Community radio radio service serving a specific community

Community radio is a radio service offering a third model of radio broadcasting in addition to commercial and public broadcasting. Community stations serve geographic communities and communities of interest. They broadcast content that is popular and relevant to a local, specific audience but is often overlooked by commercial or mass-media broadcasters. Community radio stations are operated, owned, and influenced by the communities they serve. They are generally nonprofit and provide a mechanism for enabling individuals, groups, and communities to tell their own stories, to share experiences and, in a media-rich world, to become creators and contributors of media.

FM broadcasting The transmission of audio through frequency modulation

FM broadcasting is a method of radio broadcasting using frequency modulation (FM) technology. Invented in 1933 by American engineer Edwin Armstrong, wide-band FM is used worldwide to provide high-fidelity sound over broadcast radio. FM broadcasting is capable of better sound quality than AM broadcasting, the chief competing radio broadcasting technology, so it is used for most music broadcasts. Theoretically wideband AM can offer equally good sound quality, provided the reception conditions are ideal. FM radio stations use the VHF frequencies. The term "FM band" describes the frequency band in a given country which is dedicated to FM broadcasting.

Canada Country in North America

Canada is a country in the northern part of North America. Its ten provinces and three territories extend from the Atlantic to the Pacific and northward into the Arctic Ocean, covering 9.98 million square kilometres, making it the world's second-largest country by total area. Its southern border with the United States, stretching some 8,891 kilometres (5,525 mi), is the world's longest bi-national land border. Canada's capital is Ottawa, and its three largest metropolitan areas are Toronto, Montreal, and Vancouver.

History

On May 19, 2011, an application was made by the Gabriola Radio Society (GRS) to the Canadian Radio-television and Telecommunications Commission (CRTC) to operate a new english-language community FM radio station to serve Gabriola Island on the frequency 98.7 MHz (channel 254A1) with an effective radiated power of 60 watts (non-directional antenna with a height above average terrain of 178 metres). [1] The CRTC approved Gabriola Radio Society's application on November 2, 2011. [2]

Canadian Radio-television and Telecommunications Commission

The Canadian Radio-television and Telecommunications Commission is a public organization in Canada with mandate as a regulatory agency for broadcasting and telecommunications. It was created in 1976 when it took over responsibility for regulating telecommunication carriers. Prior to 1976, it was known as the Canadian Radio and Television Commission, which was established in 1968 by the Parliament of Canada to replace the Board of Broadcast Governors. Its headquarters is located in the Central Building of Les Terrasses de la Chaudière in Gatineau, Quebec.

Effective radiated power (ERP), synonymous with equivalent radiated power, is an IEEE standardized definition of directional radio frequency (RF) power, such as that emitted by a radio transmitter. It is the total power in watts that would have to be radiated by a half-wave dipole antenna to give the same radiation intensity as the actual source at a distant receiver located in the direction of the antenna's strongest beam. ERP measures the combination of the power emitted by the transmitter and the ability of the antenna to direct that power in a given direction. It is equal to the input power to the antenna multiplied by the gain of the antenna. It is used in electronics and telecommunications, particularly in broadcasting to quantify the apparent power of a broadcasting station experienced by listeners in its reception area.

In June 2010 Gabriola Radio became the first station to host the National Radio Conference prior to obtaining a broadcast license.

Obtaining approval for the proposed transmitter site on Gabriola proved problematic. On September 6, 2012 the land use authority, Islands Trust voted not to concur with the proposed site for the transmission tower (Gabriola Islands Trust motion GB-086-2012). No alternate site was proposed.

In CRTC Administrative Decision L2013-57, by CKGI request, an extension to On Air was granted until 2 November 2014.

October 2013: Gabriola Radio representatives meet with Courtney Simpson of Islands Trust to obtain additional requests for information.

July 2014 - Statutory Right of Way documents (for Stoney Ridge tower site) prepared by legal counsel, presented to landowner. Landowners agrees to terms, but requires regulatory approval prior to completing agreement.

In CRTC Application 2014-0885-7, by CKGI request, an extension to On Air was granted until 2 November 2015. The commission notified CKGI this will be the last extension to On Air and CKGI must be “... operational at the earliest possible date and in any event no later than 2 November 2015.”

August - September 2014 - Gabriola Radio provides additional information and material, as requested, to LUA.

November 13, 2014 - LUA does not concur with Tower Proposal GB-2014-167. Offers no alternative. Trust Committee members present included: David Graham, Chair; Sheila Malcolmson, Local Trustee; Gisele Rudischer, Local Trustee

Gabriola Radio Society goes defunct at the loss of its proposed tower site. CRTC revokes its permission to broadcast.

The remaining Gabriola Radio board members agree to continue on with administering the FaceBook groups CKGI developed in lieu of seeking further permission to broadcast.

The FM transmitter and associated broadcasting equipment was donated to the community station CHCR in Ontario.
