Carlos Arthur Nuzman (born 17 March 1942) is a Brazilian lawyer and former volleyball player, having competed professionally from 1957 to 1972 and represented the national team between 1962 and 1968. Nuzman was part of the first Brazilian male volleyball team at the 1964 Summer Olympics, when the sport debuted at the Olympic Games. He later became an administrator, with the Brazilian Volleyball Confederation (CBV) and the International Olympic Committee (IOC). He was the leader of the Rio de Janeiro bid for the 2016 Summer Olympics and was subsequently appointed head of the Rio 2016 Organising Committee for the Olympic and Paralympic Games (Rio 2016).
Nuzman was born in 1942 in Rio de Janeiro. His grandparents were Russian-Jewish immigrants. [1] He was president of the Brazilian Volleyball Confederation (CBV) for twenty years (1975–1995), a period where the national teams excelled at international level. [2] Since 1995, Nuzman is the president of the Brazilian Olympic Committee (COB) and a member of the International Olympic Committee (IOC) and Pan American Sports Organization (PASO).
In 2011 he was granted Russian citizenship [3]
Nuzman served as the head of the Rio Olympics Organizing Committee. He was also the leader of the successful Rio bid for the 2016 Summer Olympics. He was inducted into the Volleyball Hall of Fame in 2007. [4] [5]
On 5 September 2017, a new initiative of the Car Wash operation, called, "Unfair Play", took place in Rio de Janeiro; Nuzman stands accused of bribing the International Olympic Committee to elect the city as the home of the 2016 Summer Olympics. [6] One month later, Nuzman was arrested amid an investigation into a vote-buying scheme to bring the Olympics to Rio de Janeiro. As an honorary member of the International Olympic Committee, he was held for questioning in September 2017 by Brazilian and French authorities. They say he is a central figure in channeling $2 million to Lamine Diack, a former IOC member from Senegal who helped secure votes when Rio was picked by the IOC in 2009. [7] After fifteen days of imprisonment, Nuzman's sentence was reduced to house arrest and probation, on the condition of delivering his passport, being restrained from both leaving Rio de Janeiro and accessing COB's facilities, and presenting himself regularly to justice. [8] Nuzman's trial had former president Luiz Inácio Lula da Silva and famed footballer Pelé among its witnesses. [9]
Judge Marcelo Bretas, from the 7th federal criminal court in Rio de Janeiro, sentenced the former president of the COB (Olympic Committee of Brazil), Carlos Arthur Nuzman to 30 years, 11 months and eight days in prison for the crimes of passive corruption, organization crime, money laundering and currency evasion.
The process is the result of the Unfair Play operation, which investigated the purchase of votes to choose Rio as the venue for the 2016 Olympics. Nuzman is still free to appeal the decision. His defense said the judge convicted him without evidence and that this will be corrected when the court hears the appeal.
It was the Federal Public Ministry that filed a complaint against the former president of the Olympic Committee of Brazil (COB) Carlos Arthur Nuzman, the former governor of Rio, Sérgio Cabral Filho, the businessman Arthur César de Menezes Soares Filho, the former director of operations of the Rio 2016 committee, Leonardo Gryner, Senegalese athletics leaders Lamine Diack and his son Papa Diack. As they reside in France and Senegal, the cases of foreign leaders were dismissed, as occurred with Reu Arthur, who also resides in the United States.[ citation needed ]
World Athletics, formerly known as the International Amateur Athletic Federation and International Association of Athletics Federations and formerly abbreviated as the IAAF, is the international governing body for the sport of athletics, covering track and field, cross country running, road running, race walking, mountain running, and ultra running. Maracanã Stadium, officially named Estádio Jornalista Mário Filho or Journalist Mario Filho Stadium, is an association football stadium in Rio de Janeiro, Brazil. The stadium is part of a complex that includes an arena known by the name of Maracanãzinho, which means "The Little Maracanã" in Portuguese. Owned by the Rio de Janeiro state government, the stadium is now managed by the clubs Fluminense and Flamengo. It is located in the Maracanã neighborhood, named after the Rio Maracanã, a now canalized river in Rio de Janeiro.
Jean-Marie Faustin Godefroid "João" de Havelange was a Brazilian lawyer, businessman, and athlete who served as the seventh president of FIFA from 1974 to 1998. His tenure as president is the second longest in FIFA's history, behind only that of Jules Rimet. He received the title of Honorary President when leaving office, but resigned in April 2013. He was preceded by Stanley Rous and was succeeded by Sepp Blatter. João Havelange served as a member of the International Olympic Committee (IOC) from 1963 to 2011. He was the longest-serving active member upon his resignation. In July 2012, a Swiss prosecutor's report revealed that, during his tenure on FIFA's Executive Committee, he and his son-in-law Ricardo Teixeira took more than 41 million Swiss francs (£21m) in bribes in connection with the award of World Cup marketing rights.
Aleksandr Vladimirovich Popov, better known as Alexander Popov, is a former Russian swimmer. Widely considered the greatest sprint swimmer in history, Popov won gold in the 50-metre and 100 m freestyle at the 1992 Olympics and repeated the feat at the 1996 Olympics, and is the only male in Olympic games history to defend both titles. He held the world record in the 50 m for eight years, and the 100 m for six. In 2003, aged 31, he won 50 m and 100 m gold at the 2003 World Championships.

The 2007 Pan American Games, officially known as the XV Pan American Games, were a major continental multi-sport event that took place in Rio de Janeiro, Brazil, from July 13 to 29, 2007. A total of 5,633 athletes from 42 National Olympic Committees (NOCs) competed in 332 events in 34 sports and in 47 disciplines. During the Games, 95 new Pan American records were set; 2,196 medals were awarded; 1,262 doping control tests were performed and about 15,000 volunteers participated in the organization of the event, which served as an Olympic qualification occasion for 13 International Federations (IFs).
Gilberto Amauri de Godoy Filho, known as Giba, is a Brazilian former professional volleyball player who played as an outside hitter. For much of the 2000s, he was widely regarded as one of the best volleyball players in the world. During his professional career he played in Brazil, Italy, Russia, Argentina and briefly in the United Arab Emirates. He is mostly remembered for his successes with the national team.
The Brazilian Volleyball Confederation is the governing body of volleyball and beach volleyball in Brazil. Formed in 1954, its headquarters are in Barra da Tijuca, Rio de Janeiro. The CBV is a member of the International Volleyball Federation (FIVB) and the South American Volleyball Confederation (CSV) and it is affiliated to the Brazilian Olympic Committee. It organizes both the men's and women's Brazilian Volleyball Superleague, which are the top level's volleyball competition in Brazil, and also organizes the Salonpas Cup, which is an international women's club cup competition played annually in Brazil. The organization also administrates the Brazil men's national volleyball team and the Brazil women's national volleyball team.
The Opening Ceremony of the XV Pan American Games took place on 13 July 2007. Considered an audition for the 2014 World Cup and 2016 Olympics, the Opening Ceremony was praised by the media for its creativity and Olympic-style production value. The Los Angeles Times reported:
Brazil's 2nd largest city still must overcome doubts about crime and traffic, among other things, if it hopes to make good on its quixotic bid to play host to the 2016 Olympic Games. But Rio sure has the opening ceremony down pat. On Friday the city inaugurated the 15th Pan American Games with a lavish and creative 3½ -hour show that featured a symphony orchestra, three 100-foot-long coral snakes, Miss Brazil, an alligator the size of a 747, fireworks, a 1,500-piece percussion band and thousands of dancers dressed as everything from ocean waves to water lilies.
Rio 2016 was a successful bid to host the Games of the XXXI Olympiad and the XV Paralympic Games, respectively. It was submitted on September 7, 2007, and recognized as an Applicant city by the International Olympic Committee (IOC) one week after. On June 4, 2008, the IOC Executive Board shortlisted Rio de Janeiro with three of the six other Applicant cities—Chicago, Madrid and Tokyo; over Baku, Doha and Prague—becoming a Candidate city during the 2008 SportAccord Convention in Athens, Greece.
Lamine Diack was a Senegalese businessman, sports administrator, and athlete. He was president of the International Association of Athletics Federations (IAAF) from 1999 to 2015. He was the subject of numerous investigations into corruption during his tenure as president. He was also a member of the International Olympic Committee (IOC) from 1999 to 2013, then an honorary member from 2014 to 2015, and the chairman of the National Water Company "Société Nationale des Eaux" of Senegal (SONES) from 1995 to 2001. He had been under house arrest since November 2015, and his trial in France started in June 2020. On 16 September 2020 Diack, his son Papa Massata Diack, the head of the IAAF anti-doping department Gabriel Dolle, and other persons were given prison sentences for their part in a coverup of doping in Russia.
The 121st International Olympic Committee (IOC) Session was held on October 1–9, 2009 in Copenhagen, Denmark, during which Rio de Janeiro was selected as the host city of the 2016 Summer Olympics. The city of Copenhagen was chosen on February 8, 2006 by the 118th IOC Session held in Turin, Italy to stage the 13th Olympic Congress, together with the meetings of the Executive Board and the 121st IOC Session. The other candidates were Athens (Greece), Busan, Cairo (Egypt), Riga (Latvia), Singapore (Singapore), Taipei. Convened on the initiative of President Jacques Rogge, the 13th Olympic Congress brought together all the constituent parties of the Olympic Movement to study and discuss the current functioning of the Movement and define the main development axes for the future.

After having visited more than 300 Brazilian cities, including all 26 state capitals and the Federal District. The end of the relay was the closing to the 2016 Summer Olympics opening ceremony.

Ary da Silva Graça Filho is a Brazilian former volleyball player and the current president of the Fédération Internationale de Volleyball (FIVB).
