Cesar Martin Ynares (born April 9, 1952) is a Filipino chemical engineer and politician who serves as the mayor of Binangonan since 2016, and from 1998 until 2007. [1]
He was born on April 9, 1952, to Casimiro Ynares Sr., who became mayor of Binangonan from 1945 to 1946, and again from 1952 until 1956; and to Consolacion Martin-Ynares. He has three siblings: retired Associate Judge Consuelo Ynares-Santiago, former Rizal governor Casimiro Ynares Jr., and Binangonan Vice Mayor Cecilio Ynares. [2]
He graduated from the Binangonan Elementary School in 1965 and finished his secondary education from the Binangonan Catholic High School in 1969. He finished college with Bachelor of Science, Major in Chemical Engineering at the University of Santo Tomas in 1974.
He started his career when he was elected as mayor of Binangonan from 1998 until 2007. [3] He became mayor again when he ran in 2016 and won. [4] He ran again for re-election in 2019 and 2022 unopposed, and he won. [5] [6] [7]
On August 31, 2022, he is one of the mayors in Rizal that sealed a partnership with Holcim Philippines Inc. and its waste management unit Geoycle. The company will help the municipalities of Binangonan, Cainta, and Taytay sustainably manage their municipal wastes by converting these materials to low-carbon fuels in making cement. [8]
On October 9, 2023, upon recommendation of the Binangonan Municipal Risk Reduction and Management Council (MDRRMC), he suspended the public and private school classes in all levels due to Taal Volcano's emission of volcanic smog. [9]
On January 10, 2024, he opened a skateboard park in Barangay Calumpang. The park aims to provide the youth with a safe place to show off their skills in skateboarding. [10] He expressed his hope that skateboarding would be included in the sports programs of the Department of Education (DepEd) competitions. This, he believes, would help showcase the town and its youth in the realm of this particular sport, skateboarding. [11]
