Municipal elections were held in Costa Rica on 7 February 2016, in order to elect the mayors of the 81 cantons [1] of the country plus a proportional number of aldermen (regidores) in each of the canton’s municipal councils, a syndic for every district and members of the District Councils and a total of 8 Intendants for districts and islands located too far away from the administrative center.

Costa Rica country in Central America

Costa Rica, officially the Republic of Costa Rica, is a country in Central America, bordered by Nicaragua to the north, the Caribbean Sea to the northeast, Panama to the southeast, the Pacific Ocean to the southwest, and Ecuador to the south of Cocos Island. It has a population of around 5 million in a land area of 51,060 square kilometers. An estimated 333,980 people live in the capital and largest city, San José with around 2 million people in the surrounding metropolitan area.

Cantons of Costa Rica political subdivision of Costa Rica

Costa Rica is administratively divided into seven provinces which are subdivided into 82 cantons, and these are further subdivided into districts. Cantons are the only administrative division in Costa Rica that possess local government in the form of municipalities. Each municipality has its own mayor and several representatives, all of them chosen via municipal elections every four years.

A municipal council is the legislative body of a municipality such as a city council or a town council.

For the first time in history, [2] election of aldermen was held at the same time as the other municipal offices. Until 2010 councilors were elected at the same time as the President and deputies in the general elections but a reform in the Electoral Law made all municipal offices elected at the same time and in the middle of the presidential period. [3] Also, because of this change in the legislation, the previous election was held for a one-time only 6 years period. [3]

President of Costa Rica head of state and head of government of Costa Rica

The President of Costa Rica is the head of state and head of government of Costa Rica. The President is currently elected in direct elections for a period of four years, which is not immediately renewable. Two Vice presidents are elected in the same ticket with the president. The president appoints the Council of Ministers. Due to the abolition of the military of Costa Rica in 1948, the president is not a Commander-in-chief, unlike the norm in most other countries, although the Constitution does describe him as commander in chief of the civil defense public forces.

Oppositional National Liberation Party earned most of the votes achieving majority in all offices including 50 mayors and 186 councilors, even though it suffer a noticeable decrease both in votes and offices obtained, including the lost of two provincial capitals; Limon city and San José city, both of them previously in hands of PLN's members that were expel from the party for ethical questionings and were nominated by local parties, among them former presidential nominee Johnny Araya. [4] Social Christian Unity Party was recorded as the real winner as it increase its number of mayors passing from 9 to 15.

National Liberation Party (Costa Rica) political party

The National Liberation Party, nicknamed the verdiblancos, is a political party in Costa Rica. The party is a member of the Socialist International.

Social Christian Unity Party political party

The Social Christian Unity Party is a centre-right political party in Costa Rica.

Ruling Citizens' Action Party was unable to take advantage of its position as government and only achieve one more mayor than previously. In several cantons the party went in alliance with local forces and the Broad Front.

The Citizens' Action Party is a center-left political party in Costa Rica.

Broad Front (Costa Rica) political party

The Broad Front is a left-wing political party in Costa Rica, the main component of the front is the Alternative of the Lefts Movement. They are defined by progressive, socialist, green, social justice, human rights and democratic ideas. Member of the Foro de Sao Paulo, part of the international Latin American Left Movement of democratic socialism.

Two new parties succeed in having new mayors; New Generation Party was a particular surprise as the party was the fourth in number of mayors winning in 3 cantons even though the party does not have parliamentary representation and received very few votes in the presidential ballot. While former president Rafael Ángel Calderón Fournier’s new Social Christian Republican Party won Vazquez de Coronado. Leftist Broad Front took part in the elections mostly in alliance with PAC and local forces winning in Montes de Oca and Acosta in that way and in one, Barva, completely alone. Local parties 21st Century Curridabat and Escazu's Progressive Yoke also won in Curridabat and Escazu respectively.

New Generation Party (Costa Rica)

New Generation Party is a liberal political party in Costa Rica. The party was founded in 2012 in order to partake in the 2014 general election. The party defines itself as a political organization directed toward young people. It also describes itself as "centrist" and pragmatic in economic policy.

Rafael Ángel Calderón Fournier President of Costa Rica

Rafael Ángel Calderón Fournier served as President of Costa Rica from 1990 to 1994. He was the presidential candidate of the Social Christian Unity Party for the national elections held in February 2010, but resigned his candidacy on 5 October 2009, when he was sentenced to five years in prison for two counts of corruption.

Social Christian Republican Party

The Social Christian Republican Party is a Costa Rican political party founded in 2014 by former president Rafael Ángel Calderón Fournier and his group of supporters as a splinter from the historical Social Christian Unity Party (PUSC). The party also uses the colors and a similar name of Calderón's father's party, the National Republican Party.

Local government in Costa Rica

Costa Rica’s municipal system is organized under the Municipal Code, the specific law that regulates the local governments. Municipalities are the second-level administration in Costa Rica after the central government. Each one of the 82 cantons of Costa Rica has a Municipality or Municipal Government constituted by a Mayor and a proportional number of members of the Municipal Council. Districts of each of the cantons also have their local authorities and representatives. Some of the services manage by local governments include; solid waste management, building and administration of local roads, parks, libraries and schools, recollection of municipal taxes and in some cases local security. Worth noticing that in Costa Rica city and municipality are not the same thing, as a canton can have several cities within its borders, generally as districts.

Politics of Costa Rica democracy

The politics of Costa Rica take place in a framework of a presidential, representative democratic republic, with a multi-party system. Executive power is exercised by the president and his cabinet, and the President of Costa Rica is both the head of state and head of government. Legislative power is vested in the Legislative Assembly. The president and 57 Legislative Assembly deputies are elected for four-year terms. The judiciary operates independent of the executive and the legislature but remains involved in the political process. Costa Rica is a republic with a strong system of constitutional checks and balances. Voting is compulsory in Costa Rica but it is not enforced.

Libertarian Movement (Costa Rica)

The Libertarian Movement Party is a political party based on classical liberalism in Costa Rica. It was founded in May 1994. After an important protagonism during early 2000s with its perennial nominee Otto Guevara among the main candidates and reaching third place in 2006 and 2010, it was affected by several corruption scandals and lack of funds, the party gradually suffered a debacle in 2014 ending in fourth on the presidential ticket, and fifth in Parliament. Later losing all its mayors in the mid-term local election of 2016, to finally having its worst results in 2018 with Guevara's candidacy reaching only 1% of support and losing all seats in Congress.

San José is a province of Costa Rica. It is located in the central part of the country, and borders the provinces of Alajuela, Heredia, Limón, Cartago and Puntarenas. The provincial and national capital is San José. The province covers an area of 4,965.9 km². and has a population of 1,404,242.

Montes de Oca (canton) Canton in San José, Costa Rica

Montes de Oca is the 15th canton in the province of San José in Costa Rica. The canton covers an area of 15.16 square kilometres (5.85 sq mi), and has a population of 54,288. The capital city of the canton is San Pedro.

Curridabat (canton) Canton in San José, Costa Rica

Curridabat is the 18th canton in the province of San José in Costa Rica. The canton covers an area of 15.95 square kilometres (6.16 sq mi), and has a population of 72,564. The capital city of the canton is also called Curridabat.

2002 Costa Rican general election

General elections were held in Costa Rica on 3 February 2002. For the first time in the country's history, no candidate in the presidential election passed the 40% threshold. This meant a second round of voting had to be held on 7 April which saw Abel Pacheco of the Social Christian Unity Party defeat the National Liberation Party's Rolando Araya Monge.

2014 Costa Rican general election

Costa Rica held parliamentary and presidential elections on Sunday, 2 February 2014 to elect a new president, two vice presidents, and 57 Legislative Assembly lawmakers. Voting is compulsory in Costa Rica, nevertheless abstentionism was 35 percent in 2006 and 32 percent in 2010. In accordance with Article 132 of the Constitution, the incumbent President, Laura Chinchilla Miranda, was ineligible to run for a second consecutive term.

Municipal elections were held in Costa Rica on 5 December 2010. Were the third municipal elections in the history of the country and the last on be held in December of the same electoral year due to an electoral reform that turned municipal election to be held mid-term. Because of this the Electoral Supreme Court mandate the constitutional period of the newly elected authorities to last for 6 years for one unique time. The election was for mayors of the 81 cantons, syndics and district councilors for all the country’s districts and 8 Intendants for 8 especial autonomous districts.

The 2006 Costa Rica local elections were held on December 3, 2006. In the February 2006 general elections, Costa Rica elected president, vice-presidents, deputies of the Legislative Assembly and municipal councilors in the general elections. The December 2006 elections were held to elect cantonal mayors, members of the District Councils of each of the nation’s districts and intendants of eight special autonomous districts and islands.

Municipal and local elections were held for the first time in Costa Rica on 1 December 2002. This was the first time citizens of the 81 cantons were able to directly choose their mayors as previously the municipal executive was appointed by the city council. A syndic and 4 District Councilors were also elected for each canton’s district as 8 intendants for especial districts with administrative autonomy.

21st Century Curridabat is a local political party in Curridabat Canton, Costa Rica. It is considered the most successful local party in the country as all Curridabat Mayors have come from the party. The party also often controls the majority of the Municipal Council.

Escazu's Progressive Yoke is a local political party in Escazu Canton, Costa Rica. The party currently holds Escazu's Mayoralty, two out of seven seats in the Cantonal Council and two out of three District Syndics.

The election of the Head of State of Costa Rica in 1844 was the first Costa Rican election in which the system of direct suffrage was used to elect the Supreme Head of State, in accordance with the provisions of the Constitution of April 9, 1844. A method that was abolished by the next election returning to indirect suffrage until 1913.
