the BPD, along with the Buffalo Fire Department, moved into a new joint headquarters building in the former Michael J. Dillon Federal Courthouse. [7]

Niagara Square police violence incident

On June 4, 2020, during the George Floyd protests in New York state, a curfew began in Buffalo, and police formed lines to sweep through the area.

At the Niagara Square, two Buffalo police officers shoved a 75-year old man who approached them. The man fell backwards and hit his head on the pavement, knocking him unconscious as blood flowed from his head. Nearby police appeared to walk past the injured man. The victim was taken to a hospital in serious condition where he was treated for a concussion and laceration.

The Buffalo police department issued an initial statement claiming that during a "skirmish involving protestors, one person was injured when he tripped & fell". Video of the incident was uploaded to Twitter and quickly became viral.

As a result of the incident, Police Commissioner Bryan Lockwood suspended two police officers without pay, and Buffalo Mayor Byron Brown initiated an investigation. [8] [9] 57 police officers on the unit subsequently resigned from the unit in a show of solidarity with the two officers, saying that the two officers "were simply executing orders". [10]
