Carlos Matus (born 1970) is an American diplomat at the Bureau of Diplomatic Security (DS) who serves as the Principal Deputy Assistant Secretary and director of the Diplomatic Security Service (DSS) administered by United States Department of State. [2] The DS is a law enforcement security arm of the State Department which leads security and law enforcement focusing on safeguard national security interests. Matus has served over 37 years as a career member in the Senior Foreign Service (SFS.) From 2004 to 2017,Carlos Matus was appointed as a Regional Security Officer (RSO) at the United States Embassy of Kabul,Afghanistan. During 2018 to 2019,Carlos Matus served for the High Threat Program Directorate while he worked as a Regional Director for High Threat Programs as the Deputy Regional Director for Contingency Operations focusing on Afghanistan,while Matus worked as the Officer Director of Protective Intelligence Investigations. [3] From 2019 to 2020,Carlos Matus served as the Deputy Assist Secretary for Threat Investigations and Analysis Directorate. Matus currently serves at Diplomatic Security Affairs Office for Criminal Investigations at Office of Public Affairs for Department of Justice and DSS. [4] [5]
Carlos Matus received a master's degree in National Defense from Inter-American Defense College and a master's in security at the University of Maryland. Matus then continued his education to receive his third major from Buenos Aires where he graduated from University of Salvador. [2]
Matus began his career at the Washington Field Office for DS where he was assigned to defending the U.S. Embassies located in Tegucigalpa,Honduras and La Paz,Bolivia until 1993. [6] In 1995,Matus returned to Washington D.C. to conduct criminal investigations for Passport Fraud until 1997. Matus' first assignment by State Department as Shift Leader for United States Secretary of State for Madeleine K. Albright as her personal protection detail (or protective service detachment) at the Miami Field Office. [6] [2]
In 2018,Carlos Matus received two awards by the U.S. Marine Corps as Regional Security Officer (RSO) of the year for D Company. Matus participated in numerous projects such as ensuring organization,policy,plans,and programs for Marine Corps as well as advising Secretary of Defense,National Security Council for United States Homeland Security Advisory,Office of Inspector General at United States Department of Justice (DOJ) and Secretary of Navy counterterrorism,counterintelligence and counterinsurgency operations. Matus was selected during the FY2023 Presidential Rank Rewards (PRA) and nominated as one of the 64 Senior Foreign Service members by the State Department and President of the United States. Matus was acknowledged for his efforts to contributions within field of foreign affairs,public diplomacy and international development. A regional security officer (RSO) is a special agent of the U.S. Diplomatic Security Service (DSS) in charge of a regional security office. The RSO is the principal security attachéand advisor to the U.S. ambassador at American embassies and consulates. Working for the United States Department of State as special agents,RSOs are also considered to be officers of the State Department acting as specialists within the United States Foreign Service. The RSO is also the senior law enforcement representative at a U.S. Embassy.
Mobile Security Deployments (MSD) is a small specialized tactical unit within the Diplomatic Security Service (DSS) of the United States Department of State. The MSD provides U.S. embassies and consulates with security support,protects the Secretary of State and other U.S. officials,including domestically as well as visiting foreign officials,and also provides security training at U.S embassies and consulates.
Tracey Ann Jacobson is an American diplomat and a former United States ambassador to Turkmenistan,Tajikistan,Kosovo and Ethiopia. She served as the Acting Assistant Secretary of State for International Organization Affairs from January 2017 through October 2017. She retired then returned to active duty in 2021 as the State Department's Director of the Afghanistan Task Force,and then as Chargéd’Affaires,ad interim,at the Embassy in Addis Ababa,Ethiopia. He was nominated by President Obama and confirmed by the Senate in August,2011. He departed Mexico City for Washington July 31,2015 and retired from the State Department on September 30,2015. Wayne attained the highest rank in the U.S. diplomatic service:Career Ambassador. He is currently a Professorial Lecturer and Distinguished Diplomat in Residence at American University's School of International Service where he teaches courses related to diplomacy and US foreign policy. Wayne also works with the Woodrow Wilson International Center for Scholars,the Atlantic Council,the Center for Strategic and International Studies,. Wayne is co-chair of the Mexico Institute's Advisory Board at the Wilson Center. He is also on the board of the American Academy of Diplomacy and the Public Diplomacy Council of America. Wayne is an independent consultant,speaker and writer and works with several not-for-profit professional associations. He was an adviser for HSBC Latin America on improving management of financial crime risk from 2015 until 2019 and served on the board of the American Foreign Service Association from 2017 to 2019.

Cabus served in the Diplomatic Security Service Washington Field Office as the Bureau Security Officer. Special Agent Julie Cabus has been employed with the United States Department of State Bureau of Diplomatic Security since March 1999 and was named head of security and law enforcement training at U.S. Department of State in March 2021.
