In internet slang, a troll is a person who starts Flame wars or upsets people on the Internet by posting inflammatory and digressive, extraneous, or off-topic messages in an online community with the intent of provoking readers into displaying emotional responses and normalizing tangential discussion, either for the troll's amusement or a specific gain.

The Communications Act 2003 is an Act of the Parliament of the United Kingdom. The act, which came into force on 25 July 2003, superseded the Telecommunications Act 1984. The new act was the responsibility of Culture Secretary Tessa Jowell. It consolidated the telecommunication and broadcasting regulators in the UK, introducing the Office of Communications (Ofcom) as the new industry regulator. On 28 December 2003 Ofcom gained its full regulatory powers, inheriting the duties of the Office of Telecommunications (Oftel). Among other measures, the act introduced legal recognition of community radio and paved the way for full-time community radio services in the UK, as well as controversially lifting many restrictions on cross-media ownership. It also made it illegal to use other people's Wi-Fi broadband connections without their permission. User-generated content (UGC), alternatively known as user-created content (UCC), is any form of content, such as images, videos, text, and audio, that has been posted by users on online platforms such as social media and wikis. The term "user-generated content" and the concept it refers to entered mainstream usage in the mid-2000s, having arisen in web publishing and new media content production circles. In contrast to the 1970s and 1980s, when traditional "gatekeepers" such as newspaper editors, publishers, and news shows approved all content and information before it was aired or published, media production became more accessible, user friendly, and affordable to the general public through new technologies of the 1990s and 2000s.
